PERFORMANCE WORK STATEMENT (PWS)
Aircraft Wash and Fleet Services 433rd Airlift Wing, JBSA-Lackland
25 Apr 2017
1.0 INTRODUCTION
1.1 Summary/Background. Contractor shall provide services for aircraft wash, fleet and lavatory and aircraft generation equipment (AGE) wash services, assigned to the 433rd Airlift Wing (AW) and includes only spot wash, lavatory and fleet services for all other aircraft (transient or otherwise) not assigned, visiting, or supporting the mission of the 433rd AW. The Contractor shall furnish all personnel, equipment, tools, materials, supervision and other items necessary to perform the aforementioned services. Aircraft assigned to the 433rd AW is the C-5 Galaxy.
Examples of other aircraft that may require spot wash, lavatory and fleet services include, but are not limited to, is the C-17, C-130, KC-135, KC-10 and any transient aircraft supporting or visiting the 433rd AW, unless noted elsewhere in the contract.
1.2 Objective. The objective of this Performance Work Statement (PWS) is to establish aircraft wash, and fleet services to all assigned, transit and visiting aircraft to the 433rd AW. This is a non-personal services contract; personnel performing work under this contract will not be considered employees of the Government.
2.0 GENERAL INFORMATION
Performance time begins with issuance of an Air Force Technical Order (AFTO) Form 349 and /or a phone call from the 433rd Maintenance Operations Control Center (MOCC) or the Contracting Officer Representative (COR) designated at the time of contract award. If multiple tasks are issued, performance time for each tasking will run sequentially. The Government will prioritize the tasking by aircraft Tail Number as needed. The contractor shall complete each service within the performance time indicated in the PWS. All work must be accomplished IAW Air Mobility Command Instruction (AMCI) 24-101 volume 10 and appropriate aircraft technical orders.
2.1 Transient Aircraft. Contractor shall provide spot wash, lavatory and fleet service to transient aircraft on an as-needed basis. Transient aircraft are supporting or visiting aircraft which transit through but are not assigned to 433rd AW, JBSA-Lackland, Texas. Transient aircraft may be any type of government aircraft; therefore, the contractor shall be able to service all aircraft types. Request for service will be made by 433rd MOCC or 433rd AW Command Post to the contractor. An updated list of phone numbers/pager numbers of contractor point of contacts (POCs) will be provided by the contractor to 433rd Operations Support (OPS) and MOCC. The contractor shall begin performance of services within one hour during normal duty hours (0700 - 2000, Monday through Friday) and no later than two hours of notification after normal duty hours on weekdays, weekends and holidays.

