The proposal should not simply rephrase or restate the Government's requirements but needs to provide convincing rationale to address how the Offeror intends to meet these requirements
Acceptable – Proposal clearly meets the minimum requirements of the solicitation.
Technical Capability Executive Summary Plan to provide an effective Mobilization, Technical, Program Management and Staffing, and Performance Management/Quality Control approach State understanding of all BOS requirements over the life of this contract Approach for working with other contractors in support of the 42 ABW mission
During evaluations, each proposal will be assigned a rating of either “Acceptable” or “Unacceptable”.
A rating of unacceptable in one or more technical subfactors will constitute an overall unacceptable rating for the technical evaluation.

The proposals shall be evaluated against the following Technical Capability subfactors:
Subfactor 1: Mobilization Approach Subfactor 2: Technical Approach Subfactor 3: Program Management and Staffing Approach Subfactor 4: Performance Management/Quality Control Approach
Subfactor 1: Mobilization Approach This subfactor evaluates the Offeror’s plan to facilitate full performance on first day of contract; requirement is met when:
The Offeror provides a detailed strategy which results in a fully-staffed & qualified workforce to perform on contract start date Ensure equipment and vehicles are available on first day of contract start A realistic time-line schedule with sound supporting rationale; fully addresses start and completion of each key scheduled event
Subfactor 2: Technical Approach This subfactor evaluates the Offeror’s plan to provide multi-functional contracted workforce; requirement is met when:
Understanding of the requirement Ability to adapt to new and/or changing requirements Support of critical assets
Subfactor 3: Program Management and Staffing Approach This subfactor evaluates the adequacy of the Offeror’s proposed staffing by shift, skill classification and work unit; requirement is met when:
Detailed descriptions of roles are sufficient to meet projected workload/PWS requirement Completed Manpower Matrix supports workload/PWS requirement Provides process/rational which supports proposed staffing Strategy that addresses continuous coverage of “critical one-deep positions Strategy for continuous recruitment and retention of labor force A complete Work Breakdown Structure (WBS) to meet workload Description of subcontractor teaming arrangements or joint ventures
Subfactor 4: Performance Management/Quality Control Approach This subfactor evaluates the Offeror’s approach to meet the Government’s requirements identified in the PWS without introducing unacceptable risk; the requirement is met when:
Effective QC strategy Evaluates compliance, documents deficiencies, monitors corrective actions; ensures timely problem resolution, and explains how problem recurrence problems will be prevented Ensures effective QC and customer relations through efficient processes, performance measurement, analysis, and data management
Technical Proposal Helpful Hints Address all the RFP requirements in Section L Read and understand PWS requirements Do not over use “how wonderful your company is” Do not use old proposal that addresses another location or service not in the RFP Provide methodology to include calculations for manpower Remember: The technical team is made up of technical experts -- Tell us your technical approach in meeting the PWS requirements
