About this file
This document is a Request for Information (RFI) Questions and Answers file for a chapel audiovisual system upgrade project. The project involves installing new displays in three locations, including routing new cabling, potentially installing plywood backing for mounting, and using a matrix switcher for content distribution. Key technical details include using a Mac Mini (Apple M1 chip) with ProPresenter software, sourcing audio from the Mac Mini and sending it to the sound board, and working within defined hours of Monday-Friday, 0730-1630.
The project requires a licensed electrician to handle outlet disconnection and reconnection, and includes specific requirements for cabling, conduit installation, and display mounting. The contractor will be responsible for adhering to the project timeline, ensuring no damage to the chapel during installation, and following specific technical guidelines. The contract will be a firm-fixed price, with the government emphasizing that the contractor is liable for any damages occurring during the installation process. No recording or streaming capabilities are currently planned, and the project focuses on upgrading the existing audiovisual infrastructure.

Ms. Alvarez noted verbally that the contractor is responsible for hiring a licensed electrician to disconnect/reconnect outlets tied to existing projectors/screens and install outlets for the new displays. Can the Government please confirm this responsibility in writing?
This is stated in the Statement of Work in the Collaborative Equipment section.

The SOW requires installing new displays in three locations. While studs are present, they are not in standard 16" on-center construction, which may not provide adequate anchoring. To ensure safety, we propose installing painted plywood backing (½") where needed to create stable mounting surfaces. Will this approach be acceptable if existing conditions are insufficient?
Yes

The SOW indicates new conduit runs inside the building. We would prefer to route new cabling internally for protection from the elements, with sweeping bends instead of 90° angles to avoid damage to data/video cables.
Where feasible, we may also remove unused conduit or install additional conduit externally. Can the Government confirm whether this approach is acceptable, and whether conduit removal/reuse is permitted?
If sweeping bends are necessary to avoid damaging wires, this is acceptable. Regarding the conduit, the external conduit will still need to be left in place, and any new conduit would be installed within the interior of the chapel.

The SOW references scaffolding for safe access but does not specify whether mechanical lifts (e.g., manlifts/genie lifts) are allowed. Given the main projector screen weighs several hundred pounds, a hydraulic lift provides the safest and most efficient removal method. Can the Government confirm that both scaffolding and mechanical lifts are acceptable?
There is no reference to scaffolding in the SOW. The job can be completed utilizing whichever equipment is considered the best option by the contractor. Please note, the contractor will be expected to take appropriate measures to ensure that there is no damage to the chapel. The contractor will be liable for any damage that may occur during installation.

The SOW requires broadcasting to three TVs with identical content while allowing the confidence monitor to display alternate content. This typically requires a matrix switcher, unless handled fully by software (e.g., ProPresenter). Should we include a hardware matrix switcher in our design, or will a software-only routing solution be acceptable?
We think it would be prudent to include a matrix switcher. See amended SOW.
6 08/20/25
What presentation software is currently in use (ProPresenter or other)? If ProPresenter, does the Chapel already hold a multi-site license? If not, should contractors include a one-year subscription in their bid, with Chapel staff responsible for renewals/upgrades?
Propresenter is currently used. See amended SOW for required license.
7 08/20/25 What is the exact model of the existing Mac Mini supporting presentation software? Is there a plan to upgrade it within the next two years?
The chip is Apple M1. It has 8G of memory and is currently running macOS Sequoia version
15.3.1. We have no plans to upgrade it within the next two years.

Several vendors have indicated potential price increases of up to 30% beginning October 2025 due to new tariffs. To avoid misunderstanding, can the Government confirm whether contractors may carve out responsibility for post-award tariff-driven cost escalation?
This will be a firm-fixed price contract. Contractor shall follow requirements of 252.225-7013 if they feel tariffs will be an issue

Certain 100″ display models have been formally announced but are not scheduled for public release until early September 2025. Will the Government consider equipment models that have been formally announced but are not yet commercially available at time of bid submission, provided that delivery can be aligned with the project’s schedule? difference is a 2000 nits and a 1200-1500 nits model - each around $5k each
The contractor is responsible for adhereing to the quoted timeline for delivery and installation.
10 08/21/25 We discussed the need for the removal of old wiring from FOH to stage.
Does the conduit that is attached to the roof of the building also need to be removed?
No.
11 08/21/25 Does a Propresenter license need to be included in the bid? if so, how many 'seats' (i.e. unique instances of the software on different computers) and for what length of time?
See question 6.
12 08/21/25 Are there any other sources being used besides the Mac Mini for video presentation?
The Mac mini and a DVD player plugged in with an HDMI are the only sources being used.
13 08/21/25 What software is being used with the Mac Mini for recording/streaming? None. We don't record/stream services.
RFID Questions and Answers
14 08/21/25 Where is the audio being sourced from and where is it being directed too? Typically, audio is sourced from the mac mini - with a send to the sound board and the house sound system.
15 08/21/25
The scope calls for the ROH display to be programmed which typically requires a matrix switcher or control system. If using the WIFI/mirror casting for the ROH display, how will the display sources be switched without a matrix switcher or control system? Can this be done within the software or will the display remote control to switch the display suffice since the production booth is above the display thus making the ROH display not visible?
See question 5.
16 08/21/25 Is there a camera system present? If so, will this be tied in the streaming/recording system? No cameras are present. We do not currently stream
17 08/21/25 Can you share more information regarding the lighting system? How does this tie into the video system?
The only thing for this project is to include the cable runs. They are separate systems, operated from the mac mini or the light board.
18 08/21/25 Any limitations to working hours for installation (do we have to work around scheduled events)? Work hours are Monday – Friday 0730 – 1630
19 08/21/25 Timeline for implementation? This is based on the contractor's proposed timeline based on current lead times that are required.
