Period of performance is restricted to 12 month intervals, therefore the first performance period after transition is 11 months. Following PoPs will be for 12 months.
CLIN 9999 for transition is separate from the first performance period CLINS.

On an as needed basis, the contractor shall, as a minimum, accomplish the following as they pertain to the helicopter logistics at Luke AFB ACTS:
- Provide helicopter transportation for the maintenance to remote sites, when required, when other means of transportation are not feasible.
- Schedule required helicopter flight operations through range scheduling so as not to impact range training operations.
-Ensure the requested operations will not impact or interfere with any environmental or cultural concerns of the range complex.
Questions:
a) Will the Air Force coordinate a military helicopter for these missions or lease a civilian helicopter?
b) If the Air Force will provide the helicopter, what is the estimated time from the request by the contractor until a mission can be flown?
c) If a military helicopter is not provided what are the arrangements to pay for the civilian helicopter?
d) Can the government provide an estimate for the number of logistics missioins requiring a helicopter on an annual basis? (Luke AFB - BMGR Range) Helicopters supporting remote sites would rarely be required
a) Will the Air Force coordinate a military helicopter for these missions or lease a civilian helicopter?
Typically this will require civilian helicopter contracted or leased support to effect.
b) If the Air Force will provide the helicopter, what is the estimated time from the request by the contractor until a mission can be flown?
Use of helicopters would be a rare or an infrequent need, typically requiring preplanning affording ample time, when feasible, for the contractor to fulfill customer requests and to effect necessary contracted helicopter operations.
c) If a military helicopter is not provided what are the arrangements to pay for the civilian helicopter?
The contract would utilize allocated CLIN funds to fund the request. Payment arrangements would be worked through the COR.
d) Can the government provide an estimate for the number of logistics missions requiring a helicopter on an annual basis?
Rare, if at all. These potential requirements were identified in the PWS in the event these services were to be required.
PWS Page 30, Para 2.3.5.1 Air National Guard Air Force Reserve Command Test Center Support AATC "has a requirement for cryptographic key at its SCS S-280 Shelter located in Gila Bend… The contractor will load Link-16 crypto-keys daily prior to AATC range times and load SADL crypto-keys monthly on the first duty day of the month."
Questions:
a) Shelter S-280 is not included in the GFP list; can the government confirm this shelter will be maintained by the government?
b) Is there a secure safe available on Gila Bend for the keys and the crypto material? If so, who is responsible for it?
c) Is there a generator or alternative power source available and connected on site?
d) Please confirm if a two-man rule is required for moving the keys and crypto material from Luke to/from Gila Bend? a) Shelter S-280 is not included in the GFP list; can the government confirm this shelter will be maintained by the government?
This facility will be maintained by the government.
b) Is there a secure safe available on Gila Bend for the keys and the crypto material? If so, who is responsible for it?
There is a secure safe at Gila Bend in AATC's shelter, the ACTS contractor is responsible for the keys and material in the safe.
c) Is there a generator or alternative power source available and connected on site?
Yes, maintained by AATC
d) Please confirm if a two-man rule is required for moving the keys and crypto material from Luke to/from Gila Bend?
There is not a two-person requirement for moving crypto from Luke to/from Gila Bend AAF.
