EXHIBIT 1 - TECHNICAL LIBRARY

DEFINITIONS AND ACRONYMNS

General Definitions and Acronyms Chlorofluorocarbons (CFC). A class of compounds that have been shown to be the primary contributor to depleting the upper atmosphere of protective ozone. Examples include Halon, chemicals used in making Styrofoam, and certain propellants.

Clean Water Act (CWA). The water act that decreed that the waters of the nation should be "fishable/swimmable" (i.e. the waters should be safe enough to swim in and support aquatic life). Regulations under the CWA apply primarily to discharges into navigable bodies of water (e.g. lakes, streams, and rivers) and basically excludes groundwater.

Contract Monitoring and Surveillance Report (CMSR). Form used to by Contracting Officer’s Representatives (COR) to document discrepancies resulting from surveillance/assessment of contractor performance of required service(s). Form will also indicate surveillance/assessment rating as Pass, Fail and/or None.

Contracting Officer (CO). A person with the authority to enter into, administer, direct, and/or terminate contracts and make related determinations and findings.

Contracting Officer’s Representative (COR). A functionally qualified government person responsible for surveillance of contractor performance.

Contractor. The individual or company responsible for performing the duties and responsibilities of the PWS.

Contractor-Furnished Material (CFM). CFM are contractor provided common hand tools e.g., screwdrivers, wrenches, sockets, etc., requiring replacement during the life of the contract.

Defective Service. A service output that does not meet the standard of performance specified in the contract for that service.

Deployment. A movement of aircraft requiring maintenance support at a location other than the assigned base. The aircraft are deployed to provide operational mission support.

Environmental Protection Agency (EPA). At the federal level, it is the agency of the executive branch tasked to oversee protecting the environment on a national scale. Enforcement programs include air, water, solid waste and hazardous waste. The federal agency is broken down into ten EPA regions each covering a specific area of the United States. Many states have also created a state EPA for enforcing state environmental regulations. The federal EPA may delegate enforcement of federal EPA requirements to the states, if the state has a media compliance/enforcement program that is either as stringent as or more stringent than the federal requirements.

Environmental Protection Committee (EPC). An interdisciplinary committee at the base, MAJCOM, or Air Staff tasked with assuring that the Air Force achieves and complies with all required environmental compliance issues and projects future requirements in a proactive stance in regards to environmental management. Committee members include the installation commander, operations, maintenance, resource management (transportation, supply, fuels, finances), civil engineering, public affairs, judge advocate, and bioenvironmental health.

First Operational Performance Period. The interval of time during which the contractor is solely responsible for accomplishment of all activities set forth in the PWS through day-to-day management of the required service. (This period excludes the orientation period and any interval between award of the contract and commencement of performance).

Functional Area Chief (FAC). The commander or functional director of the organization having responsibility for the actual performance of a given service whether it is performed in-house or by contractor. With the approval of the commander, this duty may be delegated flight chief level and above. (For this contract, the FAC is the 11 Logistics Readiness Squadron Commander).

Functional Director (FD). The commander or functional director of the organization having responsibility for the actual performance of a given service whether it is performed in-house or by contractor. With the approval of the commander, this duty may be delegated flight chief level and above. (For this contract, the FAC is the 11 Logistics Readiness Squadron Commander).

Government Furnished Equipment (GFE). As it applies to equipment listed in TE-5, are government-provided equipment: e.g., tools, special tools, bench stock, and consumables.

Government Furnished Warranty (GFW). As it applies to tools listed in TE-5 that are covered under a manufacturer's warranty program.

Government-Furnished Material (GFM). As it applies to local manufacture of tools listed in TE-5, GFM are government-provided materials: e.g., sheet metal, metal stocks, fabrics, plastics, special modification to tools, etc.

Hazardous Material. Hazardous material is a substance that can be used for its intended purpose and is not slated for disposal.

Hazardous Waste. Hazardous waste is hazardous material that can no longer be used for its intended purpose. See the Resource Conservation and Recovery Act for a formal detailed definition.

Joint Serviceability Inspection. Inspection of equipment/facilities by government and contractor representatives to inventory and determine their serviceability and physical condition.

Lot. The total number of service outputs in a surveillance period, as defined in the performance requirements (PR) column of the performance requirements summary (PRS).

Ozone Layer Depleting Substances (ODS). This is an AF acronym used to refer to chlorofluorocarbons (CFC), Halon, Freon, and other substances that deplete the stratospheric ozone layer.

