AREAS OF INTEREST (AOI): GPS JAMMING FOR DEGRADED GPS TRAINING
FA3002-19-S-C001_A02
1. General Information
1.1 AoI Background
United States Air Force (USAF) ranges lack GPS jamming options for direly needed GPS degraded aircrew training. The identification of available and affordable, commercial dual-use technology/FAA-friendly GPS jamming emitter, will enable the proliferation of GPS degraded training on USAF ranges.
One or more companies will be selected to participate in a study evaluating the demonstration and testing of 2 prototype systems (10 watts and 25 watts with 1.2 GHz and 1.5 GHz options). These prototype systems will be narrow-beam jammers (not to exceed 5 degrees beam width (at half power beam-width)). Contractor will provide all material and equipment as well as process the resulting data from this study. The company will demonstrate, test and record results of its prototype during a period not exceed 6 months. Data evaluation & validation will be conducted by the 746th Test Squadron (USAF) and the 366th Fighter Wing
(USAF).
Upon completion of this demonstration/evaluation period, the results will be provided to the USAF for a final performance evaluation.
2. AoI Constraints
1. A minimum of 100 hours of data capture will be performed at the Mountain Home Range Complex (MHRC), Idaho and a minimum of 20 hours of data capture will be performed at Holloman AFB, NM and/or White Sands Missile Range (WSMR), NM.
2. The selected company will be assigned to an Air Force data capstone project and mobile development/design capstone project. Their solution shall describe their proposed approach to completing these cohort level capstones.
a. Air Force subject matter experts (SMEs) will be available for consulting during the 6 month test.
b. Representative Air Force data will be made available.
3. Pricing Strategy
a. Contractor will be issued a firm-fixed price award for the study/demonstration/testing.
b. Government requires a prototype solution that will utilize aircraft airborne location data (azimuth, elevation) utilizing one or all of the following feeds:
i. FAA/DoD radar feeds
ii. P5 positional feeds
iii. Identification, Friendly, Foe (IFF) feeds
4. Other
a. Company shall be ready to execute within 5 days of contract award.
b. Projected test dates:
i. Company 1: 01 Apr 2019 – 30 Sep 2019 (Not to Exceed 180 days)
ii. NOTE: Projected dates are dependent on actual contract award date.
c. Locations: Testing and evaluation will be performed at the Mountain Home Range Complex (MHRC), Idaho AND at Holloman AFB, NM and/or White Sands Missile Range (WSMR), NM.
d. Lodging and transportation: The company will be responsible for all travel and lodging costs.

e. Security requirements: All projects, data, and discussions may be up to Secret. Security clearances will be required for data results discussion between the company and US Government. Ensure all contractors working within the AoI are eligible and compliant with National Agency Check with Inquiries (NACI).
3. PHASE 1 – Solution Submission Requirements
3.1 Submission Requirements
A written solution must be sent via e-mail submission by 5:00 P.M. (CDT) on 4 APR 2019, with subject line stating GPS JAMMING for DEGRADED GPS TRAINING to JESSICA.STEINHOFF@US.AF.MIL. Solution received after the specified due date and time will be discarded and not be evaluated by the Government.
3.2 Written Solution Brief Requirements
3.2.1 Content of Solution Brief
The written solution should not exceed three (3) single page written pages using 12-point font or, alternatively, solutions may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated on the subject AoI. Any pages or slides submitted beyond this limitation will be removed and not evaluated. The written solution brief shall include and/or address the following:
3.2.1.1 Title Page (does not count against page limit)
● At a minimum, please include company name, company CAGE code, solution name, solicitation number, date of submission, point of contact name, email address, phone number, and company address. This page will not count towards the page/slide limitation.
3.2.1.3. Executive Summary/Company Description
● Describe your commercial customer base and provide some examples of past contracts or sales of this service/solution from within the last two years.
● Describe your company – e.g. How long has it been in operation? Where is it located and headquartered, multiple locations, sales/R&D in U.S. and other countries? Number of current employees?
● Describe the management team – e.g. Who are they? What is their background and history and qualifications (previous startups, etc.)?
● Include other relevant corporate information, as applicable.
3.2.1.2. Solution/Technology Concept
● Describe the unique aspects of your technology/solution and the proposed work as it relates to this published AoI. Identify whether the effort includes the pilot or demonstration of existing commercial technology (identified as commercially ready and viable technology), or the development of a new technology or process to training/learning.
3.2.1.3 Company Viability
● Provide a brief overview of the company. Provide a summary of current fundraising to date and/or a summary of the top line (gross sales/revenues) and balance sheet. Provide a summary of product commercialization and go-to-market strategy.

4. Evaluation of Phase 1 – Solution Briefs
4.1 General
The Solution Brief shall be evaluated against the published AETC CSO evaluation criteria.
The general AETC CSO is listed below:

The AETC CSO evaluation criteria are listed below in order of importance from top to bottom. If a solution brief does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 3- Request for Prototype Proposal (RPP) Submittal. Upon conclusion of this round of Solution Brief evaluations, the Government will down-select offerors to further develop and submit a RPP. For this effort, the government is exercises it’s right to waive Phase 2 and request an RPP based on solution brief evaluation results.
5. Evaluation of Phase 3
5.1 Technical Proposal Volume (Part One)
The selected AoI participant must submit a technical proposal solution as part of their final proposal that identifies the work to be performed and the deliverables. Provide a detailed project schedule that outlines the various phases of required learning objectives within the stipulated period of performance. The AoI participant must provide a technical volume that includes a Statement of Proposed Work (SOPW) with the following tabbed sections:
● Section 1 - Background
● Section 2 – 6 month beta-test objectives, timelines, and milestone schedule
● Section 3 - Equipment
● Section 4 - Tools and software applications for which access and training is provided
● Section 5 - Period and Place of Performance
● Section 6 - Proposed direct and ancillary hardware/software provided for execution
● Section 7 – Proposed continuation plan at an Air Force range for either 2 or 4 GPS jamming systems.
Please Note: The proposals must identify and mark any proprietary information or associated intellectual property.
5.2 Price Volume (Part Two)
5.2.2. Basic Period: The offeror shall submit Price Volume with a firm-fixed price proposal roll-up to successfully implement and complete the proposed prototype. Breakdown of labor, materials and other than direct costs (ODC) shall be submitted.
6. AoI Open Period – This AoI shall close at 5:00 P.M.; 4 APR 2019.
