STATEMENT OF WORK
FOR
AIRCRAFT SUN SHADE INSPECTION/MINOR REPAIR
1.0 SCOPE OF WORK:
1.1 Background. Preventative Maintenance is the basis of the Air Education and Training Command’s policy for aircraft sun shade sustainment. The Government’s objective is to maintain safe and reliable aircraft sun shades.
1.2 Scope. Non-personal services to provide all supervision, labor, tools, supplies, equipment and materials necessary to conduct a one-time inspection/minor repair of existing aircraft sun shades (alternatively called aircraft “shelters”) located on the Joint Base San Antonio Randolph (JBSA-RAN), TX flight line. The inspection shall be performed using the attached 12th Flying Training Wing/Maintenance (12 FTW/MX) local checklist. Tasks include visually examining the condition of the structure, fabric (as applicable), lights, electrical, bird nesting mitigation, lightning protection, obstruction lighting, safety reflective devices and fall protection, and physically tightening, connecting, and verifying proper operation and serviceability of all hardware and other components of the sun shades. The results of the inspection/minor repairs shall be documented in a non-proprietary report and submitted to the Government.
The sun shades are constructed of purlins, struts, cable braces, rafter beams, columns, knee braces, and angle braces and current inventory consists of the following:

2.0 PROGRAM MANAGEMENT.
2.1 Contractor Responsibilities. Utilize the attached 12 FTW/MX checklist to perform the following tasks IAW applicable federal, state and local building code and regulations, or equivalent military standard Unified Facilities Criteria (UFC) and Unified Facility Guide Specifications (UFGS), and industry standards, or best practices.
2.2 Applicable to all sun shades, visually inspect and perform minor repairs related to conditions of:
a) Inherent structural weakness
b) Corrosion
c) Improper installation
d) Design defects
e) Electrical defects
f) Weather (turbulence) related damage
g) Improper use
h) Destruction
i) Failure (signs or evidence of electrical, structural, or mechanical failure)
j) Severed item
k) Evidence of stress/buckling/fatigue/etc.
l) Fabric tears/rips/rot/etc.
m) Missing hardware
n) Loose hardware
o) Wildlife intrusion
p) Other discrepancies
2.2.1 Inspect all joist and girder connections. Ensure proper connections have been made. Any connection determined to be missing bolts, bolt holes, and/or appears hazardous to the safety of personnel or aircraft will be removed immediately.
2.2.2 Inspect and re-torque all bolts on all sunshades to American Institute of Steel Construction (AISC) standards.
Clearly mark each bolt with the torque value/date with a red indelible ink marker immediately following inspection of each individual bolt. Identify sun shades with missing bolts.
2.2.3 Inspect all cables and cable connections on all sunshades. Any cable or connection determined to be hazardous to the safety of personnel or aircraft will be removed from the sunshade and clearly noted on that sunshade’s report.
2.2.4 Inspect and identify all sun shade fabric covers for tears or deterioration and provide repair and/or replacement costs in report.
2.2.5 Inspect and test all lightning and grounding connections.
2.2.6 The Contractor will be responsible for the legal disposal of any materials (bolts, cables, etc.) that are removed from the sun shades.
2.3 Equipment. Any heavy equipment (crane or lift) required to perform the above tasks must be provided by the Contractor and cleared through airfield management prior to its use.
2.4 Documentation/Report. The report format is at the Contractor’s discretion but at a minimum shall identify specific discrepancies/defects by sun shade type (T-1, T-6, T-38) and flight line location (spot #) - sample format attached. The non-proprietary report shall become an integral part of the contract and must be submitted electronically to the Government not later than five (5) days following work completion and acceptance.
3.0 SAFETY
3.1 Contractor Liability. The Contractor shall be liable and responsible for non-compliance of environmental safety and health (ES&H) provisions, and pay any fines or fees resulting from improper actions and/or processes.
3.2 Spill Notification. Notify the Contracting Officer (CO) and the Contracting Officer’s (technical) Representative (COR) immediately of any pollution incident, as per base requirements. The Contractor shall also report spills to the base Environmental Office at 210-652-4668.
3.3 Safety and Health Notification and Reporting. Immediately notify the CO and COR of any mishap involving Contractor personnel, AF assets, or AF operations, which resulted in an injury, illness, or damage. Injuries to Contractor personnel shall be reported IAW OSHA requirements. The numbers for Security Forces (base police) and Fire Department are 210-652-1646 and (210) 652-6915 respectively
3.4 Healthcare. Healthcare provided at the local military treatment facility is on an emergency reimbursable basis only.
3.5 Site Conditions. Work will take place on an active flight line apron. In order to minimize outage and down time all work will need to be coordinated with JBSA Randolph Airfield Management and COR. The Contractor shall furnish and maintain adequate barricades, and warning signs, on the job site. When parking in the vicinity of the shelters, vehicles will remain in the service zone when servicing shelters. Vehicles in/around/under shelters must comply with appropriate speed limits and wing tip clearance requirements (5 MPH within 25 feet of aircraft, 10 feet circle of safety). The contractor shall clean up debris on a daily basis to prevent foreign object damage to an aircraft or system.
4.0. SECURITY
4.1 Obtaining and Retrieving Identification Media. The Contractor shall obtain base identification and vehicle passes for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished identification badges while visiting or performing work on the installation.
No later than three (3) working days prior to contract commencement, the Contractor shall submit a written request on company letterhead to the program manager listing the following: contract number, location of work site, start and stop dates, and names of Contractor employees needing access to the base. The authorized program manager will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. Contractors will present Government (state or federal) issued ID, and INS Form 9 (I9), before being issued a pass to enter the installation. Before being issued a pass to enter the installation, a Wants and Warrants check will be conducted for every individual requesting a pass. Personnel employed by the Contractor must get a pass for their privately owned vehicles at Bldg. #1032, Visitor Reception Center, with proof of following:
(1) Liability Insurance
(2) Current License Plates
(3) Current State Inspection Sticker (If Required)
(4) Valid State Driver License
(5) A phone number for sponsor on base
Vehicles owned by the Contractor with the company names permanently printed on them are not required to obtain a pass as long as a current work order is presented at the time of entry. However, current liability insurance, state inspection sticker, and registration is required. The person driving the vehicle must have a valid operator license for the type of vehicle. The Contractor is responsible for ensuring employees report to Bldg. # 1032, Visitor Reception Center, to present their Form I-9 (Employment Eligibility Verification). Upon completion or termination of the contract or expiration of the identification passes, the Contractor shall ensure that all base identification credentials issued to Contractor employees are returned to the issuing office. If a Contractor employee has been terminated, the credentials will need to be retrieved and returned to issuing activity so that employee does not have base access. If the credential is not retrieved then SF will need to be notified so base access is not allowed. Failure to comply with these requirements may result in withholding of final payment.
4.2 Traffic Laws. Each contract employee driving a privately owned vehicle on the base must carry the minimum liability insurance as required by the State of Texas. Contractor employees shall adhere to all posted speed limits and shall not use hand-held cellular telephones for phone calls or texting while driving on the installation. Use of seatbelts is mandatory. Any Contractor employee cited for driving under the influence will have their driving privileges immediately revoked.
4.3 Weapons, Firearms, and Ammunition. Contractor employees shall not possess weapons, firearms, or ammunition on themselves, or within any vehicle, while on a United States Air Force Base/Installation.
4.4 Reporting. Report to the CO or the COR any information or circumstances that may pose a threat to the security of Department of Defense (DoD) personnel, Contractor personnel, or Government resources (format to be determined by the CO or the COR) within 24 hours of the incident.
4.5 Restricted Area. Flight line access is limited. The contractor will be escorted to the sites and badged appropriately while performing services on the flight line.
4.6 Photography. Contractor shall ensure no photographic equipment, to include cell phones, are permitted on the flight line by their personnel. If needed in the performance of duties, the Contractor shall contact the Airfield Manager prior to taking photographs.
5.0 HOURS OF OPERATION.
5.1 Duty Hours. Base hours of operation are 7:30 – 4:30 Monday through Friday. Flight line hours are 24 hours per day Monday – Friday. The Contractor may find it necessary to deviate from the normal base hours of operation to ensure timely completion of work under this SOW. If the Contractor determines it is necessary to work non-standard hours, a written request for approval to work outside normal hours must be submitted to the CO and COR. Upon approval, the work outside normal hours will be completed at no additional cost to the Government. Work scheduled but not accomplished because of base closure due to weather, exercise, or actual alert, will be accomplished as soon as possible after reopening the base.
5.2 Holidays. If the holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed.

