About this file
This document is a Questions and Answers file for a mold remediation services contract at Joint Base Andrews, providing critical details about the scope and execution of the project. The solicitation (FA286025Q4012) involves comprehensive remediation of Building 1602, 3rd Floor, B-Wing, with work to be performed during standard hours of 6:00 AM - 6:00 PM. Key project characteristics include a 3,480 sq. ft. office space built in 1984, potential raccoon activity, and possible biological damage to tiles and carpets. The building will be vacated during work, and contractors are expected to conduct baseline air sampling, assess HVAC system conditions, and potentially replace or clean carpets and ceiling tiles.
The contract utilizes a firm-fixed price structure with a complex CLIN (Contract Line Item Number) approach, allowing for option line items to cover potential additional work beyond initial assessments. Contractors must propose anticipated work quantities and unit prices for potential overages, with Civil Engineering handling pest control and certain infrastructure modifications. The government will provide outdoor staging areas, and contractors must coordinate security badging. Specific requirements include identifying which carpet and ceiling tiles can be cleaned versus replaced, proposing as if no asbestos is present, and preparing for potential microbial growth investigations. Contractors should be prepared for intermittent government inspections and must follow base policies for any wildlife encounters.

· Is there an estimated square footage for the office space?

· Contractors may provide air quality testing, no need for 3rd party to perform one.
· Are carpets been cleaned or replaced?
· Identify which ones can be cleaned and which ones should be replaced.
· How will prices be for proposals if there is no definitive answer about the presence of asbestos?
· Propose as if there is none. If found later, REA will be done under changes in site conditions.
· Is there any asbestos present in the building?
· Answer: CE is not tracking any asbestos in the facility
· What year was this building built?
· 1984
· What kind of SPEC are the ceiling tiles?
· 24 x 24
· 5/8 in (nominal)
· White Fissured 15/16” Grid 756A
· Was there any cleaning done when there was the conversion from dorms into an office?
· There was no cleaning involved in the conversion, there isn’t any documentation on cleaning being involved.
· When was the last project made in this building?
· 2024 Repair Stairwell
· What will the hours of the performance be?
· Standard hours: 6:00 AM – 6:00 PM
· Replacement of any furnishings?
· No, just wipe down and sanitize any affected areas.
· For bidding purposes, will quantities and flat scope be provided like Sq. ft. prices?
· Amendment 2 will be adding an updated CLIN structure. You will propose your anticipated amount of work in the base CLINs. For CLINs 1003 and 1004, you will propose the remainder of the sq. ft. of the facility you did not propose on your base CLIN. CLIN 1005 you will put int the unit cost for additional insulation at the same size as proposed in CLIN 0005 (If 6 ft. was used in 0005, 6ft will be used in 1005). CLIN 1006 quote the cost per sq. ft. for carpet replacement. All option CLINs are for additional work in excess of the work you anticipate needs to be done.
· Example 1: You quoted under CLIN 0001, replacing 40 sq ft. of carpet you ended up replacing 42 sq ft. CLIN 1006 would be exercised for 2 sq ft at your previously proposed rate.
· Example 2: You quoted under CLIN 0004, 1,480 sq ft., based on this amount, your CLIN 1004 would have 2,000 sq ft. At completion of the assessment it was determined 1,600 sq ft. of ceiling tiles needed to be replaced. CLIN 1004 would be exercised for 120 sq ft.
· The anticipated quantity to be replaced is not known. As this is a firm-fixed price contract; we’re leaning from your experience to provide your best guess on the percentage of tiles that will be replaced. Based on your observations at the site visit in addition to the photos that were provided in the solicitation.
· Is there going to be work done in the whole office or just certain spots?
· The whole office
· If equivalent materials (e.g., ceiling tiles, carpet tiles) are available but not identical, will substitutions be permitted upon approval?
· Yes, subject to CO and customer approval.
· If the condition of affected materials proves worse than expected (e.g., pipe insulation damage, microbial spread), will quantities beyond the current SOW be handled through change orders?
· See new CLIN structure provided in Amendment 2 and Q & A for examples for how the option CLIN structure would function.
· Is unit pricing for potential overages or change orders recommended or required?
· See new CLIN structure provided in Amendment 2 and Q & A for examples for how the option CLIN structure would function
· Will the building be vacated during remediation, or will work need to be phased to accommodate occupancy?
· The building will be vacated during work.
· The SOW specifies a new utility sink to be furnished and anchored but notes that plumbing “will be done by others.” Should we anticipate any rough-in coordination, or is this limited to furnishing and mounting only?
· Please provide reference, review does not show this present in requirement documentation.
· Is there any known or suspected microbial growth within the HVAC system? Should duct interior inspection, cleaning, or fogging be included?
· Contractor shall assess inside the system and provide a report for a separate action as part of performance of work.
· Is there a designated waste disposal site, or should we include hauling to an off-base, compliant facility?
· See PWS 1.1.15

· No interior space outside of the office to be worked is available. Outdoor space will be made available for vehicles and materials in front of the building by the parking lot area.
· Will escorts be required for the duration of the work, or will badged access be available for approved workers?
· The contractor will complete requirements in clause 5352.242-9000 with security forces and customer to acquire badges for performance of the contract.
· Can multiple crews be onsite simultaneously?
· Yes, but must be approved via clause mentioned above.
· Will government representatives or industrial hygiene staff be conducting intermittent inspections during remediation, or only final clearance?
· There will be government personnel on site during performance. There may also be periodic inspections by government personnel.
· If any live raccoons or active nesting are encountered during the course of work, will the government provide wildlife control services, or should the contractor be prepared to implement catch-and-release procedures in accordance with base policy?
· Civil Engineering will provide pest control services.
· In the back room, there is a metal cage enclosure that restricts access to the ceiling space above. Will the disassembly and reassembly of this cage be handled by others, or should the contractor include this effort in the scope?
· CE will take care of this in the event the cage needs to be disassembled/removed and then reinstalled.
· Has environmental testing or fungal sampling (e.g., air or surface) been conducted prior to this solicitation? If so, can results be shared?
