Section L - Instructions, Conditions and Notices to Bidders
L. PROPOSAL PREPARATION INSTRUCTIONS
L.1. GENERAL INFORMATION
L.1.1. To ensure timely and equitable evaluation of proposals, Offeror(s) must follow the instructions contained herein. Offeror(s) are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of four (4) separate volumes; Volume I - Price Proposal, Volume II – Technical Proposal, Volume III – Past Performance Information, and Volume IV – Other Contracting Considerations.
L.1.2. The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities or experience and will base its evaluation solely on the information presented in the offeror's proposal.
L.1.2.1. Proposals must demonstrate a comprehensive understanding of the nature and scope of work required. The Government will not search for data to cure problems or address inconsistencies in proposals. Each offeror shall submit a complete proposal in accordance with these instructions. The Government may consider any failure to comply with these instructions to be indicative of what could be expected from an offeror during performance and may consider it a weakness of the proposal. Statements such as "will comply," "noted and understood," "in accordance with industry best practices/standards," etc. without supporting narrative are not acceptable. Cursory responses or responses that merely reiterate or paraphrase the Performance Work Statement (PWS) language will not be considered to satisfy the requirements of the RFP.
L.1.3. In accordance with (IAW) FAR Subpart 4.8, "Government Contract Files," the Government will retain the “Original” submitted with the proposal for inclusion to the contract file. The Government will destroy extra copies of unsuccessful proposals after award of a resulting contract.
L.1.4. The contracting office Points of Contact (POC) are the sole POCs for this acquisition. Questions pertaining to this RFP, or any of its attachments, shall be submitted using the Solicitation Question and Comment sheet found at Attachment 11 and e-mailed to all the addressees below. (Note: Due to the time required to research a question and provide an answer, questions received after Date will not be responded to.) The Government will disregard questions submitted in any other format.

L.1.5. Exceptions taken to terms and conditions of the Request for Proposal (RFP), to any of its formal attachments, or to other parts of the solicitation shall be identified. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table 1.5., Solicitation Exceptions. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being removed from consideration for award.

L.1.6. Potential Errors: If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror should notify the Procurement Contracting Officer (PCO) in writing, identifying the perceived discrepancy, supporting rationale, and any applicable remedy the Offeror requests the PCO to consider as related to this solicitation.
L.1.7. Non-Government Advisors will not be utilized during this source selection.
L.1.8. Proposals must be submitted in both electronic and paper format as specified in L.2. PROPOSAL PREPARATION INSTRUCTIONS. In case of conflict between paper and electronic proposal copies, the paper version will take precedence. Telegraphic or facsimile offers will not be accepted. The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number, and the Offeror’s POC name, address, and phone number.
L.1.9. Offerors are cautioned that Joint Base San Antonio (JBSA)-Randolph has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass to gain entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING PROPOSALS. Offerors are responsible for allowing sufficient time to obtain a visitor pass and deliver the proposal PRIOR to the time specified for receipt. Late proposals will be processed IAW FAR 52.215-1(c) “Submission, modification, revision, and withdrawal of proposals.”
L.1.10. Solicitation Documents and Additional Information. All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps or FBO) website at https://www.fbo.gov/. Potential Offerors are encouraged to “register to receive notifications” and add this solicitation to their “Watch List” for real-time email notifications of information updates posted to the website regarding this solicitation. Additional information will be posted on FedBizOpps as applicable.
L.1.11. Debriefings. IAW FAR 15.503 Notification to Unsuccessful Offerors, the PCO will promptly notify unsuccessful Offerors excluded from the competitive range, eliminated from the competition, or not selected for an award; whereupon, the unsuccessful Offeror may request a debriefing. Offerors desiring a debriefing must make their request IAW the requirements of FAR 15.505 Preaward Debriefing of Offerors or 15.506 Postaward Debriefing of Offerors as applicable; however, Offerors are entitled to no more than one debriefing for each proposal.

NOTE: Any excess pages will not be evaluated and printed copies will be destroyed. Page count does not include the transmittal letter, cover pages, blank pages, title pages, table of contents, lists of tables and drawings, tab dividers, glossary or acronyms, cross reference matrix, position qualifications/descriptions, manpower matrix, or Executive Summary and Work Breakdown Structure (WBS).

