Fiber Optic Cable (FOC) Install IDIQ Task Order Proposal Request (TOPR)

9 May 2022

MEMORANDUM FOR: ALL INTERESTED PARTIES

SUBJECT: Task Order Proposal Request: ITB 6901 – 77XX Buildings

I. GENERAL PROPOSAL INFORMATION

1. This TOPR is to engineer, furnish, install, and test (EFI&T) fiber optic cable on Keesler AFB.

All work will be accomplished IAW the Supplemental information and guidance and meet all objectives identified in Attachment 1—SOO of solicitation FA301022R0016. For the purpose of completing this TOPR provide pricing on Table 1 included below. The Period of Performance will be 150 calendar days beginning 10 days after task order award.

2. Contract Clauses: All clauses that are contained in the original IDIQ contract apply to this task order.

3. Proposal Due Date: This TOPR response must be included in proposal submission for FA301022R0016 as identified in Section L, Part II- Price Proposal of the referenced solicitation.

4. Offer Acceptance Period: All offers submitted must be for valid 90 days after bid due date.

5. Site Visit: 52.236-27, Alt I

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit has been scheduled for 24 May 2022 @ 08:30 am CST. This will be the only site visit that is offered for this solicitation. For questions regarding the site visit, please contact:

(c) Site Visit Access: All site visit participants MUST have a base pass in order to attend.

Unless you already have base access i.e. retired military ID card or have a current badge/pass due to an ongoing contract held on Keesler AFB, a pass must be obtained from the Keesler AFB

Visitor Center. In order to gain access to the base to attend the site visit you must have a valid driver's license, and if driving, a vehicle registration and vehicle insurance document. A background check will be conducted on all individuals requesting a pass.

For attendees whom do not currently have access to Keesler AFB an email containing the full name (as it appears on their identification card) of each attendee must be sent to 81CONS.LGCB.Construction@us.af.mil No Later Than 2:00 PM CST 23 May 2022.

Participants may pick up their pass from the Visitors Center at the White Avenue Gate entrance to Keesler AFB as early as 6:00 AM CST, 24 May 2022 up to at least 1 hour before the site visit is scheduled. Visitors Center hours of operation are Monday – Friday 0600 – 1500. It is highly recommended to arrive at the visitor center AT LEAST 1 hour before the scheduled start time of the site visit as the average wait times at the Visitor Center can range from 45-90 minutes.

Please plan to get your base pass early, as we do not want to delay the site visit start time due to waiting on participants to get their pass.

Keesler AFB Health Protection Conditions (HPCON) change based on available data. Personnel should anticipate mask wear covering the mouth and nose at all times while on Keesler AFB. All individuals are to maintain a minimum of six (6) feet distance from other individuals to the maximum extent practicable at all times.

Participants will meet in the Contracting Office Building 4605 in Conference Room 1, on 24 May 2022 @ 08:30 AM CST. A sign in sheet will be available followed by a short introduction and briefing before boarding a bus and traveling to the individual sites.

Directions from White Avenue Gate: take a right at the first traffic light onto L St, a right at the end of L St onto 5th St, then take the next right onto M St and you will see the tree on the left.

**Please note: White Avenue Gate is open Monday - Friday between the hours 5:30 am - 8:30

am. Base access after 8:30 am will require the use of either Meadows or Pass Road gates.

Directions from Meadows Avenue Gate: take a left at Larcher Blvd, turn left onto L St, a right at the end of L St onto 5th St, then take the next right onto M St and you will see the tree on the left. Meadows Avenue Gate is open daily between 5:30 am - 10:00 pm CST.

7. Technical questions: all questions must be submitted in writing no later than 10:00a.m. CST on 31 May 2022 via email to alice.townsend-peden@us.af.mil and 81CONS.LGCB.Construction@us.af.mil.

8. Magnitude of Construction: Pursuant to FAR 36.204 the magnitude of this project is between $100,000 and $250,000.

II. PROPOSAL PREPARATION AND EVALUATION INFORMATION

1. Proposals shall be prepared in accordance with 52.215-1 and Section L of solicitation FA301022R0016. Enter pricing for the effort described as CLIN 0001 of this TOPR in Table 1 below.

2. Proposals will be evaluated in accordance with Section M of solicitation FA301022R0016.

III. TASK ORDER SPECIFIC INFORMATION

Wage Determination: The applicable wage determination rate for this project is included as an attachment to solicitation FA301022R0016.

Bonding: The contractor shall provide bonding IAW FAR clause 52.228-13 and 52.228-15 as included in solicitation FA301022R0016.

The Contractor shall provide performance bonds in the full amount of task orders of $150,000.00 and above within 10 days of award of task order in accordance with FAR 28.102-1(a).

The Contractor shall provide alternative payment protections in the full amount of task orders for amounts between $35,000.00 and $150,000.00 within 10 days of award of task order in accordance with FAR 28.102-1(b).

FAR 52.211-10, Commencement, Prosecution, and Completion of Work (Apr 1984) The contractor shall be required to (a) commence work under this contract within 10 calendar days after the date of award issuance, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 150 calendar days after task order award. The time stated for completion shall include final cleanup of the premises.

The PoP shall include all objectives covered in the attached SOO. This PoP shall include all submittals, testing, and final inspections and acceptance. Submittals listed within the SOO, the attached Document Submittal Schedule (DSS) and the Materials Submittal Schedule (MSS) may be prepared and submitted upon award of task order.

FAR 52.211-12, Liquidated Damages – Construction (Sep 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government as identified in solicitation FA301022R0016.
