AETC_AREA OF INTEREST (AOI_03): Project DoD ID NOW

09 May 2019/AJR

1. General Information

1.1 AoI Background

The ID-Card Section supports all personnel that require an ID card for access to installations, care, and amenities. An application would give a majority of their customers an easily accessible submission avenue to renew, replace, reset, report, and issue their DoD identification cards (not for the physical CAC/ID card, only the processes to obtain one). The process for issuing military identification cards is redundant, antiquated and inefficient. On the average, individuals wait up to 60 days for face-to-face appointments, and two (2) or more hours for walk-in assistance with ID renewals and replacements. For new ID card issuances, it can take more than one visit to complete. Individuals who are in remote locations must travel for face-to-face assistance to an ID card office on an installation. The distance, long wait times, and inconvenient appointments impedes the mission and is an encumbrance to workflow and manpower. With this desired solution, Active Duty Military (to include Inactive Reservists and National Guard), Military Dependents, Retirees, and Civilians should be able to carry out their CAC/Teslin “Laminated” ID card request quicker and more efficiently.

Solutions Briefs must demonstrate a uniquely tailored process or approach to successfully complete development and design of the project that can connect with Mil Connect and DEERS. Proposed commercial solutions should be able to run on multiple platforms; including but not limited to mobile devices (iOS, Android, etc…), web browsers, etc… Solutions meeting Phase 1 selection criteria may be invited to Phase 2 to provide a Pitch. Solutions meeting Phase 2 selection criteria may receive an invitation to Phase 3 and receive a Request for Prototype Proposal (RPP).

The Mobile Application project will be provided to AoI participants invited to participate in a Phase 3 - Request for Prototype Proposal (RPP). NOTE: The Government reserves the right to forgo Phase 2 and go directly to Phase 3.

All, some, or none of the participating companies will be selected to prototype the solution. The prototype must result in the successful completion of a simulated military identification card request being generated with some form of mobile use of the prototype.

Upon completion of the contract, the solution will be provided a final performance evaluation based on technical/performance merits. The government reserves the right to contract production of the selected solution and will be made based on the availability of government funds.

2. AoI Constraints

1. A solution will be developed with the capability of gathering required information/documentation and ordering of a DoD identification card receipt via mail or in-person visit to a desired Military Personnel Flight (MPF). This must interface (via secure APIs) with DoD systems including DEERS and Mil Connect.

a. Modern web browser (Chrome, Explorer, Firefox, etc…).

b. Mobile Application compatibility (iOS, Android, etc…).

c. End user must be able to self-service with/without being at each MPF location.

2. The solution shall describe the proposed approach to completing the prototype.

a. Air Fore subject matter experts will be available for consulting during development.

b. Simulated non-classified Air Force data will be available.

c. Visualization, distribution, and support of solution should be explained.

3. Pricing Strategy

a. Contractor will be issued a firm-fixed price award for the prototype.

b. Government will provide APIs for existing mentioned systems.

4. Other
