Questions and Answers ‐ Round 2
Could the Government update/replace “all‐risk” with “special causes of loss” or “causes of loss” in PWS 2.29.3?
RFP Attachment 1 ‐ PWS 2.29.3 has been revised to read "special causes of loss".
Can the Government
• Provide a complete list of what is included with “AFE maintenance equipment to include spare parts”?
• Consider adding and listing as GFP the RS1 Parachute System maintenance equipment and spare parts?
• Confirm that if the government changes to another parachute system or updated AFE equipment they will provide replacement or reimbursement of these items?
RFP Attachment 1 ‐ PWS Appendix A‐2 and RFP Attachment 12 ‐ GFP Listing have been updated for clarification and were posted with Amendment 02 and includes maintenance equipment and spare parts. For Government changes to equipment the Government will provide replacement or reimbursement of these items.
Will military students be permitted to sign a waiver to enable vendor to purchase USPA insurance similar to a civilian Drop Zone or can rigger insurance be waived so long as all riggers are FAA certified and comply with all other portions of the SOW, including drug testing, parachute rigging process improvement and QCP requirements?”
No, military students will not be permitted to sign a liability waiver.
Could the Government Provide RFP modification that makes fuel cost a separate cost reimbursable CLIN plus DCAA allowable material handling charge (aka no overhead or profit) – or ‐ Provide a contract clause that allows for quarterly fuel cost fluctuations?
Fuel Cost has been revised and is now a separate cost reimbursable CLIN. RFP Schedule B has been modified to add Aircraft Fuel CLIN ‐ 0005. RFP Attachment 1 ‐ PWS and Attachment 2 ‐ Section L revised to incorporate aircraft fuel language.
Can the Government Modify RFP to allow 2 or 3 past performance references that contain multiple contracts less than $200K per contract if scope of work is same (i.e. provide aviation services or other specific training, lodging or logistics tasks) and clarify in RFP that relevant foreign contracts are allowable in RFP?
The RFP will not be modified, $200K contracts are not the same in terms of magnitude and complexity of work. IAW the RFP The Offeror’s past performance efforts will be assessed for:
Recency, Relevancy and Quality of Service. Relevancy Assessment: The Government will conduct an evaluation of recent performance information obtained to determine how closely the services performed under those contracts relate to the scope, magnitude and complexity of efforts described in this solicitation.
Relevant foreign contracts are not excluded from Past performance.
"Special profile" is what an Army Physician issues to a service member when they have a condition that prohibits certain activities. How will “special profiles” be tested, in reference to the Army PT test?
RFP Attachment 1 ‐ PWS paragraph 2.1.13 has been revised to include "If an instructor has a profile that prohibits them from taking all elements/portions of the PT test and receiving a passing score then the contractor needs to have a licensed physician validate that the instructor can safely perform all instructor duties. The contractor will document that a licensed physician has validated that the instructor can perform all duties in spite of a profile that prohibits the instructor from taking all portions of the Army PT test and the contractor will keep that documentation in the ITJ."
Can the Government confirm that the mobilization period begins immediately upon contract award?
Mobilization will begin upon award.

Questions and Answers ‐ Round 2
Why is a CARB rated aircraft required to support the Airdrop Operations? IAW DoDD 4500.53, Enclosure 3, Paragraph 9, Air Education and Training Command (AETC) requires CARB to provide increased safety and oversight for inexperienced student jumpers.
The Government made the determination through market research and the information gathered from industry via Request for Information (RFI’s) that there are multiple qualified CARB certified carriers performing freefall operations in the marketplace; thus services are reasonably available and adequate prices should result from adequate competition
Do companies with CARB certification for air transportation (that does not involve airdrop) need a new or separate CARB certification for airdrop operations since their aircraft may need to be configured differently for airdrop operations?
No. A separate CARB certification is not necessary.
Would the Air Force remove the CARB requirement and allow for a less restrictive method to achieve the same objective as a CARB certification?
No. See response to question 33.