2.2 Normal Hours of Operations: The normal hours will be from 0700 to 2000 hours Monday through Friday.
2.2.1 After Hours Fleet Services Operations: Contractor or a representative shall be available on call at all times 24 hours a day, seven days a week. Although there will be a schedule available to assist in the planning for assigned aircraft washes, and fleet , the Contractor shall provide service to 433rd AW aircraft “unscheduled” to arrive/depart under contingency planning, or on weekends and holidays with a maximum of 2 hours response time for contractor personnel to begin performance.
2.2.2 Recognized Holidays: Federal Law (5 U.S.C. 6103) establishes the following public holidays for federal employees, and the contractor shall not be required to perform services on the following federal holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, 4th Of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
2.3 Quality Assurance Plan. The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan.
2.3.1 Quality Control: The Contractor shall establish a Quality Control Plan (QCP) to ensure that services and products provided to the 433rd AW meet or exceed the quality requirements stated within the PWS. The QCP is the means by which the Contractor assures himself that his work complies with the requirements of the contract. This QCP recognizes that the contractor, not the Government, is responsible for management and quality control actions required to meet the term of the contract. The QCP shall be submitted with the contractor’s proposal for evaluation and acceptance.
2.3.1.1 The COR will inform the Contractor when discrepancies occur and will request immediate corrective action be taken. The COR or alternate shall make a notation of the discrepancy on their surveillance checklist with the date and time the discrepancy was noted and request the Contractor initial the entry and document the appropriate corrective action.
2.3.1.2 Any discrepancy that cannot be immediately corrected will render the service as not performed and therefore will not be accepted nor paid for until corrected.
2.3.2 Post Award Conference/Periodic Progress Meetings: Contractor shall attend post award conferences convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.
At these meetings the CO will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
2.4 Contractor Personnel. All personnel working on the contract shall obtain a favorable T-1 Security Investigation. Interim clearances may be made available to employees who have submitted required clearance documents when no derogatory information is apparent. Restricted area badges must be worn when providing services in restricted areas.
The 433rd Unit Security Manager and 433rd Security Forces Squadron will provide assistance in the completion and preparation of required T-1 Security Investigation documents and requests for
Aircraft Wash and Fleet Services Page 3 of 20 interim clearance. The 433rd Maintenance Group (MXG) will fund the investigation for up to six (6) employees.
2.4.1 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to clearly identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.
Contractor personnel must also ensure that all documents or reports produced by the contractor are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.
2.4.2 Contract Manager: Contractor shall designate a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent, shall be designated in writing to the CO. The contract manager or alternate shall provide a telephone number where he/she can be reached at all times.
The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
2.4.3 Contract Employees: Contractor shall ensure each driver maintains a valid driver's license and keeps the license with them during normal and after hours and during entering and exiting the base installation. The Contractor shall ensure that employee drivers receive and comply with flight line drivers training provided by the 433rd Aircraft Maintenance Squadron (AMXS) (AF Form 483, Certificate of Competency).
The Contractor shall train and certify personnel in fleet services operations prior to each employee performing fleet services at the installation. Fleet service personnel shall be coded for flight line access on the AF Form 1199, Entry Control Card.
2.4.4 Training Requirements. Contractor shall provide “Confined Space Training” and training on complete washing of the C-5s and spot washing of transient aircraft to all employees prior to the start of performance. The training shall comply with Technical Order 1C-5M-23, Section 1, T.O. 1C- 5M-23-1 and T.O. 1-1-691.
The training for the first complete wash will be conducted by a 433rd MXG/AMXS Certified Trainer and documented on an AF Form 2426. Afterwards, the contractor is responsible for the training of his personnel. All training must be documented to provide proof of training.
2.5 Environmental Controls. Contractor shall be knowledgeable of and comply with all appli-cable Federal, State, and local laws, regulations, and requirements regarding environmental protection.
2.6 Compliance with Laws and Regulations. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply with such laws as they come into effect.
2.6.1 Special Standard 1: Contractor will be required to meet the Texas Commission for Environmental Quality (TCEQ) requirements for pollution, transportation, and the San Antonio Water System (SAWS) requirements for transporting and disposing lavatory sludge.

2.6.2 Required Submission: After notification of award, the contractor shall submit to the government one (1) copy of active Sludge Transporter Permits issued by the State of Texas and the San Antonio Water System (SAWS). This must be accomplished within 1 month of award of contract.
2.6.3 Material Safety Data Sheets (MSDS): Material Safety Data Sheets for deodorants, anti-freeze solutions and disinfectants will be submitted via fax to Environmental Management (EM) at 210- 925-7379 for approval prior to use and disposal. Ethylene glycol will be added to the latrine disinfectants at the request of the Government representative at 210-925-4301 prior to an aircraft flying into cold weather. Vehicles transporting latrine waste from JBSA-Lackland to the Dos Rios Plant will meet all Federal, State and local Safety Requirements, Environmental permits, and insurances.
2.7 Safety Requirements. Contractor shall conform to the safety requirements contained in the contract and all Occupational Safety and Health Administration (OSHA -29 CFR) standards for all activities related to the accomplishment of the work. Known hazardous conditions applicable to this project are identified in the Technical Orders with appropriate "caution" or "warning" statements. The Contractor and all personnel performing the task are required to review the Technical Orders to identify completely and in sufficient detail the hazardous conditions related to the task.
2.8 Contractor Manpower Reporting . Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October of each year. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
2.9 INSURANCE REQUIREMENTS.
Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.

