STATEMENT OF WORK

ASSEMBLY AND INSTALLATION OF DORM FURNISHINGS

AT THE 322 TRS

6 March 2017

Addendum Dated 1 May 2018

1. SCOPE

This Statement of Work (SOW) covers requirements for the installation of dorm furnishings at the 322 Training Squadron (TRS), located at Bldg. 9110, 1315 Truemper St., JBSA Lackland, TX 78236.

2. REQUIREMENTS

2.1. General Requirements

The contractor shall perform all actions required to assemble and install 1200 bunkable beds, 1200 H frame chairs, and 1200 wall lockers at the 322 TRS. Specifically, the Contractor shall place the beds, chairs, and wall lockers in their designated locations which is outlined below and shall remove all packaging materials from the facility and JBSA Lackland upon completion of the project. Additionally, all old furniture will be removed from dormitories and disposed of.

2.2. Installation

The contractor shall place the beds, chairs, and wall lockers in dorms A1-A10 and B1-B10 located on the 2nd and 3rd floors of Bldg. 9110. The specific amount of items that must be placed in each dorm is as follows:

A1-60 A2-60 A3-60 A4-60 A5-60 A6-60 A7-60 A8-60 A9-60 A10-60

B1-60 B2-60 B3-60 B4-60 B5-60 B6-60 B7-60 B8-60 B9-60 B10-60

The contractor shall furnish all tools, equipment materials, and manpower to accomplish the installation of the beds, chairs, and wall lockers. The contractor shall also remove all packaging materials from JBSA Lackland TX and shall be responsible for any refuse containers needed for trash and packing materials. The contractor shall also remove old furniture and dispose of it off of JBSA Lackland TX. Last, the contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.

2.3. Delivery

Interaction between the contractor and their personnel with BMT students is prohibited.

The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for properly protecting the service entrance and flooring of each building in which the items are to be received. The facility is multi-story with no elevator or loading dock available. There are six stairwells available to the two upper floors where the dorm furnishings will be placed. The atrium attached to the dormitories will be the designated staging area. Delivery trucks will not be able to come closer than 100 ft. to the building.

All old furniture shall be accounted for by the government representative and the contractor shall move furniture to a designated government area (first floor) determined by the government representative. The designated area will be located within JBSA- Lackland.

2.4. Site Program Manager/Point of Contact (POC)

The Contractor shall designate an on-site project manager as the Site POC for their individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.5. Entry and Vehicle Control Requirements

Contractor shall comply with AFFARS Clause 5352.242-9000, “Contractor access to Air Force installations” which is hereby incorporated by reference if not otherwise included.

Contractor personnel shall comply with all on-base traffic

2.6. Testing

The Contractor shall conduct an operational check of all equipment and connections to ensure proper function of the furniture and will make any necessary adjustments/repairs.

2.7. Hours of Operation

The Contractor shall have access to the site from 0730 – 1630 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). The Contractor shall report to the site Facility Manager at the beginning of each day prior to the start of any work and at the end of each day prior to departing to discuss progress. The Facility Manager for this project is TSgt Lukas Bartels or TSgt Brandyn Walter who can be reached at 210-671-4494.

Anticipated observed holidays during period of performance:

23 November 2017– Thanksgiving

25 December 2017 – Christmas

1 Jan 2017 – New Years day

2.8. Warranty

Manufacturer’s warranties for individual pieces shall be provided along with contact information and operation manuals if any.

2.9. Site Tour

Upon request, a tour of the facility can be conducted to accommodate delivery and installation planning.

3. ACCEPTANCE

Upon completion of the work, the contractor shall inform the government point of contact TSgt Lukas Bartels, TSgt Brandyn Walter or their designee, to conduct a joint walkthrough inspection. During the walkthrough the government will document a punch list of any deficiencies identified during the walkthrough. The contractor shall be responsible for correcting any deficiencies before final acceptance is made by the government.
