| 21 | The solicitation requires the Offeror to provide a specifi data/information as part of its response; however, it is unclear wher/how this information is to be be provided as there is no required Volume for Contract Documentation/Administration - and the requirements for the required volumes (Technical Approach, Past Performance, Price), do not include this information and/or page count for it. | 22 | The instructions reference FAR 52.222-17, Non-displacement of Qualified Workers. We believe that this clause was deleted in its entirety in June of 2020 and is no longer applicable. As the government is aware, on November 18, 2021, the President issued Executive Order 14055 concerning Non-displacement of Qualified Workers. Can the government provide all potential offers with the list of incumbent personnel and date of service (names are not necessary), so that all offerors have adequate and appropriate cost data to consider as part of their bid price and so that all offerors are afforded a chance to compete on a level-playing field with the incumbent contractor? This is especially necessary due to the existence of a CBA which provides vacation and other cost elements based upon seniority. | Reference to FAR 52.222-17 has been removed from the soliciation. | 30 | TICMS, per DAFMAN 21-201, Table 2.1, Munitions Segregation of Duty Matrix, has a great deal of restricted and conflicting roles. In addition, TICMS requires multiple process activities to complete any single transation, which incorporates different roles into process flows and adds time to complete transations as compared to CAS. Can the government please provide specific roles that contractor staff fulfills in TICMS?