General liability. The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. Property damage liability insurance shall be required only in special circumstances as determined by the agency.
Automobile liability. The contracting officer shall require automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.
Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.
3.0 SCOPE OF WORK
3.1 Task 1 – Fleet & Lavatory Service. Contractor shall provide the following fleet and lavatory services and items for scheduled and unscheduled missions and aircrafts and as noted below:
3.1.1 Fleet Service Tasks
3.1.1.1 Pre-Fleet Service. Contractor shall accomplish Pre-fleet service according to the schedule of events for that aircraft or mission type (personnel performing Lavatory service cannot perform Fleet service on the same day).
3.1.1.1.1 Beverage and Meal Delivery. Contractor shall pick up meal order and money and deliver beverages and lunches from the flight kitchen to the aircraft for passengers and crew in accordance with the 433rd AW, wing operation plan schedule of events. This schedule is created on a weekly basis. All orders for beverages and meals will be given to the Contractor not later than two hours prior to scheduled departure by the 433rd Command post or other POC. The contractor shall:
a) Deliver beverage and meal orders to the aircraft not later than one hour prior to scheduled departure.
b) Keep a log of all in-flight meals/beverages orders showing the name, date, and time orders were placed and delivered.
c) Deliver three 5-gallon ice water igloos to the Aircraft (1 for the crew compartment and 2 for the troop compartment) and two coffee pots along with its heating element (1 for the crew compartment and 1 for the troop compartment).
3.1.1.1.2 Deliver Expendable & Regulated Items. Upon notification of scheduled aircraft configuration the contractor shall review and perform services in accordance with appropriate AFI and Air Mobility Command Instruction (AMCI); see Appendix C for the list of required military regulated and expendable items for that aircraft, and deliver the required (government provided) items. These documents can be found at http://www.e-publishing.af.mil. Items provided are listed in attachment 4 of AMCI 24-101, Vol 10. Applicable instructions and technical orders are located in Appendix D.

3.1.1.1.3 Contractor shall deliver items to the aircraft, stow them, perform inventory, and document delivery on an AF IMT 4128 IAW AMCI 24-101, Vol. 10.
3.1.1.1.4 Contractor will be required to inventory all items placed on the aircraft during Preflight and all items removed during Post Flight.
3.1.1.1.5 Partial Pre-Fleet. Contractor is only required to perform the crew compartment portion of the Fleet for Training flights. The specific requirements can be located in sections A, B, and C of appendix B.
a) Pre-Fleet is conducted in accordance with the Appendix B checklist to comply with standards stated in AMCI 24-101, V10.
b) Contractor shall complete performance within two hours after receipt of tasking.
3.1.2 De-Fleet Service. Contractor shall accomplish De-fleet service no later than one hour after landing. This includes removal of all expendable and regulated items from the Aircraft, removal of the portable water containers, and all trash from the flight deck and troop compartment. The contractor shall perform inventory and document delivery/removal on an AF IMT 4128 IAW AMCI 24-101, Vol. 10. The checklist in Appendix B is to help the contractor ensure the service is completely performed. Water Igloos and Coffee pots will be delivered by the contractor, but, cleaned and stored by the Flight Kitchen. All other items in the Galley must be cleaned by the Contractor.
3.1.2.1 Domestic Waste Service Excluding. Any waste accumulated inside the CONUS is considered domestic waste and can be disposed of in a proper manner using any serviceable trash receptacle. Contractor shall complete performance within one hour after receipt of tasking.
3.1.2.2 International Waste Service Excluding. Contractor shall dispose of International Waste in accordance with United States Department of Agriculture Regulation (Title 7 CFR 330.400(b), and Title 9 CFR 94.5(b)). Waste includes meals and other foods that were available for consumption by passengers and crew on international flights. The contractor shall:
a) Transport regulated garbage directly from the aircraft to the secured foreign garbage (environmental trash) cage without diversion.
b) Keep regulated garbage separate from non-regulated garbage; commingling the entire contents of garbage is prohibited.
c) Maintain a log in accordance with Handling Procedures of Compliance Agreement (IAW Title 7 Code of Federal Regulations 33.400-330.403 and title 9 of Federal Regulations 94.5) between USDA-APHIS-PPQ and Contractor, which shall include the name, date, and the weight of garbage. If a spill occurs while the regulated garbage is in the Contractor’s possession, notify the 433rd Command Post at 210-925-4330. It remains the Contractors responsibility to clean up the spill.
d) Complete performance within two (2) hours after receipt of tasking. The checklist in Appendix B is to help the contractor to ensure the service is completely preformed.
3.1.2.3 Medical/Bio-Hazard Waste. Contractor shall not accept medical waste. The appropriate government personnel will collect and dispose of all bio-hazard medical waste, aero-medical waste, and infectious medical waste.

