About this file

This Statement of Objectives (SOO) details a SATCOM Modernization project for Keesler AFB, Mississippi, seeking a Deployable Dual-Hub SATCOM Terminal to replace existing Ground Multi-Band Terminal and Quad-band Large Aperture Antenna systems. The required system is a portable, interoperable terminal capable of operating across four SHF bands (C, X, Ku, Ka) on commercial and military satellites, with key specifications including a 1.8-2.4 meter Small Aperture Antenna, modular feed boom design, and two-person deployment capability.

The system must include outdoor equipment such as the antenna, modular feed boom assembly, integrated modem with spectrum analyzer, and Network Access Assembly, along with indoor equipment like two ruggedized laptops/tablets and an Uninterruptible Power Supply. Operational requirements include rapid setup/teardown, 120/240 VAC power integration, satellite acquisition across bands, and comprehensive monitoring. Deliverables encompass system documentation, on-site integration, and a train-the-trainer program for 12 instructors and maintenance staff, with a focus on educational applications and ease of use in field environments.

Statement of Objectives SATCOM Modernization

(Deployable Dual-Hub SATCOM Terminal)

Prepared by:

Keesler AFB, MS

The organization requires a replacement for the existing Ground Multi-Band Terminal (GMT) and Quad-band Large Aperture Antenna (QLAA) system with a Deployable SATCOM Terminal. The replacement items must constitute three sets of the below required items and meet all desired capabilities:

Objectives:

Deliver a portable, interoperable, and deployable dual-hub SATCOM terminal system, capable of operating across four SHF bands (C, X, Ku, Ka) on both commercial and military satellites. This system will be designed for ease of use, rapid deployment, and educational applications.

Required System Features:

• Configuration: Utilizing a 1.8-to-2.4 meter Small Aperture Antenna (SAA).

• Multi-Band Operation: Modular switching between C, X, Ku, and Ka-bands via an innovative modular feed boom design.

• Compact & Deployable: Meeting a strict antenna size requirement of 1.8-to-2.4 meters for portability and featuring secure mounting capabilities for concrete pad locations.

• Transit Case Design: All system components will be housed in ruggedized, transportable transit cases optimized for storage, transit, and rapid deployment.

• Two-Person Deployment: The system will be engineered for assembly and operation by a team of two trained personnel.

• Remote Operation: Full system control and monitoring capabilities via a vendor provided/programmed laptop or tablet interface, enabling remote operation from a Cyber- Physical Power System (CPPS) classroom environment.

System Components:

• Outdoor Equipment:

o 1.8-to-2.4m SAA o Modular feed boom assembly for all four SHF bands o Integrated modem assembly with spectrum analyzer and pointing assistance o RF ODU and Network Access Assembly (NAA)

• Indoor Equipment:

o 2 Ruggedized laptops or tablets with control and monitoring software o Uninterruptible Power Supply (UPS)

Operational Requirements:

The SATCOM terminal system must facilitate the following:

• Rapid Setup/Teardown: Streamlined deployment and pack-up procedures in field environments.

• Power Source Connection: Integration 120/240 VAC, 50-60Hz power sources.

• Satellite Acquisition: Operational peak/poll/acquire functionality across all supported bands and satellites.

• Interface Connectivity: Secure and interface connections and wiring.

• Modem Configuration: Modem configuration operations.

• Feed Horn Swapping: Simple and quick replacement/swapping of feed horns as needed.

• Monitoring & Control: Effective and comprehensive system monitoring and control through the provided laptop interface.

Deliverables:

• Comprehensive system documentation, including any user manuals, training materials

(eLearning, Instructor-led training procedures, interactive guides, guided video-based, On-The-Job training), and maintenance action guides.

• On-site system set-up and integration.

• Operator training program (Train-the trainer) for 12 instructors and maintenance staff for effective system sustainment and operation