L.2.2. Submission of offers. Submit signed and dated offers to the office specified in this solicitation on or before the exact date and time specified in this solicitation. Offers shall be submitted on the Standard Form 33.

L.2.4. Binding and Labeling: Original unbound proposals shall include a standard (5 ½ inch spaced) two-hole punch applied to the top center of each page when viewed in portrait orientation and if printed both sides, pages shall be printed to flip along the short edge as to be readable when placed in the contract file. Written copies of an Offeror’s proposal shall be submitted in separate three ring binders. Volumes I, II, III and IV may not be submitted together within the same binding. A cover sheet should be placed at the beginning of each volume, clearly marked as to whether it is the original or copy, volume number, title, solicitation identification, and the Offeror's name. Be sure to apply all appropriate markings including those prescribed IAW FAR 52.215-1(e), “Restriction on Disclosure and Use of Data.”
L.2.5. Page Format Restrictions and Limitations:
L.2.5.1. Page Format: Pages shall be 8.5 x 11 inches, not including foldouts. Pages shall be typed, with at least 1.5-line spacing. Except for the reproduced sections of the solicitation document, the font size shall be no less than 10 point. Margins on all four edges of each sheet will be at least one inch. Proprietary statements, security markings, and page numbers can fall within the defined margin area. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to Evaluation Notices (ENs) as well as to the initial proposal.
L.2.5.2. Page Limitations: Compliance with page count limits shall be verified via the hardcopy. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and will be destroyed as soon as practicable.
L.2.5.3. Pages Counted: Each page shall be counted except the following: transmittal letter, cover pages, blank pages, title pages, table of contents, lists of tables and drawings, tab dividers, glossary or acronyms, cross reference matrix, position qualifications/descriptions, manpower matrix, or Executive Summary and Work Breakdown Structure (WBS). Printing pages on both sides of a sheet must allow for pages to be flipped on the long edge of the paper except for foldouts used for charts, tables, or diagrams which should be folded and flipped on the short edge of the sheet. When both sides of a sheet display printed material (e.g. text, foldouts), it shall be counted as 2 pages.
L.2.5.4. Indexing and Glossary: Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Each volume shall contain a glossary of all abbreviations and acronyms used, and an explanation for each.
L.2.5.5. Foldouts: Legible tables, charts, graphs, and figures should be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays should be uncomplicated, legible, and should not exceed 11 x 17 inches in size. Foldout pages should fold entirely within the volume. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text. For tables, charts, graphs and figures, the font should be no smaller than 8 point. Design drawings may be in Offeror's format, provided standard commercial policies and practices are followed. All information (except documentation numbers, classification markings, and page numbers) shall be contained within an image area of 9 x 15-1/2 inches.
L.2.6. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
L.2.6.1. Requirements of the RFP (including Contract Line Item Numbers (CLIN) and Performance Work Statement (PWS)) and Government standards and regulations pertaining to the PWS.
L.2.6.2. Elaborate formats, bindings, or color presentations are not desired or required.
L.2.7. Electronic Format for All Proposal Volumes. When submitting electronic versions of their proposal, Offerors should follow these instructions:
L.2.7.1. The Offeror shall submit two (2) soft copies of all proposal volumes in electronic format, using one of the following “read only” electronic communications storage medium: CD-R or DVD-R. Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. Each volume shall be in a different directory. Any proposal documents providing computed amounts, such as Price Model, Section B, and manpower matrix, must furnish access to view all formulas. All electronic storage media must be appropriately marked, “This medium is UNCLASSIFIED.” The marking can be accomplished with a green SF 710 (Unclassified label) or equivalent. The national stock number for the label is: 7540–01–207–5539.
L.2.7.2. Submitting documents using Microsoft Office 2010:
1. Word documents – Set "Save as type" to "Word Document (*.docx)" only.
1. Excel spreadsheets – Set "Save as type" to "Microsoft Excel Workbook (*.xlsx)."

L.2.7.3. Submitting documents using Microsoft Office 2007:

L.2.7.4. Submitting documents using Microsoft Office 2003:

L.2.7.5. Submit PDF documents using only Adobe Acrobat 9.0 or later. Do NOT submit any documents in PDF format that are copied as “images.” When creating PDF files, always create to enable textual search and copy functions.
L.2.8. Past Performance Information (PPI) Tool. Offerors must use the PPI Tool (use latest version from FBO.gov) in order to electronically submit the Past Performance Volume IAW the RFP. Please see Attachment 6 for instructions.