3.1.2.4 Partial De-Fleeting. Partial De-Fleet occurs when the Aircraft returns from training flight.
Contractor is only required to perform the Crew compartment portion of De-Fleeting.
a) De-Fleet is conducted in accordance with the Appendix B checklist to comply with standards stated in AMCI 24-101, V10.
b) Contractor shall complete performance within two hours after receipt of tasking.
3.1.3 Lavatory Services. Contractor shall provide a complete lavatory service to comply with the standards stated in AMCI 24-101, Volume 10 and in accordance with appropriate aircraft Technical Order (the minimum PPE expected for this task is face shield, rubber apron and rubber gloves).
Contractor shall complete performance within one hour after receipt of tasking. The contractor shall comply with all Air Force, federal, state and local environmental requirements that apply to the work being performed to include servicing and cleaning any spills.
3.2 Task 2 - Aircraft Wash Functions (C-5 Specific)
3.2.1 Complete Wash (Exterior and Interior Wash). Contractor shall perform and finish a complete wash within 72 hours after receipt of tasking in accordance with Technical Order 1C-5M- 23-1, Section 4. Complete wash includes Aircraft Wash Preparation, Exterior Cleaning, Hayloft, Under Cargo Floor Area (Bilge), C-5 Clear Water Rinse, C-5 Large Area Cleaning, and Interior Cleaning of Flight Station Relief Crew, Crew Courier Compartments, Troop Compartment, Cargo Compartment, Forward Underfloor, and Aft Underfloor. The Government will tow and configure the Aircraft for each stage of the wash.
3.2.2 A/M32A-86D Generator Set Wash and Powered AGE. Contractor shall provide powered AGE wash in accordance with T.O. 35A4-2-42-1, Para. 2.20. This includes but not limited to the generator sets, air conditioner units and hydraulic power carts.
3.2.3 Clear Water Rinse. Contractor shall provide a complete Clear Water Rinse of C-5M aircraft in accordance with T.O. 1C-5M-23, Section 1 and Section 5.
3.2.4 Interior Cleaning of Flight Station Relief Crew & Crew Courier Compartments.
Contractor shall provide a complete Interior Cleaning of Flight Station Relief Crew and Crew Courier Compartments in accordance with T.O. 1C-5M-23, Section 1 and Section 4.6.
3.2.5 Interior Cleaning of Troop Compartment. Contractor shall provide a complete Interior Cleaning of Troop Compartment in accordance with T.O. 1C-5M-23, Section 1 and Section 4.7.
3.2.6 Interior Cleaning of Cargo Compartment. Contractor shall provide a complete Interior Cleaning of Cargo Compartment in accordance with T.O. 1C-5M-23, Section 1 and Section 4.4.
3.2.7 Forward Underfloor Cleaning. Contractor shall provide a Forward Underfloor Cleaning of C-5M aircraft in accordance with T.O. 1C-5M-23, Section 1 and Section 4.5.
3.2.8 Aft Underfloor Cleaning. Contractor shall provide Aft Underfloor Cleaning of C-5M aircraft in accordance with T.O. 1C-5M–23-1, Section 4.5.
3.2.9 Special Washes. Contractor shall provide “Special Washes” of C-5 aircraft in accordance with T.O. 1C-5A-23, Section 1 and Section 5 (See Appendix F). Upper and lower wing surfaces are
Aircraft Wash and Fleet Services Page 8 of 20 excluded. This service may be used when in-flight refueling has been accomplished and fuel spillage residue has contaminated the upper fuselage and vertical stabilizer surfaces.
3.2.10 Spot Washes/Cleaning. Contractor shall provide spot washes in different areas of the C-5M aircraft upon request by the Government representative. Areas requiring spot washes are due to hydraulic leaks, latrine spills etc.
3.2.11 C-5 Main Landing Gear Door Wash. The Contractor shall provide C-5 Main Landing Gear door Wash in accordance with T.O. 1C-5M-23, Section 1 and 1C-5A-23-1 Section 7.5.1.3.
3.2.12 Cleaning of Wash Rack Drains. The Contractor shall provide Cleaning of Wash Rack Drains in accordance with Appendix E and T.O. 1-1-691, paragraph E-7 (cleaning of 433rd Wash Rack Drains checklist). The cleaning of the drains shall be accomplished every other month (six times per year). The contractor shall fill the Government provided drums with the sludge, dirt, debris, etc., collected from the drains and notify the 433rd Environmental Management Office for disposal.
3.2.13 Foot and Mouth Decontamination (FMD) (C-5 only). All five (5) landing gears (4-main landing and 1-nose landing) must be washed to ensure no contamination on aircraft landing at this location. The contractor shall wash aircraft that has been identified with FMD in accordance with 1C-5A-23-1.
3.2.14 Volcanic Ash Removal (C-5 only). This is in addition to a wash and consists of vacuuming of areas as list in the technical orders to ensure all the volcanic ash has been removed, in accordance with T.O. 1C-5A-23, Section 1 and 1C-5A-23-1, Section 5.2.5.
3.3 Service Delivery Summary. The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

