Questions and Answers

31 May 2022

Question 1: During the site visit it was mentioned that the contractor may have to add a Handhole outside the back of building 7701? Will you be sending out a modification to include the Handhole and any other requirements?

Answer 1: No Handhole will be added outside the back of building 7701. Directional Bore. Stub-up into new NEMA 4x Enclosure outside wall B7701

Question 2: Can the government confirm if any maintenance loop is required in the buildings?

Answer 2: 25 foot in each building

Question 3: During the site visit it was mentioned that the Government would provide confirmed distances between Manholes and the distances from the buildings to the Handhole/Manholes? Can the government provide the distances?

Answer 3: NO, confirmed distances are not available at this time. Please refer to the approximate distances available in the SOO.

Question 4: Will the contractor have to Core Drill through exterior walls? If so, how many core drills for each building?

Answer 4: one in building 7701.

Question 5: Can the Government provide the locations to place the 3 New Hand holes? Hand holes (to be designated as HH-124D, HH-124E & HH-124F).

Answer 5: On the prints that will be provided when contract is awarded.

Question 6: Can the Government confirm that all new Handhole will be in a grassy area and not in pavement or concrete?

Answer 6: Yes. A lot of the locations will be up to the contractor’s discretions.

Question 7: Per SF1442 can the Government confirm that a performance and payment bond is required for the seed project?

Answer 7: Yes, the contractor shall provide performance and payment bonds for the seed project. This is in accordance with Paragraph III. Task Order Specific Information of ‘Attachment 14 – TOPR-9 May 2022’

Question 8: Can the Government confirm whether a performance and payment bond required for the IDIQ contract itself or just the seed project?

Answer 8: Performance and payment bonds will only be required for task orders (including the seed project).

Question 9: Can the Government confirm Per Section L, A, how do we show compliance with NIST 800- 171?

Answer 9: The Government will verify vendor compliance with NIST SP 800-171 in the Supplier Performance Risk System.

Question 10: Can the Government confirm Per Section L, Part II, C: do we need to fill-in Section I through K if both FAR and DFARS reps and certs are up to date on sam.gov?

Answer 10: Section K shall be returned in its entirety if both FAR and DFARS Representations and Certifications are not complete and up-to-date in SAM.gov, in accordance with Section L, para. 2. Part II –PRICE Proposal, (c).

Question 11: Can the Government confirm if a completed PPQ for a previous proposal will be allowable in place of submitting the provided Past and Present Performance Questionnaire? Examples of PPQs can be provided for your review.

Answer 11: Per SF1442 Section L, Part III, paragraph (a): The offeror shall submit references by completing the solicitation attachment titled, PAST PERFORMANCE REFERENCE LIST (PPRL), for contracts that you consider relevant in demonstrating your ability to perform the requirements in this solicitation.

The completed PPRL must be submitted with your offer and received by the RFP closing date and time.

The offeror shall ensure that the references listed in the PPRL are provided the attachment titled, PAST PERFORMANCE QUESIONNAIRE (PPQ) for completion. If a CPAR is available for your references, annotate on the PPRL and no PPQ will be required. Completed questionnaires shall be sent by the reference completing the questionnaires directly to the Government Contract Specialist at the address shown in Block 7 of the SF 1442. THIS OFFICE STRONGLY RECOMMENDS ALL OFFERORS REQUEST THEIR

REFERENCES TO SUBMIT THEIR PAST PERFORMANCE QUESTIONNAIRES IMMEDIATELY TO

THE 81ST CONTRACTING SQUADRON, 81 CONS/PKA, 310 M STREET, KEESLER AFB, MS 39534-

2147 OR EMAIL THEM TO 81CONS.LGCB.Construction@us.af.mil. All submissions should, at a minimum, include the solicitation number and project name, "FA301022R0016, FOC Install IDIQ" either on a cover letter or in the email subject line.

Question 12: 2.5 Base Access: Paragraph states that maximum length of Base Pass is up to 30 days. Can this be extended?

Answer 12: At this time, base passes will only be issued for 30-day increments, passes for longer periods may be considered later.

Question 13: 7.13 Underground Conduit System: This paragraph states that ducts will be appropriately protected when placed under paved surfaces. If ducts are installed by horizontal directional drilling will protection be required?

Answer 13: No

Question 14: Section 11, Appendix A lists: 1) Keesler Guidance for Outside Plant (OSP) Infrastructure, and 2) Keesler Guidance for Premise Wiring as applicable standards. Can you provide these standards?

Answer 14: Keesler Guidance for Outside Plant (OSP) Infrastructure, and Keesler Guidance for Premise Wiring are going to be attached.

Question 15: During the site visit it was mentioned that the contractor may not have to provide pricing for the Statement of Objectives (Install Fiber Optic Cables from ITB 6901 to B7701, B7704 & B7712) as part of the proposal. Please confirm that pricing for the SOO project is required.

Answer 15: In accordance with SF1442 Section M, paragraph 2. Part II – PRICE PROPOSAL, (c): Pricing IS required to be submitted on ‘Attachment 14 – TOPR, 4 May 2022’ and needs to be submitted as part of the proposal. Do not enter any pricing on the SF1442 Section B, CLIN 0001 and CLIN 0002.

Question 16: Will there be any drawings released regarding this project?

Answer 16: prints will be provided when contract is awarded.

Question 17: Is there a recommended path or drawing for the six (6) directional bores listed in section

4.3 of the SSO.? Will we receive this prior to submission date? If not, would we be allowed to physically look at these bores?

Answer 17: On the prints that will be provided when contract is awarded.

Question 18: Are Lock-Down security devices required for the (3) new HH being installed for this project?

Answer 18: Yes