Performance Requirement (PR). The point that divides acceptable and unacceptable performance of a task according to the PRS and the Inspection of Services clause.

Performance Requirements Summary (PRS). A listing of the service outputs under the contract that are to be evaluated by the government COTR on a regular basis to assure contract performance standards are met by the contractor, the surveillance methods to be used for these outputs, and the PR of the listed outputs.

Quality Assurance (QA). A planned and systematic pattern of all actions necessary to provide confidence to the government that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For the purpose of this document, QA refers to actions by the government.

Quality Assurance Program. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements;

and satisfactory performance is achieved. For purposes of this contract, quality assurance refers to actions by the government.

Performance Plan (PP). An organized, written document used for quality assurance surveillance. The document contains specific methods to perform surveillance of the contractor.

Quality Control. Those actions taken by a contractor to control the production of outputs to ensure that they conform to the contract requirements.

Quality Support (QS). Those actions taken by a contractor to control the production of services so that they meet the requirements of the PWS. Note: References in government publications to "QA" shall be interpreted as meaning "QS" for purposes of this contract.

Random Sampling. A sampling method where each service output in a lot has an equal chance of being selected for quality assurance surveillance.

Resource Conservation and Recovery Act (RCRA). The 1976 act to provide for management of currently generated hazardous wastes. The requirements of the act were designed to provide incentives for resource recovery and safe hazardous waste management and disposal.

Safe Drinking Water Act (SDWA). This act ensures the safety of public water supplies and includes impacts to groundwater.

Sample. A sample consists of one or more service outputs drawn from a lot for quality assurance surveillance. The number of outputs in the sample is the sample size.

Sampling Guide. The part of the surveillance plan that contains all the information needed to perform surveillance of the service output(s) by the random sample method of surveillance.

Scheduled Maintenance. Periodic prescribed inspections or servicing of equipment accomplished on a calendar, mileage, or hours-of-operation basis.

Spill Prevention, Control, and Countermeasures (SPCC). A requirement of the CWA. Each installation is to have a SPCC plan to respond to spills of reportable materials. The plan outlines responsibilities and actions to minimize adverse impacts to the nation's waters.

Technical Definitions Peculiar to this PWS Accountable Officer. The Chief of Supply who is the government appointee and responsible for keeping auditable records of property in numbered stock record accounts.

Accumulation Point. The area in or near the workplace where hazardous wastes are accumulated prior to transfer to a permitted treatment, storage or disposal (TSD) facility.

Aerospace Ground Equipment (AGE) Subpool. Any location on the base other than the immediate area around the central AGE dispatch.

Air Force Stock Fund. A revolving fund or working capital fund which finances inventories of required material and generates income by selling such material to the requiring activity/customer.

Alert Aircraft. Standby aircraft in FMC status that is ready for immediate launch.

Applicable Technical Data. Those Air Force Technical Orders (T.O.s), instructions, regulations, manuals, and Time Compliance Technical Orders (TCTOs) which direct or prescribe required maintenance/inspection procedures on assigned aircraft, engines, and associated equipment. Supplements and amendments are considered part of the basic publication and shall require compliance. Any reference to a publication is meant to include the basic publication and all of its supplements and amendments. Supplements or amendments to publications from any organizational level may be issued during the life of the contract.

Average Repair Cycle Assets. Quarterly average turnaround time for repair of reparable assets.

Awaiting Maintenance (AWM). Average Deferred Discrepancy Rate per Aircraft. Average number of AWM deferred discrepancies for all possessed aircraft divided by the total number of possessed aircraft. Definition of a deferred discrepancy is specified in AMCI 21-101. Rate will be rounded to the nearest tenth of the calculated rate.

Base Contracting Automated System (BCAS). An automated system located in each base contracting office that processes on-line requisitions/demands from major customers. It produces buyer abstracts, written solicitations, purchase and delivery orders, basic agreements, and contracts.

Base Repair Capability. The percentage of all reparable items that are actually being repaired at a particular base.

Bench Stock. Expendable material used in the performance of maintenance.

Bulk Petroleum War Reserve Requirements (BPWRR). Fuel required in support of the SECDEF Defense Planning guide to be positioned prior to hostilities at or near the point of planned use.

Bulk Petroleum War Reserve Storage (BPWRS). The on-hand assets designated to satisfy the BPWRR. It should be dedicated, set aside, and have quantifiable stocks of militarily suitable products.

