1.0 SCOPE

This Statement Of Objective (SOO) lists the objectives for the Contractor to engineer, furnish, install and test (EFI&T) a new 36-strand single mode (SM) fiber optic cable (FOC) from Information Transfer Building (ITB) 6901 to hand-hole (HH) 44, and a new 12-strand

SM FOC from HH-14 to each Building (B) B7701, B7704 & B7712. Objectives include

Fiber Optic Distribution Panels (FODP) to be provided and installed in each of the identified buildings to include splicing and termination. Finally, to support the installation of FOC, three (3) new hand holes (HH) and new two-way duct banks with inner-ducts will need to be provided and installed.

The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the objectives as stated in this SOO. All equipment, supplies, and materials provided shall be new and not refurbished.

The Contractor shall provide a Statement of Work (SOW) as part of their proposal incorporating all incorporating all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the objectives stated in this SOO.

The Contractor shall comply with the current TIA telecommunication installation and testing commercial standards as well as, Keesler Guidance for Outside Plant (OSP) Infrastructure;

April 2022 and Keesler Guidance for Premise Wiring; October 2021.

2.0 GENERAL INFORMATION

Additional general information, guidance, and procedures are provided within the attachments for this requirement.

2.1 Period of Performance (PoP)

The PoP for this project shall begin within 10 days after contract award and be completed within 150 calendar days. The award document will be considered the

Notice to Proceed (NTP). A pre-construction meeting will be scheduled after award and should take place within 10 days of contract award.

2.2 Place of Performance

The place of performance is Keesler AFB MS.

3.0 OUTSIDE PLANT REQUIREMENTS

3.1 Measurements

Any distances provided in this SOO are approximations and should NOT be used for ordering materials or determining duct lengths.

3.2 New NEMA 4X Enclosure

The Contractor shall install one NEMA 4X enclosure on the outside wall of B7701.

The Contractor shall determine the size of the enclosure needed to satisfy the particular requirement at that location based on the quantity of conduits coming into the enclosure. The contractor shall provide the same quantity of 4” ID sleeve(s) through the building wall. The entry enclosure and riser conduits shall be painted to match the color of the building exterior in the area where it is mounted. Coordinate with 81 CS/SCXP for final mounting location.

3.3 New Fiber Optic Distribution Panel (FODP)

The Contractor shall install FODP’s at the locations below. Coordinate with 81

CS/SCXP for final mounting location.

In ITB 6901: 36-port FODP (Existing Rack)

In B7701: 12-port FODP (Existing Rack)

In B7704: 12-port FODP (Wall Mount)

In B7712: 12-port FODP (Existing Rack)

4.0 OUTSIDE PLANT INSTALLATION

This section describes the underground maintenance hole/conduit system, flexible geotextile multiple cell fabric inner-duct and copper and fiber optic cable installation requirements. The Contractor shall design and install Customer-Owned Outside Plant

Telecommunications Infrastructure in according with TIA-758-B. Each cable installation shall be coordinated with the 81 CS/SCXP so that the impact on the building users is minimized. The sequence of installation is at the Contractor’s discretion.

4.1 Infrastructure Installation

The contractor shall install the following new infrastructure. All new locations and distances identified below are approximate.

4.2 New Hand holes

The Contractor shall install three 4’W x 4’L x 4’H (interior dimensions) hand holes

(to be designated as HH-124D, HH-124E & HH-124F). Coordinate with Base 81 CS for final hand holes placement and numbering scheme prior to installation.

4.5 Fiber Optic Cable Installation

The Contractor shall install single mode (SM), loose buffer tube, water blocked, outside plant (OSP) fiber optic cable (FOC) suitable for underground applications.

The intent is to install the cable in one continuous length, to the extent that it is practical. The cable shall meet RUS 7 CFR 1755.900 criteria; shall comply with industry standards with regard to manufacturers’ cable marking, jacket, rip cords, water blocking, fiber color coding, jacketing materials, etc. In addition, the FOC shall comply with industry standards with regard to mode field diameter, core cladding concentricity, attenuation, and dispersion characteristics at 1310 nm and

1550nm.

All fiber optic cables shall be installed in new or existing geotextile inner-duct / inner-duct.
