FA3016-17-R-0047 Questions and Responses

1. Will all washes be done on the wash rack? Do we do spot clean on ramp where the aircraft is parked etc... If not where?

Answer: All washes are done on the wash rack. Random spot cleaning could be done on the parking ramp if a truck is available to reach the top the T-Tail (65Ft. high). If a truck is not available to spot clean on the ramp, then the aircraft would be towed to the wash rack for spot cleaning.

2. If not on wash rack is there water connections at parking spot or is a truck required?

Answer: There are not water connections on the parking ramp. A truck would be required.

3. Do we have to recover wash fluids if not on wash rack?

Answer: Aircraft soap is only used on the wash rack due to draining requirements. Spills from servicing the latrines will need to be cleaned and/or recovered by the contractors.

4. How many lifts, type, scissor, boom, etc. and height requirement to reach highest spot? Can facility support charging of electric lifts?

Answer: The T-Tail is 65 ft high; it is up to the contractor to determine the lift type, quantity, etc.

5. Any restrictions on gas/diesel systems?

Answer: No restrictions on gas or diesel systems.

6. What kind of safety equipment does contractor need to provide on wash rack?

Answer: The contractor needs to provide their own boom lift and the appropriate safety equipment to use it. They also need to provide their own personal protective equipment to include goggles, gloves, faceshields, and aprons.

7. Does USG provide over wing harnesses, etc?

Answer: No, the contractor will provide and manage their own wing harnesses.

8. Does USAF provide any stands for washing? B4 or B5 stands etc

Answer: The USAF can provide stands if required. The contractors’ boom lift will be used for higher areas.

9. Number and size of trucks to move equipment and distance from kitchen, wash office, etc. Can requirements be met with gators?

Answer: A mini van is used by the current contractor. One reliable vehicle that can transport equipment should suffice, but it is the contractor’s decision.

10. Size of lav servicer. Cart or truck? Distance to dumping station. Distance they have to travel on the Ramp.

Answer: The size of lav servicer will be determined by the contractor. The max distance they’ll have to travel is about a mile each day which includes driving to each aircraft requiring service for the day and back to the wash rack area.

11. Who is the current contractor and sub-contractor who is physically providing or provided the services at base?

Answer: The current contractor is ProLog, Inc.

12. Is your airport consider Kelly Airfield KSKF?

Answer: Yes

13. Is current contractor a SDVOSB?

Answer: Yes

14. What is the current monthly price?

Answer: Monthly prices are not available. The contract award amount was $1,213,329.27

15. What is the time period for this contract?

Answer: The Period of Performance for this contract is 1 October 2017 to 30 September 2022 (5- one year ordering periods).

16. What was last contract number assigned?

Answer: Current contract number is FA3047-15-D-0017

17. Are there any new services that were not under original contract?

Answer: No, there are not.

18. Ref . PWS – It appears that the current requirement to deliver six 5-gallon containers of ice water to the flightline area twice a day between 1 April and 30 Sep has been omitted.

o Please confirm that the Contractor will only be required to deliver 5-gallon containers of ice water when done in conjunction with a scheduled “Beverage and meal” delivery service.

Answer: That is correct.

19. Ref. PWS 2.9 – o Will proof of pollution liability insurance coverage to cover transportation of the lavatory waste be required?

Answer: The contractor shall comply with the requirements of PWS para. 2.9.

20. Ref. PWS 3.1..3 -o Will the contractor be required to perform lavatory services and spill containment on known-leaking discharge ports, which have been previously reported to the government and not repaired?

o If so, how will contractor bill for this “Over and above” service call?

Answer: The contractor shall provide lavatory service to comply with the standards stated in AMCI 24-

101, Volume 10 as stated in the PWS.

21. 4.4 Will a Confined Space Monitor "sniffer" be provided by the government for access to the C-5 underfloor (qualifying confined space)?

Answer: The contractor provides their own confined space monitor.

22. Ref Solicitation, FAR 52.222-42, statement of equivalent rates for Federal hires, as defined in the DOL’s Directory of Occupations. We are unable to find either “Aircraft Attendant,” or “Aircraft Attendant Supervisor” in the attached Wage Determination. Typically for Aircraft Wash, Fleet, and Lavatory services performed on the flightline, we would expect to see “Aircraft Servicer,” “Aircraft Worker,” and “Aircraft Mechanic I.”

o Please clarify.

Answer: They would be equivalent to either Aircraft Worker or Aircraft Servicer.