4.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES.
4.1 General. The Government provided office space, furnishings, telephone service, storage space, desktop, printer, the required military regulated and expendable supply items, electricity and water access, and tools are listed to perform required functions of this PWS. The contractor shall not use property provided by the Government for any purpose other than what is contained in this PWS.
4.2 Facilities. The Government will furnish the workspace for the contractor staff to provide the support outlined in this PWS to include approximately 380 sq. ft. of space in building 832, class C telephone, 1 storage building (approx. 10’ x 8’). The 433rd AW will be the final approval authority for all work space required for this PWS.
4.2.1 Services. Contractor will be required to store the soiled blanket and pillow cases in the chemical storage shed between pickups/deliveries by the cleaning services. The contractor will be required to receive and hand over the blankets and pillow cases to the linen service company. The Government will provide for the cleaning of the blankets and pillow cases. Cleaning and storage of the water Igloos and coffee pots will be done by the 802d Flight Kitchen.
4.2.2 Regulated & Expendable Supplies. The Government will provide required military regulated and expendable supply items; items provided are located in attachment 2 and 3 of AMCI 24-101, Volume 10. See Appendix C.
4.2.3 Inventory & Supplies. Contractor shall provide and maintain sufficient amounts of cleaning supplies to meet all requirements on a daily basis.
4.2.4 Bench Stock. Contractor shall safeguard and maintain adequate stock levels of Government-furnished supplies and inform the COR when items are required to replenish the stock level.
Contractor shall give notification at least one week ahead of time for the Government to procure the item(s) so that Government-furnished supplies are available when needed and do not run out. The Contractor shall adhere to sound commercial practices in preserving, guarding, and protection of supplies and equipment from pilferage, damage, and breakage. The supplies to be provided by the Government are listed in the Appendix C.

4.3 Training. The following Government Furnished Training will be provided for existing and new employees at the start of the contract. The Contractor will not be separately reimbursed for training participation.

4.4 Equipment. The following Equipment will be made available and provided by the Government on an as-needed for the task being performed on the C-5:

5.0 CONTRACTOR FURNISHED ITEMS & SERVICES
5.1 General. Except for those items specifically stated to be government furnished in Appendix C, the contractor shall furnish everything required to perform this PWS.
5.3 Contractor’s Duties & Responsibilities.
In addition to the tasks indicated in this PWS, the following represents some duties and responsibilities the contractor is required to fulfill in performance of this contract.
5.3.1 Tool Control Plan. The Contractor shall develop and implement a tool control program to prevent lost tools/equipment. A minimum of a sign-in and sign-out process shall be established and enforced by the Contractor at all times. The tool sign-in/sign-out process shall be available to the government upon request. All lost tools or other object must be reported immediately to the government representative at the aircraft.
5.3.2 Government Issued Keys. The contractor shall secure all Government issued keys and insure that they are not duplicated or used by unauthorized personnel. Lost keys must be reported to the 433rd Primary COR.
5.3.3 Dispatching. The contractor shall be capable of receiving the AFTO 349 for dispatches to perform services as stated in the Performance Work Statement. The contractor will be notified by phone call during normal hours and for services that cannot wait till normal hours of operation. The contractor should always check for an AFTO 349 through the AFTO printer in case of a missed call
Aircraft Wash and Fleet Services Page 11 of 20 or work request that was generated after hours that could wait till normal duty hours. The printer will be provided by the government; however, the paper for the government printer must be procured by the contractor for the AFTO 349 printer.
5.3.4 Temporary Water Connection. The contractor shall install and maintain all temporary water connections used for the wash rack including all water and air hoses. Contractor shall remove at the end of contract performance and restore to the original condition.
5.3.5 Documentation of Equipment Discrepancies. The contractor shall immediately report any discrepancies with the Wash Rack facility or equipment to the Primary COR or the 433rd AMXS.
5.3.5.1 Documentation of Damages. Record, and report promptly (within 1- hour) to the COR or designated government representative, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel. At a minimum, the contractor needs to record when, where, and what happened, along with who was involved.
5.3.6 Area Cleanliness. The contractor shall be responsible for the overall cleanliness and orderly appearance of the immediate work area on the wash racks, the immediate work area on the flight line, and wash rack office area.
5.3.7 Aircraft Equipment Discrepancies. Contractor shall notify the appropriate government maintenance supervisor of all fleet service on a daily log and maintain this log including daily activities and any problems in servicing the assigned aircraft or equipment.
5.3.8 Sanitize Igloos & Coffee Pots. The Contractor is required to deliver the water Igloos and coffee pots to the Flight Kitchen for cleaning after removal from the aircraft.
5.3.9 Monthly Summaries. The Contractor shall provide one copy of monthly summaries and signed 349’s and/or logs of approved services to the COR for inspection and acceptance of services no later than the 3rd day of each month or the first working day afterwards, if the 3rd day falls on an extended weekend/holiday.
5.3.10 Storm / Industrial Drainage Values. The Contractor will be required to ensure the storm drain is closed and the industrial drain is open prior to using the wash rack and closed after the wash is completed.
6.1 Documentation. Documents applicable to this PWS are included in the Appendix section.
Supplements or amendments to these publications may be issued during the life of the contract and it is the Contractor’s responsibility to ensure that all printed publications are posted and up-to-date.
6.1.1 Publications applicable to this contract. Applicable publications and forms shall be made available to the Contractor at the start of the first operational performance period. Most publications, technical orders and forms are accessible through the Air Force Electronic Publishing Library (AFEPL) by use of the Electronic Transactions System (ETS), or other electronic media.

6.1.2 Directives & Publications. The content of the most currently dated referenced directives, regulations, manuals, pamphlets, technical orders, instructions, supplements or other guidance as they may from time-to-time be revised, or amended, shall be considered as the direction for http://www.e-publishing.af.mil/
Aircraft Wash and Fleet Services Page 12 of 20 performance (See Appendix D). The Government will make available all listed publications, forms, references and report formats. Publications can be accessed on-line at http://www.e-publishing.af.mil/. Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The Contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval.
Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance.
Changes in the contract price due to supplements and amendments shall be considered under the FAR 52.212-4, Contract Terms and Conditions - Commercial Items clause. Failure of the Contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the Government to performance IAW such change, at no increase in contract price.

Acronyms & Definitions
After Hour Services: Pre-fleet / de-fleet services requested after normal duty hours of contract operations.
CO – Contracting Officer: The duly appointed Government agent authorized to award or administer contract. The contracting officer is the only person authorized to contractually obligate the Government and direct the Contractor.
COR – Contracting Officer’s Representative: A JDIT-ITA government employee (military or civilian) who is assigned the responsibility of administrating a contract on a day-to-day basis.
DOD – Department Of Defense: A group of organization within the government, which is responsible national defense and security.
MOCC -- Maintenance Operations Control Center: Maintenance Operations Center
ISO 9001: International Organization for Standardization family of international quality management standards and guidelines has earned a global reputation as the basis for establishing quality management systems.
NAC – National Agency Check: Is a type of background check required in the United States for granting of security clearances.
QASP – Quality Assurance Surveillance Plan: It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Service Delivery Summary (SDS) in the maintenance contract.
QC - Quality Control: Those actions taken by a contractor in conformance with their approved inspection system (as required by the Inspection Clause) to control the production of goods or services so that they will meet the requirement of the PBSOW.
REGULATED GARBAGE: Any garbage on or removed from a means of conveyance that has been in any port outside the United States and Canada within the previous 2-year period or a United States territory, possession or the State of Hawaii in the previous one year period, unless specifically inspected by USDA-APHIS-PPQ.
TRANSIENT AIRCRAFT: Transient aircraft are supporting or visiting aircraft which transit through but are not assigned to 433rd Airlift Wing at JBSA-Lackland.