L.3. SPECIFIC INSTRUCTIONS
L.3.1. Volume I – Price Proposal: Volume I shall be prepared IAW Paragraph L.1. and L.2. of this section. Compliance with these requirements is mandatory and failure to comply may result in rejection of the proposal. The prices proposed for all firm fixed-priced CLINs should correspond to efforts described in the technical proposal and the Government’s Performance Work Statement (PWS) requirements in Attachment 1. The CD/DVD shall include all MS Excel files with all cell formulas viewable. Data beyond that required by this instruction shall not be considered or evaluated. The Volume I Price Proposal shall contain the following:
L.3.1.1. Price Information: The Procuring Contracting Officer (PCO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the PCO will review this determination and if, in the PCO’s opinion, adequate price competition exists; no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the PCO determines that adequate price competition no longer exists; offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data, as appropriate and to the extent necessary, for the PCO to determine price reasonableness.
L.3.1.2. Section B: The Offeror shall propose and insert a unit price, rounded to the whole dollar, for each FFP CLIN of the Base Period and each Option Period. The extended amount must equal to the unit price multiplied by the quantity of units. The prices proposed in Section B must correspond with the prices proposed in the Price Model at Attachment 12. If there is a price discrepancy between the Price Model and Section B, the price proposed in Section B will take precedence.
L.3.1.3. The SCA Wage Determination (WD) provided at Attachment 2 and the CBA provided at Attachment 3 are provided for information purposes only.
L.3.1.3.1. The wage and benefit rates shall not be escalated beyond the basic period of performance (FAR 52.222-43(a) and (d)).
L.3.1.3.2. The Offeror shall propose prices for each CLIN that demonstrates a logical correlation to the staffing (e.g., Full Time Equivalents/man-years and man-hours, labor categories, skill mix) proposed in the Technical Proposal at Volume II.
L.3.2. Volume II – Technical Proposal: Volume II shall be prepared IAW Paragraph L.1. and L.2. of this section and will be evaluated IAW the evaluation criteria in Section M of the RFP for the Technical Factor. Using the instructions provided below, provide a detailed approach to accomplish/satisfy all subfactors. Do not merely reiterate the objectives or reformulate the requirements specified in the RFP or PWS. By submitting a proposal, the offeror affirms that its organization will perform all requirements specified in the RFP and PWS. Volume II shall contain the following:
L.3.2.1. Executive Summary – The Offeror may provide an executive summary which describes their plan to provide an effective Technical, Mobilization, Program Management and Staffing, and Performance Management/Quality Control approach. The Offeror shall state their understanding of the entire Base Operations Support requirement over the life of this contract. The Offeror’s executive summary shall also include the Offeror’s approach for working with other contractors in support of the 42 ABW mission. Any summary material presented here shall not be considered as meeting the requirements for any portion of any volume of the proposal.
L.3.2.2. Subfactor 1: MOBILIZATION APPROACH - The Offeror’s approach shall specifically provide:
L.3.2.2.1. How the Offeror plans to a) recruit, b) train, and c) qualify and/or certify personnel during the 30-day mobilization period.
L.3.2.2.2. A list of Offeror-provided equipment and vehicles (quantity/type) that includes the plan to acquire the necessary equipment and vehicles.
L.3.2.2.3. A time-line schedule with supporting rationale, which addresses start and completion of each key scheduled event (e.g. interviewing, hiring, human resource actions, training, and start work dates).
L.3.2.3. Subfactor 2: TECHNICAL APPROACH - This Subfactor evaluates the Offeror’s plan to provide a multi-functional contracted mission support workforce. The plan shall specifically address:
L.3.2.3.1. Approaches to provide: a) All Services, b) Maintenance Foreign Object Damage, c) Transient Maintenance, d) Static Display, e) Resource Management, f) Communications & Information Technology, g) Publishing, h) Installation Management, i) Operations, j) Installation Engineering, k) Emergency Management, l) Airfield Management, m) Supply, n) Transportation, o) Community Services, p) Weather.
L.3.2.3.2. How the Offeror plans to adapt to new and/or changing requirements and workload (short and long term surges).
L.3.2.3.3. Their approach to deliver support of critical Maxwell mission assets during contingency situations (i.e. natural disasters, manmade disasters, and/or wartime).
