SUBJECT: Air Combat Training Systems (ACTS) Support Effort RFP Cover Letter.
Reference Number - FA300223R0014.
1. The Government is requesting industry Request for Proposal (RFP) for the subject upcoming effort. This RFP is not to be interpreted as a commitment by the Government. Any costs incurred because of a response to this RFP shall be borne by the firm and will not be charged to the Government for reimbursement. Questions concerning the RFP that are received by 15 Sep 23, 1700 CST will be considered. Please include your company name, Unique Entity ID (UEI), and business size.
2. Solicitation Details. Based on the ACTS RFI responses and the Government market research, the solicitation will be a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) code is 541513. The small business size is $37M. The Product Service Code is R408. The solicitation will be for a non-commercial effort and will utilize procedures in FAR Part 15, Contracting by Negotiation. This requirement is considered well defined, the listed standards are clearly understood by the Government and can be clearly articulated to Industry. Thus, the solicitation will follow the Lowest Price Technically Acceptable (LPTA) source selection process. The contract Line-Item Number (CLIN) structure will be Firm Fixed Price (FFP) and Cost Reimbursable CLINS. IAW FAR 9.104-5, interested vendors are required to comply with the submission regarding FAR 52.209-7. A 30-day contract mobilization period will be included in the solicitation.
3. IAW FAR 45.102(b), It was determined to be in the Government’s best interest to provide property as described in the ACTS Performance Work Statement. The solicitation also includes security requirements as described in the ACTS Performance Work Statement.
4. Amendments Acknowledgement. Offerors shall acknowledge all amendments to the solicitation by signing and dating Page 1 of each Standard Form (SF) 30, Amendment of Solicitation/Modification of Contract, and include it in Volume III, Price, of the proposal. Failure to acknowledge any amendments to the solicitation may result in the Offeror being deemed non-responsive. Award CAN NOT be made to a nonresponsive Offeror.
5. The use of PIEE. All submissions may be submitted electronically via. Procurement Integrated
Enterprise Environment (PIEE) (piee.eb.mil) or direct email. Notification of PIEE submission should

Offerors should not wait until the last hour to submit their proposals as technical issues may delay the Government’s receipt of the offeror submission. The Government may use an alternate method for proposal submission if the need arises. All Government replies will be posted on PIEE and/or SAM.GOV under the FA300223R0014 notice.
