About this file
This Statement of Work (SOW) details the requirements for natural gas supply to Keesler Air Force Base (AFB) distribution system in Gulfport, Mississippi. The 5-year contract, running from December 1, 2025 to November 30, 2030, requires the Contractor to procure, transport, and deliver natural gas to a single 8-inch steel distribution line at a constant 92 pounds per square inch gauge (psig) at the City Switching Station. Key responsibilities include demand forecasting, ensuring supply reliability, maintaining safety standards, adhering to environmental regulations, and providing quarterly performance and safety reports.
The Contractor must develop an integration plan, optimize supply operations, and meet specific performance criteria including a safety incident rate below industry average. Payment will be made monthly, with bills submitted to the BOS/CE Financial Manager and processed by the 81st Civil Engineering Squadron. The SOW includes options for potential mercaptan injection services and requires a full requirements/pool delivery model, where the Contractor must deliver all necessary quantities and maintain a zero balance at the end of each billing cycle. Performance will be evaluated based on supply reliability, safety compliance, environmental standards, operational efficiency, and customer satisfaction.