L.3.2.4. Subfactor 3: PROGRAM MANAGEMENT AND STAFFING APPROACH - This Subfactor evaluates the adequacy of the Offeror’s proposed staffing by shift, skill classification and work unit for the basic contract period and all option years. The proposal shall demonstrate an organizational structure that the company will employ while performing this effort. It must address lines of authority, details of onsite personnel by skill mix, function, and numbers. The proposal shall provide rationale used to develop the organizational structure. The Offeror shall:
L.3.2.4.1. Provide descriptions of the proposed roles and responsibilities, to include position qualifications/descriptions for each organizational element (i.e. work center or shop).
L.3.2.4.2. Provide a completed Manpower Matrix (ref: RFP, Section J, Attachment 10) for the base period and each option period.
L.3.2.4.3. Provide a rationale to support the proposed staffing, to include productive hour calculations (ref: RFP, Section J, Attachment 10).
L.3.2.4.4. Addresses coverage of “critical one-deep” positions.
L.3.2.4.5. Provide a strategy for continuous recruitment and retention.
L.3.2.4.6. Provide a complete Work Breakdown Structure (WBS) (located in the Technical Library).
L.3.2.4.7. Provide a description (if applicable) of subcontractor teaming arrangements or joint ventures that addresses organizational relationships and responsibility divisions between the prime contractor and subcontractor(s). Include a cross-reference matrix indicating which PWS areas particular contractors are performing.
L.3.2.5. Subfactor 4: PERFORMANCE MANAGEMENT/QUALITY CONTROL (QC) APPROACH – This Subfactor evaluates the Offeror’s approach to performance management/quality control to meet the Government’s requirements identified in the PWS. The proposal shall demonstrate the Offeror’s capability to meet PWS requirements without introducing unacceptable risk to the program or mission. The Offeror shall:
L.3.2.5.1. Provide an internal QC strategy which: a) identify, b) assess c) track, d) document deficiencies, trends and risks, e) develop and implement corrective actions and, f) analyze corrective action effectiveness.
L.3.2.5.2. Describe and graph a Quality Control organization, including lines of authority.
L.3.2.5.3. Describe your performance management approach.
L.3.3. Volume III – Past Performance Information: Volume III shall be prepared IAW Paragraph L.1. and L.2. of this section. Volume III shall contain the following:
L.3.3.1. Past Performance Report. The Offeror shall use the Past Performance Information (PPI) Tool and PPI Tool instructions provided as an attachment to this solicitation. The instructions offer step by step guidance for using the PPI Tool to generate the past performance report required by this solicitation. Using the PPI Tool, the Offeror shall provide a list of no more than six (6) of the most recent and relevant contracts performed for federal agencies and/or commercial customers.
L.3.3.2. Past Performance Information Sheets. Submit information on no more than six (6) contracts (including proposed major subcontractors, teaming partners, joint venture partners) that you consider relevant in demonstrating your ability to perform the proposed effort. The Offeror shall submit Past Performance Information Sheets IAW the format contained in Attachment 5. This information is required on the Offeror and subcontractors, teaming partners, and/or joint venture partners proposed to perform 20% of the proposed effort based on the total proposed price, or perform aspects of the effort the Offeror considers critical to overall successful performance. The Offeror shall submit Past Performance Information Sheets identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner (within the same division or cost center) and for a subcontractor performing meaningful or critical work. Each relevant contract shall have been performed during the past three (3) years from the date of issuance of this solicitation, except that ongoing programs must have begun no less than three (3) months from issuance of the RFP. The Past Performance Information Sheet for each contract is limited to no more than a combined total of six (6) contracts and the length of each submission to no more than seven (7) pages. The Government will use data provided by each Offeror in this volume and data obtained from other sources in the evaluation of past and present performance. The following may be provided as part of the Past Performance Information Sheet(s), as applicable:
L.3.3.2.1. Quality and Satisfaction Rating for Contracts Completed in the Past Three (3) Years: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contracts. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
L.3.3.2.2. Specific Content. Offerors may include a discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to an Unacceptable rating, since the problems encountered may have been on a more complex program, or an Offeror may have subsequently demonstrated the ability to overcome the problems encountered. The Offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified.
L.3.3.3. Organizational Structure Change History: Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts, or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
L.3.3.4. Subcontractor Consent and Client Authorization Letters.
L.3.3.4.1. Subcontractor Letters. Past performance information pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the Offeror can respond to such information.