CAMS System. Maintenance management information system for the Air Force.

Cannibalization. The authorized removal of a specific component or assembly from an item of equipment to install on another item of equipment.

Close Hold. Term used to identify sensitive missions where the destination, passengers' names, or other mission details are restricted from general release.

CODEL. Congressional Delegation Contractor Building/Facility Manager. A contractor employee designated by the contractor (subject to approval by the unit commander) as his representative on all matters dealing with real property maintenance and repair, fire protection, and provided services, security, conditions of occupancy, and use of government facilities.

Customer Account Representative (CAR). An individual who obtains forms and publications from the local Publications Distribution Office (PDO) and is responsible for all aspects of maintaining a publication account and library.

Defect. Any non-conformance of a characteristic with specified requirements.

Defense Logistics Agency-Disposition Services (DLA-DS). The Defense Logistics Agency (DLA) organizational entity having accountability for and control over reusable property, scrap, and waste.

Deferred Discrepancy. A minor malfunction or deficiency on aircraft or equipment that will not affect the operation or safety and that cannot be corrected after discovery due to non-availability of parts, manpower, facilities, or equipment.

Delayed Discrepancy. A minor malfunction or deficiency on aircraft or equipment that will not affect the operation or safety and that cannot be corrected within three duty days after discovery due to non-availability of parts, manpower, facilities, or equipment.

Demilitarization. The act of destroying the offensive or defensive advantages inherent in certain types of equipment and materiel. This action includes mutilating, dumping at sea, wrapping, burning, or altering the design so as to prevent the further use of such equipment and materiel for its originally intended military or lethal purpose.

Department of Transportation (DOT). DOT regulations govern the type of container marking, labeling and placarding requirements for transporting hazardous materials and hazardous wastes.

Depot Maintenance. The level of maintenance consisting of those on-equipment and off-equipment tasks performed using the highly specialized skills, sophisticated shop equipment, or special facilities of a supporting command at a logistics center, centralized repair facility, or in some cases, at an operating location.

Disassembly. Tear-down of the hem or parts sufficient to permit the type and amount of inspection and work required.

Dispersal. A movement of aircraft and personnel to a location other than an assigned base.

Element of Expense Investment Code (EEIC). A code assigned to an item, which shows type of cost or resource being used.

Emergency Distribution Plan (EDP). A plan issued by the Defense Logistics Agency (DLA) field office for use by a storing activity for distribution of fuel to bases in times of national emergency.

Emergency or Urgent Actions. Emergency or urgent actions are actions which would require grounding of aircraft or special instructions for safety of night generated by the FAA, or by the original equipment manufacturer Expendable Tools. Tools (e.g., apex bits, drill bits, etc.) that will be controlled, accounted for, and secured by the shop supervisor but may be on bench stock.

Fair Wear and Tear. The deterioration of items attributed to normal usage.

FMD. Refers to the Fuels Manager Defense Program used in POL to track all Fuels data.

Foreign Object Damage (FOD). Damage to an aircraft caused by ingesting an object. Chargeable FOD rates are calculated IAW AFI 91-204.

FP Product. Any of the fuels or fuels-related products that the contractor is required to receive, store, or issue.

Facility Project Request Memorandum (FPRM). Replaced old 332s for facilty upgrades, major repairs, and/or new construction projects.

Fully Mission Capable (FMC). The aircraft is safe for flight. Minor discrepancies can exist. Existing maintenance, cure checks and/or supply requirements do not limit the aircraft from performing any of its intended mission profiles.

FMC time is the hours the aircraft is FMC.

Fully Mission Capable Rate (FMCR). Percent of aircraft possessed ours that were fully mission capable for a unit over a specified period.

Functional Check. A check performed by the local maintenance activity to ensure that items are in a serviceable condition.

FX. Refers to a manual supply accounting system.

Government-Furnished Bench Stock. All consumable and expendable items centrally managed by the Defense Logistics Agency (DLA) used in the performance of maintenance.

Government-Furnished Property (GFP). Facilities, equipment, tools, supplies, parts, or any other items furnished for the contractor's use by the government.

Hazardous Material (HAZMAT). Under environmental requirements, any material, that once defined as a waste would meet the criteria for a hazardous waste (i.e. reactive, corrosive, ignitable, EP toxic, or listed in the EPA hazardous waste listing) and cannot be recycled or reused for its original intended purpose. Similarly, the Transportation Safety Act of 1974 defines a hazardous material as "any substance or material in a quantity or form which may pose an unreasonable risk to health and safety or property when transported in commerce".

