1. GENERAL
Publications applicable to this contract and the Performance Work Statement are listed in this Appendix.
The publications apply to the entire ACTS contracted operation unless specifically identified otherwise.
The contractor shall comply with all applicable governing publications (reference PWS paragraph 7.8) as they are referred to in the PWS. The contractor shall utilize the most current version of each publication, form, and Technical Order listed in this appendix.
The contractor shall be bound to accomplish the tasks that the references set forth in this contract provided that:
• Should there be a conflict between the contract and references set forth therein, the contract shall control.
• Should there be a conflict between two or more such references, those coded mandatory by the contract shall control over those coded advisory; between those similarly coded those issued by a higher authority shall control over those issued by a lower authority; and between those issued at the same level of authority, those with a later date of issue shall control over those with earlier dates of issue.
• The Air Force is in the process of restructuring the entire publication system. Therefore, the publication designators given below may change at some time in the near future. The contractor shall comply with the replacement publication covering the same subject.
• After the RFP issue date, any changes, deletions or additions to mandatory reference guidance such as DoD or AF Instructions, AF Manuals, AF Pamphlets, Local Operating Instructions, Technical
Guidance or any other guidance provided by reference will be incorporated into the contract in accordance with FAR 52.243-1-Changes-Fixed Price using the attached PWS verbiage.
• IAW AFI 63-138 dated para 3.8.1.4, any Gov’t directives such as DoD or AF Instructions listed as a mandatory compliance reference will include the specific paragraph or chapter that will apply to contracted operations.
• DoD or Air Force directives including AFIs that do not provide specific paragraph references will be considered Advisory.
• After the RFP issue date, the Government bears the responsibility to monitor changes, deletions or additions to mandatory directives, assess the impact to the contract and then request incorporation into the contract IAW FAR 52.243-1.
All publications and forms listed shall be provided or made available via electronic means by the
Government at the start of the contract. Publications are available electronically through the Air Force
Portal.