L.3.3.4.2. Client Authorization Letters. If applicable, Offeror must also include Client Authorization Letters for each identified effort performed for a commercial customer, authorizing release to the Government of requested information on the Offerors performance.
L.3.3.5. Past Performance Questionnaires (PPQs): The Government will send out a Past Performance Questionnaire to the POCs identified in the Past Performance Information Sheets and to other sources identified by the Government. Ensure the POC provided is available and knowledgeable of the service provided under contract. In addition, ensure the POC contact information is current. The POC will be asked to submit completed questionnaires directly to the Government. Once the Past Performance Questionnaire is completed by the POC and submitted to the Contracting Officer, the information contained therein shall be considered source selection sensitive and shall not be released to the Offeror.
L.3.4. Volume IV – Small Business Subcontracting Plan: This section assesses the Offeror’s plan for maximizing participation of Small Business (SB), Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB), Historical Underutilized Small Business (HUBzone), Veteran Owned Small Business (VOSB) and Service Disabled Veteran Owned Small Business (SDVOSB). L.3.4.1. Each large business prime Offeror shall provide a clear, detailed, logical and realistic subcontracting plan for maximizing participation of the categories listed above. The Offeror must provide specific small business concern targets expressed as total contract value, total planned subcontract dollars, percentage of total contract value, and percentage of total planned subcontract dollars for the base and all option years. The plan shall conform to the requirements of FAR 52.219-9 with its Alternate II, DFARS 52.219-7003, and AFFARS 5319.704.
L.3.4.2. The plan shall address the requirements listed in the small business subcontracting checklist provided (Attachment 12). The Offeror shall complete the checklist and include it with the plan.
L.3.5. Volume V – Other Contracting Considerations:
L.3.5.1. Contract Forms: Designate on the volume cover which proposal package contains the original, executed copy of the RFP. Include the following on each proposal cover letter or proposal cover page: Name, office phone (include cell phone number if applicable), fax, and e-mail address for each proposal point of contact. The Offeror must complete the following and include in Volume V:
L.3.5.1.1. SF 33, Blocks 13-18, of the RFP Section A: In completing these blocks, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract. Submit a letter, signed at the vice-president level or equivalent or higher, that identifies the individual(s) with the authority to obligate or otherwise bind your company to the resulting contract and, if necessary, future contract modifications.
L.3.5.1.2. All necessary clause fill-ins in Sections I through K: Ensure compliance with RFP requirements if using the annual representations and certifications electronically via the Government controlled System for Award Management (SAM) website at http://www.sam.gov. Ensure the Tax Identification Number (TIN) is loaded in SAM or provided for in the proposal submission. If the PCO is unable to access the SAM website to retrieve an Offeror’s annual representations and certifications, that Offeror may, upon request by the PCO, be required to submit a hard copy of their annual representations and certifications. This request will not be construed as communications or discussions with an Offeror as defined by FAR 15.306.
L.3.5.1.3. Responsibility Determination: To assist in determining contractor responsibility IAW FAR Part 9.104-3(a), the Offeror shall explain how they plan to maintain adequate financial resources for a contract of this magnitude and length. Offeror(s) shall address fiscal plans for covering mobilization, unexpected or emergency situations, and initial performance costs prior to recoupment in the form of monthly invoice payments. Offeror(s) must provide complete financial statements for one (1) fiscal year and year-to-date financial information through the last quarter available. The year-end financial statements must be certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. If the Offeror intends to rely on internally available working/operation capital, evidence of availability must be submitted. If the Offeror plans to rely on financial support from other sources, evidence of availability and the maximum lines of credit that may be available must be identified and must be based upon the inclusion of this contract effort. Evidence of external funding must be provided in the form of a dated letter from the external source. Documentation to support the amounts must also be included.
L.3.5.1.4. Exceptions to Terms and Conditions: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in support of the exception, fully explaining its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation.
L.3.5.1.5. The prime and all subcontractor proposals shall remain valid for a period of 240 calendar days from the date of receipt of offers. Offerors may specify a longer acceptance period than the Government’s minimum requirement.
L.3.5.1.6. The prime and all subcontractors pricing shall be in United States currency only.
L.3.5.1.9. An incomplete proposal could indicate lack of understanding of the requirement and may result in the entire proposal being determined unacceptable and eliminated from further consideration.