Hazardous Waste. Any used hazardous substance that exhibits the characteristics of ignitability, corrosiveness, reactivity.

IMP. A classified data services product published by SA-ALC/SFML depicting total fuels wartime inventory requirements, levels and assets by location.

In-Line. The standard base supply system (SBSS) computer is available for processing transactions.

Inspect or Check. An examination of an item to determine identity, condition, and proper installation.

Line Item. An item of supply that is assigned an identifying stock or part number.

Logistics Departure Reliability. Percent of total departures that did not have a delay caused by logistics.

Maintenance Scheduling Effectiveness. Percent of on-time, scheduled maintenance actions accomplished vs. that scheduled, as defined in AMCI 21-101, Chapter 5. Rate will be rounded up to the nearest tenth of a percent.

Maintenance. All actions required to keep a vehicle or piece of equipment serviceable. This includes inspection, testing, servicing, repairing, overhauling, re-building, re-manufacturing, cannibalizing, and reclaiming parts, accessories, and end items.

Safety Data Sheets (SDS). Forms that contain information of the manufacturer, physical properties, hazards, and chemical composition of a product.

Max 1-Day. The maximum amount of fuel (in gallons) required to be dispensed in a 24-hour period during war conditions.

Mission Capable (MC) Rate. MC rates will be calculated for total aircraft possessed time. Rates are determined and calculated as specified in AFI 21-103 AMCPAM 21-102 ATTACHMENT 1 as supplemented. Rate shall be rounded to the nearest on tenth of a percent. Note: Report possessed hours only using the applicable possession code definitions specified in AFR 700 - 20 Mission Capable (MC). An aircraft Is MC when it is safe for flight and all equipment necessary for its primary mission is operative.

Mission Reliability. Measure of mission success. Determines aircraft performance while considering on-time departures and no aborts throughout the mission.

Modification. A change in the physical configuration or in the functional characteristics of a system or equipment.

Non-Mission Capable Both Rate. Percent of aircraft possessed ours that were NMCB for a unit over a specified period.

Non-Mission Capable Maintenance Rate. Percent of aircraft possessed ours that were NMCM for a unit over a specified period.

Non-Mission Capable Rate. Percent of aircraft possessed ours that were NMCM, NMCS, and NMCB for a unit over a specified period.

Non-Mission Capable Supply Rate. Percent of aircraft possessed hours that were NMCS for a unit over a specified period.

Not Mission Capable (NMC). The aircraft is considered not safe to fly.

Not Mission Capable for both Maintenance and Supply (NMCB). A status term used when concurrent and not necessarily related NMCM and NMCS me in existence.

Not Mission Capable for Maintenance (NMCM). The aircraft is not safe for flight because an essential maintenance task (other than normal servicing) must be performed or is being performed. Work or ability to work this task has not been stopped by a lack of parts.

Not Mission Capable for Supply (NMCS). The aircraft is not safe for flight because essential maintenance tasks (other than normal servicing) can not be performed or cannot be continued because of a lack of repair parts or components.

Notice of Noncompliance. Similar to a notice of violation, except that it is more fully detailed, documenting the various violations, noting enforceability claims, liability claims, and compliance schedules between EPA and federal facilities.

Notice of Violation. A formal, legal, notice from a local, state, or federal regulatory authority that an installation/agency/function has violated applicable laws or regulations.

Off-Line. The SBSS computer is operational but not available for processing transactions.

One Time Inspection (OTI). Local or higher headquarters directed inspection accomplished to determine equipment condition or status.

On-Time Departure. Ratio of missions that depart on or before schedule divided by the total number of departures.

Operating Instruction (OI). Assign responsibilities, direct actions, and prescribe procedures within a headquarters, organizational element (i.e. squadron, flight), or a functional area.

Partial Mission Capable (PMC). The aircraft is safe to fly, but one or more discrepancies render the aircraft incapable of performing all of its intended mission profiles Partial Mission Capable for Both (PMCB). Supply and maintenance.

Partial Mission Capable for Maintenance (PMCM). The aircraft is safe for flight, but one or more existing deficiencies (other than normal servicing) limits the utility or mission capability of the aircraft. Work or ability to work this task has not been adopted by lack of parts.