SUN SHADE RECURRENT INSPECTION CRITERIA
(Comprehensive)
Note: At least semi-annually, or whenever the Shelter Monitor changes, accomplish a comprehensive phased inspection of each shelter performed by the Shelter Monitor, work center supervisor, or their designated representatives IAW AFI21-136 and
AFMAN23-110.

ITEM INSPECTED / ESTABLISHED STANDARD
STRUCTURE:
Inspect all columns, beams, joists, girders and lateral cross bracing for proper connections, faulty/cracked welds, loose or missing bolts (tighten or replace as necessary), severe corrosion and fatigue. Document (report) findings.
Inspect turnbuckles and cables for severe corrosion, fraying or breaks, tightness, proper connection and security, tighten as necessary.
Inspect for loose/missing and damaged attaching hardware, tighten as necessary.
Inspect anchor plate bolts for embedment, tightness and severe corrosion. Tighten as necessary and document corrosion findings.
Inspect anchor plate for levelness (i.e. ensure it is flat on the ground).
Inspect concrete around all anchor plates for cracks/spalling.
Inspect shelter frame for severe corrosion and document findings.
METAL ROOFING:
Inspect roof panels and fasteners for security, tighten as necessary.
Inspect for loose/missing and damaged attaching hardware, tighten as necessary.
Inspect metal roof for severe corrosion, and document findings.
END SCREEN FABRIC ROOFING:
Inspect end screen fabric for proper tautness, adjust as nescessary.
Inspect all end screen bolts, nuts, cables, and lacing, tighten as necessary.
Inspect all end screen fabric for holes, tears, scuffs or scrapes, and document conditions in report.
ELECTRICAL
Inspect all obstruction lights, bay lights, wall pack lights, power outlets, photocell, switches for proper operation and serviceability.
Inspect all conduit, distribution panels, lighting control panels, step-down transformer for proper operation and serviceability.
MISCELLANEOUS:
Inspect and repair the complete Lightning protection system, including air terminals, ground rods, and cross run conductors. Repair broken connectors where the lightning air terminal penetrates the roof material. Remove neoprene grommet attached to the metal roof and replace with high temp. silicon sealant.
If installed, inspect gutters to ensure they are securely fastened.
Inspect bird mitigation systems for secureness.
Inspect grounding systems IAW AFI 32-1065, Table 1. Aircraft Parking and Apron Grounds.

