Additional Site Visit Questions & Answers
1. Are specific permits required from both TCEQ and SAWS to transport waste for the lavatory services?
Answer: The contractor must comply with paragraph 2.6.2 and 2.6.3 of the PWS.
2. Is a Hazardous Waste Transport permit required by the state of Texas to transport international waste?
Answer: The contractor must comply with paragraph 2.6.2 and 2.6.3 of the PWS.
3. Will contracting extend the response date by 3-5 business additional days to properly incorporate the answers into our bid proposal?
Answer: The proposal due date has been extended. See Response date on the FBO amendment.
4. The FBO.com posting shows the response date as 13 June 2018 10:00 AM CST. The actual solicitation states 08 June 2017 10:00AM as the response date. Please clarify the new response date to include any consideration for an extension.
Answer: The response date on the FBO.com amendment is when proposals are due.
5. Since this solicitation includes Aircraft Wash, fleet services, lavatory services and international waste, the technical depth is quite extensive. We would like to request to extend the allowable number of pages for the technical portion of the proposal to accurately describe each required service.
Answer: 10 pages are allowed, back/front. In the event the technical factors are not addressed accordingly, it shall be dealt with at that time.
6. Will the lowest price or any bid below the government’s estimate of this solicitation be deemed unreasonable and be eliminated from the competition?
Answer: Price is a part of the evaluation criteria, yes; however, contractors will be required to comply with 52.212-2.
7. Will the government perform the lavatory services and International waste upon award until the contractor can obtain the required permits/licenses required (TCEQ, SAWS, International Waste, etc.)
from the State of Texas?
Answer: The Government is on track to make an award with sufficient time to allow contractors to apply for permits.
