MAHG25-1016 Repair NPS Dorms’ Elevators

Technical Q&A

1. Can the 540-days be extended? With the submittal procedure and manufacturing lead times we feel this will be cutting close with the completion date.

Answer: No, the 540-days cannot be extended. It won’t be necessary since the work phasing change in the attached Addendum 1 will help with time.

2. Instead of saw cutting the lobby floor and removing tile to install the sump pump drain line and clean out, we believe it would be less costly and less time consuming to run the drain line up and out the elevator shaft above the lobby ceiling and then pipe it over into the laundry room and discharge it in the laundry room drain. Will the govt consider this option? Matching the existing tile in the lobby will be extremely difficult due to the age of the tile.

Answer: Yes. The overhead sump pump discharge to the closest laundry room is the preference.

3. Will there be a place at each building to leave an enclosed job site trailer for tool storage?

Answer: Yes, this will be discussed further at the Pre-construction meeting, if needed. Reference SOW paragraph 3.5 for more information.

4. Is there a place to store materials on or near each site? (minimum desired area is 20 x 20 per building)

Answer: Same as question #3.

5. Can the Site Super double as the QC and SSHO if they possess all the required qualifications?

Answer: The Super and Safety Officer may be one individual, but the Quality Manager needs to be a separate individual. The Safety and Quality Control roles may be the same person.

6. How old is the current fire alarm system and who provides/monitors the service (JCI, Honeywell)? Are they up to code and are we to provide the interphase of new controllers only?

Answer: The age of the buildings are about 30 years. Original is JCI and is up to current code of when the system was installed. Contractor to follow the Statement of Work regarding the interphasing of the new controllers. Notify the Contracting Officer and the Contract Specialist of any discrepancies post-award.

7. Does the govt have a contact person for the Fire Alarm Systems? In the past JCI will not work with us because we are not the owner of the system.

Answer: There is no Government contact for the Fire Alarm System. Keesler AFB in the past primarily uses JCI and Siemens for Fire Alarm System work.

8. Are the fire alarms monitored by a building management system?

Answer: It is managed by Keesler Fire Department.

9. Will we be required to install cameras in or around the elevators?

Answer: No.

10. Can the govt provide the 2nd floor drawings so we can identify where the nearest sanitary sewer line is to tie into for the sump pumps?

Answer: Discharge to the nearest laundry room first floor. Refer to question #2.

11. Are we to repaint pit floors and control room floors as part of this project?

12. Are we replacing any machine room doors and frames?

13. Do the current car operating panels have phone capabilities and do they function?

Answer: No, it currently doesn’t have a phone. It’s required by the Statement of Work to provide and install an ADA compliant one, see SOW paragraph 3.2.5.3.14.

14. Are we installing a voice annunciator in each elevator cab?

15. Does the government have a specific brand and color for the new VCT flooring for each elevator cab, and will they all be the same? Can you provide rough square footage of cabs?

Answer:

a) Color to be selected and provided during submittal process. Color may change from elevator to elevator due to customer request.

b) The interior of the cab is approximately 6’ x 7’.

16. Sump Pumps - Utilizing alarms or separators for presence of Oil If it's an Alarm, is there a preferred manufacture for that alarm? Where is that alarm to be landed? Or an oil separator? This is a large footprint device and major cost driver. What kind of separator and where is it physically located? Will the new sump pumps be required to have an audible oil alarm?

Answer: No need for alarm for sump pump, and no oil separator required, as no oil leaks have been detected.

17. Will the new sump pumps be required to be tied into the building management system? Are there existing BMS systems or controls to tie the new Sump Pumps into?

Answer: No for both questions.

18. Will we need to pull any permits for this project? Can the CO please advise allowance to carry to cover permit cost?

Answer: No permit required.

19. Does the government have a preferred inspector they would like us to use?

Answer: No inspector required. Government-provided inspector will be used.

20. Can we work on more than one elevator at a time?

Answer: Yes, but no more than 3 elevators can be down and worked on at a time, the rest will be operating as usual. Meaning if the first elevator is finished and ready for operation, you can stop operating the fourth one and add it into the rotation (1 out, 1 in). This will continue until the last rotation. See attached Addendum.

21. Will the Client allow advanced payments (down payments) for any material or equipment to be procured under this task order, or will invoicing be restricted to when the physical materials and/or equipment have been delivered to the project site?

Answer: Payment for materials will not be allowed under this contract. Payments will be made as a percentage of progress is completed once the physical materials and/or equipment have been installed.

22. Will the bidding contractor need to provide portable waste restrooms, or will we be able to use the facilities on site?

Answer: Yes, the contractor will need to provide their own portable waste restrooms.

23. Would the CO consider potential working hours to be Four - 10-hour days, Monday - Thursday?

Answer: Yes, alternate working hours may be approved by the Contracting Officer.

Request for alternate work schedules shall be submitted in accordance with SOW paragraph 3.8.

24. What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining?

Answer: No software required, submittals will be transmitted via email.

25. Will the client require any construction management software to be utilized on the project? Will the Prime contractor be responsible for purchasing and maintaining?

Answer: No construction management software is required.

26. 4.7 - Abatement - "No abatement work is to begin without written approval from the APOC." Also, within the specifications, it was stated that no hazardous material is expected within the scope of work. Please confirm there should be no Asbestos, or hazardous material expected for this scope?

Answer: No asbestos or hazardous materials are expected. Follow SOW procedures if asbestos or hazardous materials are encountered.

27. Can the Government confirm if there is existing emergency power on the elevators, as this is not typical for hydraulic applications.

Answer: No, there isn’t any existing power.

28. Can the Government please confirm if all equipment is to be non-proprietary?

Answer: Yes, please refer to SOW 3.2.5.3.

29. Can the Government please clarify that the existing jack well holes are sufficient to adapt to the new jack cylinder and piston installation?

Answer: There is no jack cylinder and piston installation in the project.

30. Can the Government please confirm that the construction and installation is to be completed during normal business hours?

Answer: Yes, confirmed, reference SOW paragraph 3.8.

31. Can the Government please confirm that the cab enclosures are to be flat wall stainless steel panels, and no applied panels or additional finishes are desired? If so, please provide detailed drawings and /or specs for finishes

Answer: Elevator cab walls are to be flat wall stainless steel with no applied panels or additional finishes.

32. Can the Government please confirm finish desired for the new car sill, as there are 3 finishes noted in the specifications?

Answer: No sills are to be replaced. Specs are to be updated.

33. Can the Government please provide the desired floor finish type?

Answer: VCT, finished and approved through Specs submittals. Refer to question #2 and #15.

34. Can the Government confirm that all buildings’ elevator equipment rooms are adjacent to the elevator hoistway?

Answer: All are adjacent to elevator. Reference provided as built.

35. For the ASME A17.1-2022 code specific to emergency communications will the government be utilizing a third-party monitoring company or internal security for the data and video 24-mointioring required?

Answer: Internal security, monitored by Keesler Fire Department.

36. The elevator in Winters Manor was modernized in 2021 and is in good mechanical working order. The controller, door equipment, pumping unit, fixtures, and all new wiring. The only thing it will need is a cab upgrade along with the fire alarm and sump pump. A. According to the elevator mechanic on site, he believes that Levitow Manor needs to be modernized more than Winters. It has been obsolete and proprietary controller and fixtures.

Answer:

a) Winters Manor is to have a new sump pump only, see attached Addendum 1.

b) Levitow is not within the scope of this project.

37. To achieve a new "inground" sump pit, the contractor will need to sawcut, demolish, and excavate a portion of the elevator pit floors to install the new sump pit. This is doable, but the contractor must rely on the VA/DOR to provide direction on the exact location of the saw cutting, demolition, and excavation work. There are many structural concerns when cutting into an elevator pit floor and the contractor cannot take the risks without approval and direction from the VA/DOR. An alternative solution to an "inground" sump pit would be to surface mount the sump pumps and install a cage around them. This is allowable per elevator code (ASME A17.1-2019:

8.7.3.2.2) the contractor is very familiar with installing surface mounted sump pumps in leu of "inground" sump pumps as the elevator code allows it and it mitigates the structural concerns that an "inground" sump pump brings. It is also noteworthy that cutting, demolishing, and excavating a new sump pit can also introduce additional ground water to the pit. Can the VA please confirm if the contractor is to move forward with "inground" sump pumps, or if surface mounted sump pumps are acceptable for this project?

Answer: See provided structure as-built for foundation and slab details. Provide sump pump as indicated on prints and in SOW.

38. Regarding the sump pump additions, is it the government’s desire to have an alarm type system or an oil-water separator?

39. 3.2.5.3.22.1 - Install dedicated circuit from panel 1A - ckt. 41 with a weatherproof receptacle and 20A breaker - 120v Bldg. 6950 to sump pit wall, as shown in drawings.

Perform (3) wall penetrations 1". Can the COR confirm the existing panel has space for the additional requested circuit at each of the requested (7) Locations.

Answer: Yes, there is space.

40. 3.2.5.3.22.1 - This typical installation with available 120v dedicated circuit will be repeated for (6) similar buildings, totaling 7. This specification is under the Electrical heading. Can the COR confirm the scope is also for (7) total sump pumps?

Answer: Yes, 120V for all 7 elevators.

41. 3.2.5.3.20 - Provide new wiring and electrical interconnections and comply with the governing codes. In what areas is this applicable?

Answer: All electrical connections per UFCs.
