About this file
This document provides clarification regarding the fire alarm system requirements for the federal contract opportunity Renovate B412 for DCSA Phase 2. The existing EST 3 fire alarm panel will remain in place and continue to be supported with repair parts for the next five years. While the EST 3 panel will no longer be sold after December 2023, replacement parts will still be available. Additionally, all existing fire alarm devices are to be reused and relocated as required by the scope of work, specifications and drawings, and it is not necessary to replace all speaker strobes and mass notification system devices with new ones if the existing devices meet NFPA 101 compliance standards resulting from the floor reconfiguration. Textual signs are not required.

Fire Alarm Clarification
1. Fire Alarm Panel Clarification – Currently in place at B412 is an EST 3 fire alarm panel which will remain. Although the Edwards EST 3 panel will cease production in December 2023, repair parts will be available for the next five years due to service agreements between Edwards and new customers. The EST 3 panel will not be sold after 30 December, but replacement parts will still be available.
2. Fire Alarm Devices Clarification - UFC 34-1.2.8 Does not require all the speaker strobes and MNS devices to be replaced with new ones (the ones that say alert and are clear lenses instead of amber). Since the floor reconfiguration is bringing the building more into compliance with NFPA 101 the change does not count towards a 50 percent floor area threshold. Textural Signs are not a requirement at Keesler AFB. The new MNS and speaker/strobes fall under current UFC
3-600-01. All existing devices are to be reused and relocated according to SOW, specs, and drawing.
