AREAS OF INTEREST (AOI): T-38C IMMERSIVE TRAINING ECOSYSTEM

1. General Information

1.1 AoI Background

The Air Education and Training Command (AETC) Commander tasked subordinate units to identify, evaluate and integrate emergent technologies in order to enhance training quality, create resource margin and reduce training timelines. Commercial technologies such as Virtual/Mixed/Augmented Reality (here after referred to as (X)Reality, artificial instruction (AI)/machine learning, learning management systems (LMS), etc. are being evaluated to meet commanders intent, however we lack commercial off the-shelf solutions that comprehensively represents the T-38C in Introduction to Fighter Fundamentals (IFF) mission sets for integration into a immersive training ecosystem.

All some or none of the companies may be selected to develop a prototype from existing commercially available T-38 aircraft simulation models within an immersive training ecosystem that incorporates a (X) Reality T-38C fully representing the aerodynamic flight model and avionics Operational Flight Program (OFP within a commercially available flying environment such as but not limited to Prepar3D or X-Plane. The (X)Reality T-38C aerodynamic/physics model will adhere to maximum performance flight characteristics in accordance with aircraft flight manual & pilot stated jet performance. The (X)Reality OFP should replicate the T-38C avionics suite with the addition of simulated weapons beyond those currently used on T-38C allowing learners to train towards Combat Air Forces (CAF) weapon systems such as F-35 or F-15E.

Examples could include Continuously Computed Release Point (CCRP) Joint Direct Attack Munitions (JDAM), CCRP Laser Guided Bombs (LGBs), Small Diameter Bombs (SDB), etc.

Upon completion of the contract, the T-38 Digital Model Minimum Viable Product solution will be delivered and accepted. The government reserves the right to contract production of the selected solution and will be made based on the availability of government funds.

2. AoI Constraints

1. The selected company will develop a T-38 digital model with the following:

a. General Requirements:

Photo realistic/accurate geographic imagery database of local flying areas o Accurate high-fidelity graphical representation of the local area (towers, building, terrain) (200

NM radius of Randolph) o Accurate Supported Airport database of Undergraduate Flying Training bases and follow on Flight

Training Unit locations for A-10, F-16, F-15C, F-15E, F-22, and F-35 (500 nm radius o Ability to create, modify, edit & upload data into the avionics in order to provide a like/like emulation of T-38C-pilot interaction as it pertains to navigation and positional situational awareness and station keeping.

- Interactive data transfer o Ability to create, modify, edit, upload data into the VR avionic simulation in order to provide line sets, navigation points, and data transfer from a JMPS/PFPS system incorporated into the final product or from a standalone system o Recreate/replay actual flight data (up to 6 aircraft, formation) in VR simulation from actual T-38C DTC(s)

- Selectable front cockpit (FCP) / rear cockpit (RCP) models

- Specific User Login for students and instructors o A central database capable of logins for 250 active & archive / history for 10,000 users o Gamification (Leaderboard): capability to track completed training; compile and compare peer vs peer data

Desired outcome will incorporate machine learning / artificial instructor methodologies to assess/grade performance and provide feedback to learner.

- Range, Bearing and Aspect for formation flying and BFM o Option to display and scale “visual info” above and below other aircraft to aid in visual identification and range cues.

- The ability to network on and off-site (ie linked enterprise IFF (X) reality) T-38 (X) reality sims

- True Audio and visual playback capability o “Lights and tones” (audio) tones replicating T-38C avionics OFP & flight manual (G-feedback tone, caution warning tones, gear, flaps, altitude etc…) o “Tune” simulations to enable (UHF and VHF) radio training

- TACAN, ILS, VOR and INS/EGI waypoint “tuning” for stations/waypoints within the lower 48 states (load sector environments for scenario expediency; i.e. “Texas”)

- PGM weapons release modes:

o “CCRP” mode/logic/symbology that mirrors current OFP o “CCRPB” mode will contain generic but customizable, breathable-real-time-dynamic LAR mimicking >=4th Gen fighter 34-1 LAR logic and symbology

- “Weapons fly-out” (UNCLASSIFIED):

o Realistic visual representation of AIM-9P (generic) missile fly-out (launch to target) with locally customizable WEZ definitions & valid employment assessment criterion (i.e. if bandit expends flares IAW locally defined SPINS, Aim-9 will “miss”) o Bullet fly-out from launch aircraft with accurate ballistics to enable “Track/Snap/Miss” verification o GP bombs & PGM (MK-82/84, GBU-12/10, GBU-38/31) with accurate ballistics for the purpose of simulated weapon delivery and target placement feedback

- Visual Counter Measure Dispensers (Chaff & Flares) w/ customizable “burn time” to assess Infra-Red Missile Defense (IRMD) mechanics.

- Provide/develop a solution to enable user specific “login” to capture and track performance to enable data mining

- Start-up must be reasonable (less than 10 minutes) and mission capable rate should exceed 95%.

- Aerodynamic model development. The contractor must provide a proof of concept/capability to the 435

FTS prior to contract award. The 435th will validate the T-38C aerodynamic model (ensuring progress/accuracy/replication of flight performance) at the extreme (full throws) of flight controls for BFM and high-g, high-AOA capabilities (rate/radius and Ps charts).

b. Software requirements:

- Software will be an open architecture solution that allows the Government to incorporate third party applications at their discretion

- Develop a software solution that takes actual mission data transfer cartridges and converts/loads/enables replay of mission in VR (for up to 6 aircraft). Objective solution will enable a “re-fly” of mission at any point in playback relative to the other aircraft

- Provide/develop an application that incorporates user content (videos, PowerPoint, flight simulation, replay, 3rd party application content)

- Provide/develop a solution to enable use and display of applicable flying publications (ie PDF format) during flight simulation

c. Ownership rights. The US Government requests government purpose rights/access to the T-38C aerodynamic model, simulator performance data, user generated/user performance data and software developed for this training purpose. Data mining and exploitation is a vital objective of this initiative.

d. Representative Air Force data will be made available to construct accurate T-38C flight model.

