| Is the government providing ergonomic sewing chairs designed to reduce and/or alleviate physical problems incurred by hours of repetitive work? What is a description of the chairs being provided to include brand name/model? |

| There are different types of chairs in the area 8 chairs specifically selected for its ergonomic design 2 years old and others are older designed for sitting/working for extended periods of time; chairs are functional. |

| Yes –each sewing machine has standard light. Desk lamps in the photos are personal items. |

Will the government provide a better description of the workstations (assumed work tables) in terms of adjustability, treadle placement/space, and table/workstation design with brand names or equivalents?

| Who or how is maintenance (major and minor) being accomplished under the current contract? Is there a third-party servicer who is subcontracted to perform regular maintenance and repairs, and if so, will the government provide this information? |
| GOVT RESPONSE |
| It is not within the government’s authority to provide another contractor’s method of doing business and therefore we cannot address the current contractor’s method of repairs. However, there are sewing machine repair possibilities in the area and it will be up to the potential awardee to determine how they wish to handle repairs as long as it meets the requirements outlined in the PWS. |

Will the government provide the link to or a better description of the “pre-approved” Government Site to be used for procurement activities (if needed)?

| There are no required government sites for contractor procurement activities. |

| Extent of Alterations |
| If the contractor is tasked with repair to manufacturer defective materials (e.g. errors, sleeves, cuffs, collars, pockets, flaps, etc.) are these repairs also subject to the one-day alteration standard? |
| GOVT RESPONSE |
| Manufacturer defects are not issued. Minor defects, i.e. loose buttons, extra stitching are to be repaired by the alterations and fitting contractor. |
Reference PWS paragraph 5.7.1. Miscellaneous Minor Alterations Of Defective Uniforms: Minor alterations such as missing buttons, unsewn seams, broken zippers, belt loops etc., shall be performed by the Contractor on an as-you-wait service (not to exceed one (1) hour waiting time). Minor alterations will be annotated on AF Form 1297, Temporary Issue Receipt.
Reference PWS paragraph 5.7.2. Minor Repairs: All other minor repairs given to the Contractor by COR shall be completed within five (5) business days.

| Fitting |
| What are the local site policies or procedures concerning the trying on of multiple garments during the fitting/measurement/marking activities in relation to local COVID mitigations and controls? Are garments that are “tried on” considered as “dirty” and must undergo cleaning before reuse? |
| GOVT RESPONSE |
| The garments are not dirty and do not require cleaning. If any garment is soiled/contaminated it will not be used. Trainees are in a restriction of movement for 14 days prior to being schedule to Air Force CIF. |

| Does the government require a SF 1449 or equivalent form to be completed by the offeror for submission with the proposal documentation, and if so, will the government please provide a formatted copy to fill in? |
| GOVT RESPONSE |
| This is a Combined Synopsis/Solicitation and therefore not issued on a 1449 in accordance with FAR 12.603(b). The solicitation contains an acknowledgement page for the offeror to complete and submit with its proposal. |

| A statement acknowledging all posted solicitations will suffice. |

| Acceptable formats have been changed in this Amendment (Amendment 02) in the Combined Synopsis/Solicitation, Addendum to 52.212-1, paragraph b. |

| Yes. Any questions/answers/materials resulting from the 17 July site visit are answered by posted amendment to the solicitation. |

| Will the government consider adding the following requirement under INSTRUCTIONS TO OFFERORS; “Proprietary information. All offerors shall certify that they did not rely on any proprietary information, other than their own proprietary information in developing their proposal”. |

| No. The government would not be an interested party in a proprietary data dispute among industry parties and therefore the statement will not be added. |

| The technical proposal is limited to 8 pages; will the gov’t increase the page limit to 15 to all sufficient page count for a proper narrative for the 13 items to be addressed under Sub Factor # 1 –Quality Control Plan and Sub Factor # 2 --Continuation of Essential Contractor Services Plan. |

| The Page Limitation has been increased to a maximum 40 pages. |

| Wil the government consider a cover letter to be provided that does not count toward the page limit? |
| GOVT RESPONSE |
| No specific allowance for cover letters is provided. The total page count limitation identified within FAR 52.212-1 Addendum should include all pages/documents that constitute the offeror’s proposal. |

| In order to ensure offerors are in good financial status and standing, will the USG consider adding a Responsibility Determination with supporting Documentation bank letter confirming that the offeror is in good standing with the necessary capabilities and line of credit availability and is not under any court judgements? |

| Attachment 6 has been added to this solicitation Amendment for the purpose of determining contractor responsibility and is not part of the technical or price evaluation factors nor are these documents included in page limitations identified in the Addendum to 52.212-1. |

Will the USG provide the seniority of the work force in order to properly price the offer and prevent unrealistic offers?
| GOVT RESPONSE |
| No. The government currently has no authority to require the incumbent to provide such a list during the solicitation phase. However, in accordance with FAR 52.237-3, certain personnel data will be provided to the successor. |

Are there any deliveries required, uniform or other, by the contractor?
| GOVT RESPONSE |
| This is a service contract. If the question is intended to discern if the contractor is required to make uniform or other “deliveries” in the transportation sense, the response is no. The extent of contractor performance is outlined in the PWS. |

The solicitation states “A complete proposal consists of three (3) parts”. What is the third part? The solicitation only mentions Part I Technical Proposal and Part II Price Proposal.

Would the government consider increasing the page limit for the Technical Proposal? The 8 page limit does not allow contractors to properly address the evaluation factors.

Is the base period of the contract 6 months? The quantities listed for ordering period 1 on Attachment 3 Price List Quantities is only half the quantity of Ordering periods 2, 3, 4 and 5.