LOCAL INFORMATION
Gate Access. Large commercial vehicles (3 axles or more) must process through the JBSA-Randolph South Gate, Commercial Vehicle Inspection Point located on Lower Seguin Road, Schertz, TX. Hours of operation are from 6 a.m. to 6 p.m. Mon. thru Fri. only (closed on weekends and Federal holidays). If necessary, use phone at gate for access. Contractors must log in and out with Security Forces.
All other vehicles are to enter and exit the Main (Lindsey) Gate, hours of operation, 24/7. All Contractors must log in and out with Security Forces at the Visitor and Vehicle Reception Center Pass & Registration, Building #1032 (outside the Main Gate, open Mon. through Fri. 7 a.m. - 4:30 p.m.). All Contractors must have a point of contact with phone number prior to coming to Pass & Registration to receive a Visitor's Pass. "SPECIAL" NOTE: Published gate operations are subject to change without prior notice during security forces responses to emergencies or other mission priorities.
All product items sold to the Government should be properly marked with manufacturer’s name and part number (Commodities Only). DOD Policy on Elimination of Use of Class I Ozone-Depleting Substances:
No DOD contract awarded on or after June 1, 1993 may include a specification or standard requiring the use of an ozone depleting chemical. The supply or service being procured by this contract has been certified as a non ODC item. If, to your knowledge, the product or service contains or will require the use of ozone depleting chemicals in the performance of this contract, you are required to notify the Contracting Officer immediately.
Smoking in AETC Facilities. Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in AETC facilities. AFI 40-102, Tobacco Use in the Air Force, and its AETC Supplement I, outline the procedures used by the Commander to control smoking in facilities.
Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.
Utilities Use and Conservation. The Contractor will be required to participate in government energy conservation programs. For the purpose of this contract, all reasonable required amounts of water, gas, electricity, etc., essential to contract performance shall be made available, at no cost to the Contractor, from existing outlets and supplies. All temporary connections, outlets, and distribution lines as may be required will be installed by the Contractor at the Contractor’s own expense.
Cell Phone Usage. Contractors are advised that cellular telephone usage when approaching and entering any installation entry gate, driving on the installation or exiting JBSA is prohibited. The 502D Security Forces Squadron (SFS) is strictly enforcing those found in violation and are subject to be ticketed.
Administrative Authority. The resultant contract will be administered by the 502D Contracting Squadron. The address, telephone number and email of the Contracting Officer (CO) are as follows:

The CO is the only person authorized to approve changes or modify any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the CO. In the event the Contractor effects any such changes at the direction of any person other than the CO, the change will be considered made without authority and no adjustment will be made in the contract price to cover increase in costs incurred as a result thereof.

Contractual problems, of any nature, which might occur during the life of the contract, must be handled in conformance with very specific public laws and regulations (i.e., Federal Acquisition Regulation), and must be referred to the CO for resolution. Only the CO is authorized to formally resolve such problems.
Therefore, the Contractor is hereby directed to bring all such contractual problems to the immediate attention of the CO. Any request for contract changes/modification shall be submitted to the CO.
The Contractor and the Government may agree to perform a no-cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated line items. An example of a field change is: rerouting planned location of a sidewalk to avoid a tree (when quantities are not changed). All field changes must be approved by the CO prior to execution.
All correspondence concerning this contract, such as requests for information, explanation of terms, and contract interpretation, shall be submitted to the CO.
Working Hours. Work during Federal Holidays, weekends and/or after normal business hours are not permitted under this contract. Contractor may submit a waiver request to the Contracting Officer. The waiver request shall be submitted in writing at minimum 7-calendar days in advance of the proposed work. Contractor shall ensure that all work conducted during a Federal Holiday, weekend and/or after hour is still open/exposed such that government can inspect the work. Approval of the waiver will only be provided, if the work is deemed necessary or found to be in the best interest of the government.
Contractor shall proceed to schedule work during these periods only after receiving written approval of the waiver from the Contracting Officer. Normal business hours are considered to be from 0730-1630 hours. Weekends are considered to be every Saturday and Sunday. The following holidays are observed by the Federal Government:
