About this file

This document is a set of Questions and Answers (Q&A) for a SATCOM Modernization solicitation. The procurement involves acquiring three separate satellite communication terminals with specific technical requirements, including an integrated modem capable of BPSK, QPSK, OQPSK, and 8-PSK waveforms. The terminals will use 1.8 to 2.4-meter antennas, with performance being prioritized over ease of setup, and will be used in a training environment. Key specifications include a DMD2050E MIL-STD-188-165A Military Satellite Modem, a spectrum analyzer, pointing assistance, and ethernet-enabled command and control capabilities. The electronic equipment will be housed in a climate-controlled building, with the antenna designed to operate outdoors. The delivery date is tentatively set for 23 Jan 2026 and will be flexible based on the actual award date and vendor's lead time.

SATCOM Modernization Questions

1. Are you looking for the modem to be integrated into the terminal and be able to switch between waveforms as well as the bands, or will those be external?

a. Modem(s) must be integrated into the terminal IAW salient characteristics.

2. The solicitation does not outline specific amplifier requirements. Is there an expected EIRP and G/T for each system?

a. There is not an expected EIRP and G/T, just need enough power to reach a satellite simulator mounted 20-60ft in the air.

3. The solicitation does not outline any certification requirements. Are any expected such as WGS, MIL-STD-810, MIL-STD-461?

a. These will be utilized in a training environment. The electronic cases will be maintained in a climate-controlled building, while the antenna will need to be able to operate outside. There is no standard certification requirements for these.

4. The solicitation outlines an integrated Network Access Assembly; is this simply a switch/router/SD-WAN solution?

a. Assembly must permit command and control via ethernet capability.

5. The solicitation outlines an integrated modem and spectrum analyzer solution. Will these be required to be outdoor or are they capable of being transit case mounted and located into a facility which is temperature and weather controlled?

a. The modems and spectrum analyzer will be located inside a temperature and weather-controlled building.

6. Can you specify the modem/waveforms to be included and how many will be required?

a. The modem provided with the terminal must be serial with the following waveforms: BPSK, QPSK, OQPSK, 8-PSK.

7. The delivery date is listed as 23 Jan 2026, is this flexible?

a. Yes, the delivery date will be based on the actual award date and the vendor’s lead/delivery time.

8. We have a 1.8- and 2.4-meter system which, respectively, enable easier set-up/tear-down or improved performance. Which metric is more important?

a. Improved performance is the more important metric. These antenna’s will be set-up and left alone unless severe weather is forecasted and they will be taken down at that time.

9. I saw the SATCOM Modernization solicitation requested a dual hub system and three systems; are you looking for three pairs of terminals (six total) or just three terminals?

a. The requested system is a single hub, please refer to the ‘Required System Features’ portion of the Statement of Objectives. The “dual hub” statement of the ‘Objective’ portion is in error.

10. I’m attempting to plead the technical practicality of considering a 2.6 meter terminal as it is 2.4 meter class terminal.

a. Please refer to the Statement of Objectives for the size requirement for this item.

11. Will the Government confirm which integrated modem they would like with the system (iDirect, CBM-400, MPM, etc.)?

a. DMD2050E MIL-STD-188-165A Military Satellite Modem is the standard.

Modems must be serial capable and configured to accept additional data entry via EIA-530 connector for training purposes.

12. As these are a replacement for the GMT and QLAA terminals which are both auto acquire terminals, is the intent that the solicitation terminals are also auto acquire?

We assume this is auto acquire due to the solicitation requiring operational peak/poll/acquire functionality.

a. The requirement is to replace the GMT but does not require auto-acquire functionality. System is required to come with a spectrum analyzer and pointing assistance.

13. Is the term “SATCOM terminal” in the clin structure defined as a single 1.8 – 2.4 small aperture antenna or a pair of small aperture antennas? In other words, is the requirement 3 sets of terminals, which would be 6 total terminals or 3 separate terminals.

a. The requirement is for three separate terminals.
