AREAS OF INTEREST (AOI): COMPETENCY AND TASK RELATIONSHIP MAPPING

1. General Information
1.1 AoI Background
Pilot Training Next (PTN) is a study designed to individualize the training experience of U.S. Air Force pilot candidates using Virtual Reality and Artificial Intelligence to facilitate enhanced learning at an accelerated pace. PTN is looking to link previously identified core student pilot competencies to training tasks and psychometrics.
For this study one or more non-traditional companies may be selected to design and test a Spider Diagram/Mind Map linking competencies to training tasks and other associated inputs, such as psychometrics, biometrics and aptitude tests. The mapping should explore whether a task or psychometric is related to a competency as well as the relative weight of that relationship compared to other contributing relationships. The selected company or companies will provide all material and equipment to accomplish this Area of Interest.
Upon completion of a period not to exceed 90 days, the results will be provided to a panel of government subject matter experts for a final feasibility determination.
2. AoI Objectives/Constraints
1. The selected company will be expected to utilize data of previous PTN class(es) as well as the ongoing class. The selected company will need to collect any additional required data sets.
a. Air Force subject matter experts (SMEs) will be available for consultation during the 90 day test.
b. Representative Air Force data will be made available.
c. Government requires a solution that will utilize current and past data collected utilizing one or all of the following selection metrics:
i. Various psychological personality tests
ii. Aptitude tests such as Air Force Officer Qualifying Test, Intelligence Quotient, spatial reasoning, memory, etc.
iii. Biological testing and Biometrics
iv. Academic performance
v. Previous aviation experience
d. The government expects to receive a report that identifies and maps the relationships between tasks, meta-competencies, competencies and selection metrics. A graphical depiction of the relationships must accompany the report in addition to a written description of methodology. The resulting data delivered with this study will require a minimum of government purpose rights.
Resulting competency map and relationships will be government owned and used for government purpose(s).
e. The government will grant access to data already gathered from the initial group of students as well as backup data from current students. In addition, the government will provide access to currently implemented competency and task lists as well as selection metrics.
f. The government expects companies to access data through a govt furnished AWS or similar cloud instance.
2. Pricing Strategy

a. Contractor will be issued a firm-fixed price (level of effort) award
b. Contractor will provide best effort over a 90 day period.
c. Contractor will provide Firm-Fixed Price Option to proceed for an additional 90 days for continued study. Contingent on budget and feasibility of proposed solution.
3. Other
a. Company shall be ready to execute within 10 business days of contract award.
b. Projected test dates:
i. 1 August 2019 – 31 Oct 2019 (90 days)
ii. NOTE: Projected dates are dependent on actual contract award date.
c. Locations: Data collection will be performed at Detachment 24, Hangar 71, JBSA Randolph, San Antonio, Texas while analysis and diagram/map development will be performed at the company’s office location.
d. Lodging and transportation: The company will be responsible for all travel and lodging costs.
e. Security requirements: All projects, data, and discussions will be unclassified. All data collected must be stripped of any personal identifying features. Ensure all contractors working within the AoI are eligible and compliant with National Agency Check with Inquiries (NACI).
f. Platform environment and software applications must be compatible to operating within FEDRAMP IL2 standard
3. PHASE 1 – Solution Submission Requirements
3.1 Submission Requirements
A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 15 JULY 2019, with subject line stating COMPETENCY AND TASK RELATIONSHIP MAPPING to JESSICA.STEINHOFF@US.AF.MIL.
Solution received after the specified due date and time will be discarded and not be evaluated by the Government.
3.2 Written Solution Brief Requirements
3.2.1 Content of Solution Brief
The written solution should not exceed three (3) single page written pages using 12-point font or, alternatively, solutions may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated on the subject AoI. Any pages or slides submitted beyond this limitation will be removed and not evaluated. The written solution brief shall include and/or address the following:
3.2.1.1 Title Page (does not count against page limit)
● At a minimum, please include company name, company CAGE code, solution name, solicitation number, date of submission, point of contact name, email address, phone number, and company address. This page will not count towards the page/slide limitation.
3.2.1.3. Executive Summary/Company Description
● Describe your commercial customer base and provide some examples of past contracts or sales of this service/solution from within the last two years.

● Describe your company – e.g. How long has it been in operation? Where is it located and headquartered, multiple locations, sales/R&D in U.S. and other countries? Number of current employees?
● Describe the management team – e.g. Who are they? Their background and history and qualifications (previous startups, etc.)?
● Include other relevant corporate information, as applicable.
3.2.1.2. Solution/Technology Concept
● Describe the unique aspects of your technology/solution and the proposed work as it relates to this published AoI. Identify whether the effort includes the initial demonstration or an existing commercial technology (identified as commercially ready and viable technology), or the development of a new technology or process to training/learning.
3.2.1.3 Company Viability
● Provide a brief overview of the company. Provide a summary of current fundraising to date and/or a summary of the top line (gross sales/revenues) and balance sheet. Provide a summary of product commercialization and go-to-market strategy.
4. Evaluation of Phase 1 – Solution Briefs
4.1 General
The Solution Brief shall be evaluated against the published AETC CSO evaluation criteria.

The AETC CSO evaluation criteria are listed below in order of importance from top to bottom. If a solution brief does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 3- Request for Proposal (RFP) Submittal. Upon conclusion of this round of Solution Brief evaluations, the Government will down-select offerors to further develop and submit a RFP. For this effort, the government is exercising it’s right to waive Phase 2 and request an RFP based on solution brief evaluation results.
5. Evaluation of Phase 3
5.1 Technical Proposal Volume (Part One)
The selected AoI participant must submit a technical proposal solution as part of their final proposal that identifies the work to be performed and the deliverables. Provide a detailed project schedule that outlines the various phases of required learning objectives within the stipulated Period of Performance. The AoI participant must provide a technical volume that includes a Statement of Proposed Work (SOPW) with the following tabbed sections:
● Section 1 - Background
● Section 2 – 90 day test objectives, timelines, and milestone schedule
● Section 3 - Equipment
● Section 4 - Tools and software applications for which access and training is provided
● Section 5 - Period and Place of Performance
● Section 6 - Proposed direct and ancillary hardware/software provided for execution

● Section 7 – Proposed continuation plan for the Air Force.
Please Note: The proposals must identify any proprietary information or associated Intellectual Property.
5.2 Price Volume (Part Two)
5.2.2. Basic Period: The offeror shall submit Price Volume with a firm-fixed price proposal roll-up to successfully implement and complete the proposed actions. Breakdown of labor, materials and other direct costs (ODC) shall be submitted.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contract or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures
