About this file
This document is a set of Questions and Answers (Q&A) related to a natural gas supply contract for Keesler Air Force Base (AFB). The contract involves a five-year term starting December 1, 2025, with a full requirements rate using the NYMEX Henry Hub pricing model. The delivery point is meter number 7001569971, located at Keesler AFB, with a receipt point of Gulf South Pipeline (GSPL) location 2509. The solicitation allows subcontractors with active agreements under Delta's network to supply the commodity, and requires the contractor to deliver all necessary quantities each month, ensuring a zero balance at the end of each billing cycle.
The document includes specific details about the natural gas meter, with one located in Gulfport, MS, described as a "Thermo Scientific Auto Pilot" box with no visible data plate. The usage estimate reflects projected consumption over two years, but this should not be interpreted as a two-year commitment. The full requirements rate means the contractor must provide 100% of the installation's natural gas needs, including covering any Local Distribution Company (LDC) losses, with all pooling costs to be included in the all-inclusive pricing factor.

Question Reference Answer/comments Is there an account number for Keesler AFB's natural gas meter?
Statement of Work Meter number 7001569971.
Could you please provide the meter number or unit identifier for the metering equipment located at the Rippy Rd switching station in Gulfport, MS, where delivery to the Keesler AFB distribution line is required?
Statement of work Answer: The unit in gulfport does not have any data plate visable. The box is called "Thermo Scientific Auto Pilot" with a button "Display" but nothing show when pushed.
Confirm what the pipeline and delivery meter is. Statement of work Number of Meters Receiving Transportation Service: 1 Delivery Point(s):7001569971 Receipt Point(s):GSPL 2509, Keesler Air Force Base
We are assuming Gulf South Pipeline loc number 2509 KEESLER AIR FORCE BASE?
We are assuming no, but does Keesler own capacity on the timeline?
Statement of work We didn't have any record of Keesler having capacity on Gulf South.
Are you looking for a NYMEX plus rate, IFERC plus rate, or a Fixed rate?
Statement of work Answer: We are suing the NYMEX plus rate. The NYMEX Henry Hub rate is accesible online at https://www.eia.gov/dnav/ng/ng_pri_fut_s1_m.htm
It reads as though you want a full requirements rate. Is this correct or would you like a baseload, swing, turnback option?
Statement of work Answer: Correct. We require a full requirements rate.
This is for a 12/1/2025 start date and a 5-year term, correct?
Statement of work The usage estimate posted to SAM reflects projected usage over the next two years. This should not be interpreted as a two‑year contractual commitment.
We anticipate entering into a five‑year contract, effective December 1, 2025, IAW SOW.
We would like to inquire about the subcontracting on this project, as we do not have any agreement with delta utilities however, we are planning to subcontract the work to one of our partners in the area who has an active agreement under Delta’s network.
Solicitation This is allowed. Changed the solicitation verbiage to "...only Suppliers (or subcontractors fulfilling the requirement) with active agreements under Delta's network are authorized to supply the commodity."
I just wanted to confirm the Delivery Option required per Attachment 2 - Keesler AFB Usage. By Full Requirements, does this mean 100% swing? If so, are other product offerings acceptable?
SOW Included the following language for option 2 in the statement of work :(2) Full Requirements/Pool. The Contractor shall deliver all quantities necessary within each month to meet the installation’s full requirements. The Contractor shall invoice for the amount of natural gas delivered to the customer account(s) (to include amounts to cover LDC losses) times the monthly contract order price. All accounts shall be at a “zero balance” at the end of the month or billing/balancing cycle. Any and all utility or pipeline costs passed through to the Contractor or customer resulting from the failure to achieve the zero balance shall be the responsibility of the Contractor. Any and all pooling costs must be included in the all- inclusive adjustment factor or fixed price. The actual usage during the month or billing cycle shall constitute an order on behalf of the Government.