2. Pricing Strategy

a. Contractor will be issued a firm-fixed price award to produce a Minimum Viable Product of the T- 38 Digital Model.

b. Option to Scale: The offeror shall also submit a priced, firm-fixed price Option(s), for expansion of the prototype solution for fully viable and supported T-38C Digital Model.

3. Other

a. Company shall be ready to execute within 5 days of contract award.

b. Projected project dates:

i. Base Period: 15 September – 15 March 2020 (180 days)

ii. NOTE: Projected dates are dependent on actual contract award date.

c. Locations: Air Force testing and evaluation will be performed by Introduction to Fighter Fundamentals Instructor Pilots at an Introduction to Fighter Fundamentals squadron, primarily the 435 FTS, Randolph AB, TX.

d. Lodging and transportation: The company will be responsible for all travel and lodging costs.

e. Security requirements: All projects, data, and discussions will remain Unclassified. Background checks will be required for data results discussion between the company and US Government.

Ensure all contractors working within the AoI are eligible and compliant with National Agency Check with Inquiries (NACI).

3. PHASE 1 – Solution Submission Requirements

3.1 Submission Requirements

A written solution must be sent via e-mail submission by 11:00 A.M. (CDT) on 26 August 2019, with subject line stating IMMERSIVE TRAINING ECOSYSTEM for INTRODUCTION TO FIGHER FUNDAMENTALS to 338SCONS.PKX.CSO@us.af.mil. Solution received after the specified due date and time will be discarded and not be evaluated by the Government.

3.2 Written Solution Brief Requirements

3.2.1 Content of Solution Brief

The written solution should not exceed three (3) single written pages using 12-point font or, alternatively, solutions may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated on the subject AoI. Any pages or slides submitted beyond this limitation will be removed and not evaluated. The written solution brief shall include and/or address the following:

3.2.1.1 Title Page (does not count against page limit)

● At a minimum, please include company name, company CAGE code, solution name, solicitation number, date of submission, point of contact name, email address, phone number, and company address. This page will not count towards the page/slide limitation.

3.2.1.3. Executive Summary/Company Description

● Describe your commercial customer base and provide two or three examples of past contracts or sales of this service/solution from within the last two years.

● Describe your company – e.g. How long has it been in operation? Where is it located and headquartered, multiple locations, sales/R&D in U.S. and other countries? Number of current employees?

● Describe the management team – e.g. Who are they? What is their background and history and qualifications (previous startups, etc.)?

● Include other relevant corporate information, as applicable.

3.2.1.2. Solution/Technology Concept

● Describe the unique aspects of your technology/solution and the proposed work as it relates to this published AoI. Identify whether the effort includes the prototye or demonstration of existing commercial technology (identified as commercially ready and viable technology), or the development of a new technology or process to training/learning.

3.2.1.3 Company Viability

● Provide a brief overview of the company. Provide a summary of current fundraising, number of employees to date and/or a summary of the top line (gross sales/revenues) and balance sheet.

Provide a summary of product commercialization and go-to-market strategy.

3.2.1.4 Rough Order of Magnitude (ROM)

● Provide a budgetary price estimate for effectively executing your conceptual solution.

4. Evaluation of Phase 1 – Solution Briefs

4.1 General

The Solution Brief shall be evaluated against the published AETC CSO evaluation criteria.

The general AETC CSO is listed below:

The AETC CSO evaluation criteria are listed below in order of importance from top to bottom. If a solution brief does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 3- Request for Commercial Solution Proposal (CSP) Submittal. Upon conclusion of this round of Solution Brief evaluations, the Government will down-select offerors to further develop and submit a CSP. For this effort, the government exercises its right to waive Phase 2 and request a CSP based on solution brief evaluation results.

5. Evaluation of Phase 2

5.1 General

The Pitch presentation shall be evaluated against the published AETC CSO evaluation criteria.

The general AETC CSO Phase 2 evaluation criteria shall be used to evaluate and rate the proposed pitch presentation. If a pitch does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 3- Request for Commercial Solution Proposal (CSP). NOTE: The Government reserves the right to forgo Phase 2 and go directly to Phase 3.

6.1 Technical Proposal Volume (Part One)

The selected AoI participant must submit a technical proposal solution as part of their final proposal that identifies the work to be performed and the deliverables. Provide a detailed project schedule that outlines the various phases of required learning objectives within the stipulated period of performance. The AoI participant must provide a technical volume that includes a Statement of Proposed Work (SOPW) with the following tabbed sections:

● Section 1 - Background

● Section 2 - Planned objectives, timelines, and milestone schedule

● Section 3 – Approach to solution completion

● Section 4 - Tools and software applications required

● Section 5 - Period and Place of Performance

● Section 6 - Proposed direct and ancillary hardware/software provided for execution

● Section 7 – Recommended integration and post implementation support plan

Please Note: The proposals must identify any proprietary information or associated intellectual property.

6.2 Price Volume (Part Two)

6.2.2. Basic Period: The offeror shall submit Price Volume with a firm-fixed price proposal roll-up to successfully implement and complete the proposed prototype. Breakdown of labor, materials and other than direct costs (ODC) shall be submitted.

Option Price to Scale: The offeror shall also submit a priced, firm-fixed price Option(s), for expansion of the prototype solution for fully viable and supported T-38C Digital Model.

6. AoI Open Period – This AoI shall close at 5:00 P.M.; 19 August 2019.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.”