Partial Mission Capable for Supply (PMCS). The aircraft is safe for flight, but one or more existing discrepancies (other than normal servicing) limits the utility or mission capability of the aircraft. Work or ability to work this task is prevented the lack of required parts.

Partial Mission Capable Maintenance Rate. Percent of the aircraft possessed hours that were PMCM for a unit over a specified time.

Partial Mission Capable Rate. Percent of the aircraft possessed hours that were PMCM, PMCB, and PMCS for a unit over a specified time.

Parts. Essential elements, components or subassemblies of an item.

Petroleum, Oils, and Lubricants (POL). Refers to all Petroleum, Oils and Lubricants.

Phoenix Banner. Airlift that supports the President of the United States. (Above normal AF standards).

Phoenix Copper. Airlift that supports the Secret Service.

Phoenix Silver. Airlift that support the Vice President of the United States Post-Post Contingency. The SBSS computer is not operational for a period of time and transactions must be transported to another location for processing.

Post-Post. Supply procedures implemented when the SBSS computer is not operational for a period of time.

Preventive Maintenance. The care and servicing by personnel to maintain equipment and facilities in satisfactory condition by providing for systematic inspection, detection, and correction of incipient failures, either before they occur or before they develop into major defects.

Procuring Contracting Officer (PCO). The only individual authorized to enter into contracts on behalf of the government, to direct/redirect the effort, make determinations relative to approvals, scope and/or successful completion of events required by this contract or in any way amend any terms or conditions of this contract. The PCO has overall responsibility for management of this contract.

Quarterly. Every three months, not to exceed ninety days.

Quiet Hours. Hours when aircraft engine operations are restricted due to noise concerns Ramp Freeze. Associated with the movement of designated VIPs. All personnel and vehicle movement on the west parking ramp, taxiways and in the Andrews AFB airdrome will cease during this period. See TE-19 for specific procedures that are required during ramp freezes.

Rapid Communication (RAPCOM). Communication network between remote processing sites (RPS) within the Air Mobility Command (AMC).

Recurring Maintenance. Maintenance required as a result of incorrect diagnosis, poor quality or work design deficiency, operator abuse, ineffective quality control, or material failure.

Repair. The restoration or replacement of parts or components of material as necessitated by wear and tear, damage, failure of parts or the like in order to maintain the specific item of material in proper operating condition.

Reparable. An unserviceable item that can be repaired and restored to a serviceable condition.

Reverse Post. Transaction used to correct errors that have occurred when processing inputs to the SBSS.

Safety Equipment. Equipment to prevent injury while performing specific tasks.

SAM FOX. Special Air Mission standards (above normal AF standards).

SAM Visit. Public relations tour of SAM aircraft.

Scheduled Maintenance. Periodic prescribed inspections and/or servicing of equipment accomplished on a calendar or hourly basis (ref T.O. 00-20-1).

Safety Data Sheets (SDS). Forms that contain information of the manufacturer, physical properties, hazards, and chemical composition of a product.

Serviceable. Capable of meeting the requirement and performance of the function for which designed or modified, and meeting all test requirements established by the prescribed specification.

Special Tools. Tools that are designed and developed to perform a peculiar maintenance operation on a specific end item of equipment or component. These items include, but are not limited to, wheel or bearing pullers, special jigs, special cradles, alignment devices, vacuum pumps, floor jacks and cranes, engine slings, and those special tools listed in applicable equipment technical orders.

Standard Base Supply System (SBSS). An automated inventory accounting system designed to provide timely supply support to base level activities. The system consists of a computer for storage and maintenance of records and for generation of management reports as well as both manual procedures and interfacing computer programs.

Standard Reporting Designator (SRD). Identifies the type aircraft, major end item or system.

Standard. Acknowledged measurement of performance as determined by the Government.

Static Display. AF Museum or other designated aircraft or aircraft components.

Supply Systems Monitor. The supply system monitor's primary responsibility is to ensure that the computer support required to accomplish the supply mission is scheduled with Kelly Defense Mega Center (DMC). The RPS shall be the base supply central point of contact to the base network control center (BNCC) and Air Force Standard Systems Center (AFSSC) on the SBSS operation.

Support Agreements. A written document that describes facilities, material, or services provided by the host to another organization.

Support Equipment. Support equipment includes all ground equipment and associated test, support, and control software required to support and maintain the weapon system.

