About this file
This document contains a series of questions and answers related to a natural gas supply contract for Keesler Air Force Base. The procurement involves a full requirements natural gas contract with the following key details: a 5-year term starting December 1, 2025, using a NYMEX plus rate pricing mechanism, with delivery through Gulf South Pipeline (GSPL) loc number 2509. The meter number is 7001569971, located at the Rippy Rd switching station in Gulfport, MS, with one meter receiving transportation service.
The solicitation allows for subcontracting, specifically requiring suppliers or subcontractors to have active agreements under Delta's network. The full requirements/pool option mandates that the contractor deliver all necessary gas quantities monthly, invoice for delivered amounts, maintain a zero balance at month-end, and assume responsibility for any utility or pipeline costs resulting from balance discrepancies. The usage estimate posted reflects projected consumption over two years, but the contract anticipates a five-year commitment.

Question Is there an account number for Keesler AFB's natural gas meter?
Could you please provide the meter number or unit identifier for the metering equipment located at the Rippy Rd switching station in Gulfport, MS, where delivery to the Keesler AFB distribution line is required?
Confirm what the pipeline and delivery meter is.
We are assuming Gulf South Pipeline loc number 2509 KEESLER AIR FORCE BASE?
We are assuming no, but does Keesler own capacity on the timeline?
Are you looking for a NYMEX plus rate, IFERC plus rate, or a Fixed rate?
It reads as though you want a full requirements rate. Is this correct or would you like a baseload, swing, turnback option?
This is for a 12/1/2025 start date and a 5-year term, correct?
We would like to inquire about the subcontracting on this project, as we do not have any agreement with delta utilities however, we are planning to subcontract the work to one of our partners in the area who has an active agreement under Delta’s network.
I just wanted to confirm the Delivery Option required per Attachment 2 - Keesler AFB Usage. By Full Requirements, does this mean 100% swing? If so, are other product offerings acceptable?

Answer/comments Meter number 7001569971.
Answer: The unit in gulfport does not have any data plate visable. The box is called "Thermo Scientific Auto Pilot" with a button "Display" but nothing show when pushed.
Number of Meters Receiving Transportation Service: 1 Delivery Point(s):7001569971 Receipt Point(s):GSPL 2509, Keesler Air Force Base We didn't have any record of Keesler having capacity on Gulf South.
Answer: We are suing the NYMEX plus rate. The NYMEX Henry Hub rate is accesible online at https://www.eia.gov/dnav/ng/ng_pri_fut_s1_m.htm
Answer: Correct. We require a full requirements rate.
The usage estimate posted to SAM reflects projected usage over the next two years. This should not be interpreted as a two‑year contractual commitment. We anticipate entering into a five‑year contract, effective December 1, 2025, IAW

This is allowed. Changed the solicitation verbiage to "...only Suppliers (or subcontractors fulfilling the requirement) with active agreements under Delta's network are authorized to supply the commodity."
Included the following language for option 2 in the statement of work :(2) Full Requirements/Pool. The Contractor shall deliver all quantities necessary within each month to meet the installation’s full requirements. The Contractor shall invoice for the amount of natural gas delivered to the customer account(s) (to include amounts to cover LDC losses) times the monthly contract order price. All accounts shall be at a “zero balance” at the end of the month or billing/balancing cycle. Any and all utility or pipeline costs passed through to the Contractor or customer resulting from the failure to achieve the zero balance shall be the responsibility of the Contractor. Any and all pooling costs must be included in the all- inclusive adjustment factor or fixed price. The actual usage during the month or billing cycle shall constitute an order on behalf of the Government.
