About this file
This file is a Questions and Answers (Q&A) document addressing vendor inquiries regarding a procurement for entertainment, equipment, and furniture installation at Joint Base Andrews. The solicitation (FA2860QH001) requires a three-phase phased implementation approach: Phase 1 involves simulator procurement and installation at Building 1889 Arnold Ave, ordering all patio furniture and equipment (canopies, trash cans), and delivery to Building 1442 Concord Ave; Phase 2 includes delivery of remaining patio furniture (tables and chairs) following construction completion; and Phase 3 covers TV procurement and installation on the Community Center Patio (Building 1442) after patio construction is complete. The project includes three outdoor smart TVs with outdoor weather-resistant capabilities, swivel-capable wall mounts to access rear inputs, TV covers for winter months, and golf simulators to be centered side-by-side on a 41-foot wall. All outdoor wiring must be enclosed in conduit to prevent exposure to elements. The Government will provide Wi-Fi internet access and coordinate any additional electrical work needed through the local electrical shop; the contractor must confirm electrical requirements prior to installation. Wall mounting is the preferred installation method, though final TV locations and sizes are pending completion of patio construction plans. The submission deadline was extended to September 23, 2026 at 2:00 PM EST. The Department of the Air Force (Headquarters District Washington) is the procuring agency, with funds noted as not presently available.

Please provide the name and number of each building where items will be installed.
Government Response:
3 TVs – 1442 Concord Ave Outdoor Furniture – 1442 Concord Ave Simulators – 1889 Arnold Ave
Regarding wall mounts: specify the type of wall mounts needed. The mission partner should research this, considering that from the site visit, the walls are brick accessible and may need to be swerve capable.
Government Response: Mounts need to be swivel capable of being pulled from wall to access inputs.
Does the mission partner prefer a phased implementation, given that the space does not appear to be ready? If so, please specify the sequence of phases, starting with the initial phase.
Government Response: Yes, phased implementation is best.
Phase 1 - Simulator procurement/install, order all patio furniture and equipment, deliver all equipment (canopies, trash cans) Phase 2 – Deliver remaining patio furniture following construction. (all tables and chairs) Phase 3 – TV procurement/install (following construction completion).
Will the TVs require cabling? Will they need Wi-Fi or Ethernet connections for internet access? If so, specify the required cable lengths.
Government Response: No cabling required, we will source HDMIs as needed. The wall mounts need to have swivel capabilities to access inputs behind the TV.
Do the TVs need to have smart capabilities? No partial sun since area is covered?
Government Response: Yes, they need to have smart capabilities. They also need to be able to withstand outdoor temperature resistance. Request TV covers for winter months.
Will the TVs fit within the available space? Does KTR have the flexibility to accommodate different sizes, or can multiple sizes be used?
Government Response: TVs will be installed on Community Center Patio (Bldg 1442) and will be last phase following patio construction. Once design is known we will communicate with the vendor of equipment needs.
For the golf simulation area, what is the size of the space to ensure the golf simulator fits appropriately?
Backwall length?
How far out from the wall? Is 17ft appropriate?
Government Response: The simulators will be centered side by side on the 41-foot wall. Will allow for needed space for all electrical lines.
Request for 3-year subscription for simulators… Would need internet, is it already available?
Government Response: Wi-Fi Internet is available within the facility.
TV’s against wall, furniture and obstruction in the middle of room will be removed (by MP) from the area prior to installation.
Government Response: The Government will clear items and areas before installation.
Mounting determination: has the Government determined whether wall mounting is available at each of the three outdoor display locations? The salient characteristics list the motorized lift cabinets only if no mounting is available, so this determination drives the configuration we quote.
Government Response: Wall mounting is the preferred way to go. However, we are unable to provide the location or TV size until patio construction is complete. Please see previous responses on types of TVs and mounts requested.
Cabinet quoting: if that determination is still open, would the Government like offerors to quote the lift cabinets as a separate priced option alongside the wall-mount configuration, so award isn't delayed by the open question?
Government Response: No need to provide quotes on lift cabinets, no longer needed.
Cabinet finish: the salient characteristics call for the cabinet exterior to be finished in black. Would the Government accept an equal alternative in premium all-aluminum construction with a powder-coated, realistic wood-grain finish? The aluminum construction resists rust, moisture, wind, and deformation for long-lasting outdoor durability, and we want to confirm acceptability before quoting it.
Government Response: No need to provide quotes on lift cabinet, no longer needed.
Submission deadline: can you confirm whether the response deadline remains Tuesday, 22 September 2026 at 2:00 PM EST, or whether an extension will be posted? We are prepared to submit by the current deadline either way and simply want to submit against the correct date.
Extension will be until 23 Sep.
Internet and cable service to the TV and golf simulator areas: who is responsible for running the feeds, and will the source be Wi-Fi or hardwired ethernet?
Government Response: The Government and the source will be Wi-Fi.
Electrical at both locations appears plug and play; if any additional outlets or circuits are identified as needed, who would perform that electrical work, the Government or the contractor?
Government Response: The Government will coordinate with local electrical shop if needed. Contractor will need to confirm prior to installation for coordination purposes.
For the outdoor runs, does the Government want all wiring enclosed in conduit?
Government Response: Yes, to prevent wires being exposed to the elements. Please install swivel type mounts to have the ability to have access to inputs on the back of TVs
Patio heater replacement: can you confirm the intended heater locations relative to the TV screens so we can account for clearances?
Government Response: I cannot at this time confirm as we have not seen the patio construction design. TV install will occur once the construction is done. Recommend pricing/install be for outdoor weather resistant SMART TVs
TV screens: can you confirm final locations and sizes? We discussed increasing one screen to 100 inches and reducing the others due to the mounting obstruction on the brick wall.
Government Response: Not at the moment, as we do not have final construction plans to show open spaces for TV install. This line item will be executed after patio construction is complete
Golf simulators: can you confirm placement of the two bays side by side, centered on the 41-foot back wall?
Government Response: Yes, please have them side by side centered on the 41-foot wall
Can you confirm whether any work (painting, lighting, flooring, etc.) will need to take place prior to the golf simulator installation?
Government Response: No, we will clear the space of TVs, tables, and chairs prior to installation of simulators.