System Program Manager (SPM). The government official who has program responsibility for the procurement of a system Time Compliance Technical Orders (TCTO). The media authorized by AFPD 21-3 to provide instructions to Air Force activities for accomplishing and/or making a record of "one time" changes to standard systems, equipment, materials, munitions, and computer programs or for imparting precautionary instructions relating to safety, limitations, or inspections of system/equipment or munitions. Compliance is required within specified time limits.

Total Not Mission Capable Maintenance (TNMCM). The basis for TCMCM is the total number of aircraft hours (scheduled and unscheduled) in Not Mission Capable Maintenance (NMCM) status and Not Mission Capable Both (NMCB), divided by the total possessed hours (AFI 21-103 and AMCPAM 21-102 ATTACHMENT 1).

Transfer Inspection. Transfer inspections will be performed IAW TO 00-20-1, AFI 21-103 and AFCSM 22-(558-

579) VOLUME 2, vol. XIV.

Transient Aircraft. Aircraft is considered transient when it arrives at any location, to include JB Andrews, and will be continuing on to another location whether there is a Aircrew change or not.

Turn Around Transaction (TRN). A repair and reinstallation of a reparable item that updates the demand level for repair cycle assets.

Unscheduled Maintenance. Those unpredictable maintenance requirements that have not been previously planned or programmed, but require prompt attention and must be added to, integrated with or substituted for previously scheduled workloads.

Vehicle Incident. Vehicle damage that was clearly beyond the control of the vehicle's operator. It is not classified as an accident.

Volatile Organic Compound (VOC). Organic compounds (i.e. composed of hydrogen and carbon, but may also contain such elements as oxygen, nitrogen, sulfur, chlorine, and fluorine) with relatively low vapor pressures that cause them to be easily evaporated. APPLICABLE AF INSTRUCTIONS AND TECHNICAL ORDERS (MANDATORY)

Publications and forms that apply to the PWS are listed below. The publications and forms have been coded as mandatory or advisory. The contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS. The contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in this PWS. The government shall provide all publications and forms in electronic or paper format (when electronic format is not available).

The following regulations, manuals, and other directives, as supplemented, are applicable to the requirements set forth in this contract. The most current referenced directives and supplements thereto are to be utilized in the pricing of this contract. If additional publications are applicable or noted in the PWS that are not listed below, they should be considered in pricing. The contractor shall be required to maintain the Technical Libraries and therefore, will be responsible for updating and utilizing changes to these directives as they occur. It is the responsibility of the contractor to establish follow-on requirements with the publication distribution office and that the most current publication or form is in use. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes that result in a decrease or no change in the contract price and notify the contracting officer in writing of such change. Should a decrease in contract price result, the contractor shall provide a proposal for a reduction in the contract price to the contracting officer. Before implementing any change that will result in an increase in contract price, the contractor shall submit to the contracting officer a price proposal within 30 calendar days following receipt of the change by the contractor. The contracting officer and the contractor shall negotiate the change into the contract under the provisions of the contract clause entitled "Changes."Failure of the contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the government to performance according to such change at no increase in contract price (unless the time requirement is waived by the contracting officer according to paragraph (c) of the Changes clause).The contractor shall be bound to accomplish the tasks set forth in this PWS, and the references set forth in the PWS, provided that: Should there be a conflict between the PWS and a publication, the publication will control. Should there be a conflict between or among two or more such references, those issued by a higher authority will control over those issued by a lower authority; for those issued at the same level of authority, those with a later date of issue will control over those with earlier dates of issue. Any task set forth in any such reference which will call for the exercise of non-delegable discretionary government authority will be subject to the final approval of the government official having such authority.

RAMP FREEZE PROCEDURES

All procedures are covered by Letter of Agreement between 89th Airlift Wing and United States Secret Service, effective 29 Sep 97 and as modified by meeting 17 Dec 97.

The Ramp Freeze area is located on the west ramp only, from the north end of the Mass Parking Area (MPA), south to the Hot Cargo Pad. The area extends east to include the Whiskey active taxiway and the entire west active runway. The area extends west to include the south-east sides of hangars #6 and #7, and follows the border of the flight line area.

Entry into this area is made via “C” Street. Personnel turning north in the fire lane can have free access to the flight line north of the MPA. Personnel turning south in the fire lane must meet proper entry requirements to enter the Ramp Freeze area.

The 201st area is excluded from this area. Personnel and vehicles can operate normally within this area, but cannot proceed east on the taxiway during…
