About this file

This is a Questions and Answers document addressing clarifications on a federal solicitation for Entertainment, Equipment, and Furniture services at Joint Base Andrews (JBA), solicitation number FA2860QH001, issued by the Department of the Air Force Headquarters District Washington.

The document clarifies key performance and delivery requirements across three phases: Phase 1 encompasses simulator procurement/installation and ordering of all patio furniture and equipment (canopies, trash cans) with delivery of Phase 1 items; Phase 2 involves delivery of remaining patio furniture (tables and chairs) following construction completion; and Phase 3 covers TV procurement and installation after construction is complete. Critical clarifications include that contractors must schedule delayed delivery of Phase 1-ordered patio furniture (tables, chairs, umbrellas, and bases) to align with Building 1442 patio construction completion rather than relying on Government storage; contractors are responsible for storage and delivery cost management during the ordering and holding period; Phase 2 delivery is anticipated within 21 days and Phase 3 installation within 30 days of written notice of construction completion; contractors may invoice upon acceptance of each phase rather than waiting for full contract completion; the Government will provide power to TV locations and HDMI cabling, with contractor scope limited to exposed conduit runs at the three TV installation sites; and any changes to TV size or location specifications will be handled through contract modification. The Government indicated it does not currently have construction timeline estimates but will communicate once available from the Capital Engineering and Support (CES) organization. Attachment 2 addressing 316 FSS CINC Funded Items Provisions and Clauses has been uploaded to the solicitation.

Text version

1. Phase 2 furniture storage: Phase 1 calls for ordering all patio furniture, while tables and chairs deliver after construction. Can the Government store items received early, or should the contractor schedule a delayed delivery tied to construction completion? Our quote assumes a scheduled Phase 2 delivery. The Contractor should schedule a delayed delivery tied to construction completion. For now, deliver during Phase 2

2. Construction timeline: is there an estimated completion date for the Building 1442 patio construction? This drives our Phase 2 and Phase 3 schedule. Our quote proposes Phase 2 delivery within 21 days and Phase 3 installation within 30 days of the Government's written notice that construction is complete. No, we do not have a timeline. We will communicate once we do. Yes, the contractor may invoice upon acceptance of each phase.

3. Umbrellas and bases: should the market umbrellas and umbrella bases deliver in Phase 1 with the canopies and trash cans, or in Phase 2 with the tables? Our quote assumes Phase 2. Yes, please deliver during Phase 2

4. Invoicing: may the contractor invoice upon acceptance of each phase, rather than at completion of the full contract? Yes, the contractor may invoice upon acceptance of each phase.

5. Conduit: the Q&A notes that outdoor wiring should be enclosed in conduit and that HDMI cabling is Government-sourced. Please confirm the contractor's conduit scope is limited to exposed runs we install at the three TV locations, and that power to those locations is provided by the Government. Confirmed

6. TV size or location changes: if final TV locations after construction call for a size other than 75 inches, may we assume the change would be handled by contract modification? Yes, contract modification would be incorporated for anything the government requests deviating from original directed performance.

7. Attachment 2: please confirm Attachment 2, 316 FSS CINC Funded Items Provisions and Clauses, is posted with the amendment, or send a copy, so we can confirm our quote accounts for it. Attachment 2 has now been uploaded.

8. What are the anticipated start and completion dates for each phase? If patio furniture must be ordered during Phase 1 but held until construction is complete, who is responsible for storage and any additional delivery costs?

Once Government has timelines from CES we will communicate with contractor to begin Phase 2.

Storage or ordering of furniture will be responsible for the contractor to manage when Phase 2 begins.

Phase 1 - Simulator procurement/install, order equipment, deliver all equipment (canopies, trash cans) Phase 2 – Order and Delivery of remaining patio furniture following construction (all tables and chairs)
