MACSPO RFIs
Questions Related to Seed Project/Task Order:
1. The SOW does not mention landscaping restoration. Is landscaping for restoration excluded for casement windows replacement or EIFS repair?
- Landscaping for restoration is excluded.
2. Will Hanscom move furniture and other items away from the windows inside the bldg?
- The building occupants will move the furniture and personal items away from the windows inside the bldg.
3. Please provide any information available on the existing sound proofing panels on the interior wall or assumptions Offerors are to make regarding such so the project can be accurately priced.
- The existing sound proofing panels on the interior wall tested negative for asbestos. We have no other information on the sound proofing panels.
4. Signatures – Are signatures on the SF1442 and SF30 to be digital or can a JPEG signature be inserted in the signature blocks? Same question for the authorized signature in the body of the Cover Letter.
- The Government does not require the signatures to be provided in any specific format, provided it is signed by an individual with the authority to bind the company.
5. Can you please confirm if a separate PDF document is requested for each Tab A-E or should these all be in one PDF file with the tabs clearly noted in a table of contents?
- The Government does not have a preference on whether the PDF is separated by Tab OR in a combined PDF format, provided each Tab is clearly labeled in a manner to afford easy identification from a Table of Contents.
6. Scanned Images (PPQs) – Section L, Subsection 1.9, 6th paragraph of the solicitation requires the proposal to be provided using print-to-pdf approach, and doesn’t allow scanned images other than the SF1442. Most clients complete PPQs in pen & ink and scan them; a substantial number of clients (including those for DoD agencies) don’t have the version of Adobe Acrobat software that allows editing of the pdf or they don’t have the knowhow to electrically complete and electronically sign pdf’s of PPQs. We respectfully request that scanned pdf’s of PPQs also be allowed. Please clarify (a) how many volumes are to be provided and what is to be in each volume; and (b) what, if any, information is to be provided in other than a PDF format (e.g., Excel, Word, etc.).
- The Government will accept scanned images of the PPQs.
(a) The Government only requires 1 Volume for each Tab. Each Tab explains what is expected to be in each Volume. For example, Section L, Subsection 2.2 explains what is required to be provided in the Volume for Past Performance Relevancy.
(b) With the exception of the PPQs identified above, no information shall be provided in a format other than .pdf.
7. Factor 3 “Geographic Proximity” identifies an “exceptional” rating for offices located within 60 miles of Hanscom AF Base. We respectfully request you expand that distance to 90 miles.
- The Government will not revise the adjectival ratings for Geographic Proximity.
8. Please extend the proposal due date 2 weeks.
- The Government will not extend the proposal due date. The due date remains unchanged.
9. Representations & Certifications – Solicitation Section L, Subsection 2.1.1 (3) requires submittal of completed Section K of Standard Form (SF) 1442. Is submittal of the certification portions of Sections I & L of SF1442 also required? Does the requirement to submit the “Entity Record” from the US Small Business Administration’s System for Award Management (SAM) eliminate the need to submit Sections I & L?
- Section L does not require the need to submit the certification portions as it pertains to Representations & Certifications of Sections I and L of the SF 1442. The Government only requires the completed Section K of the SF 1442 and the Entity Record from SAM.
11. (Similar to Q 6) Other Similar PPQ Format – If a Department of Defense client previously filled out a PPQ using a Federal Government form for relevant and recent projects that convey much the same information as the PPQ-0 format identified in Solicitation Section L, Subsection 2.3.1, 2.3.3, and Attachment 2. Allowing reuse of this same form will save clients time by avoiding the need to fill out yet another PPQ when a suitable one was previously prepared.
- The Government requires a Past Performance Questionnaire for efforts without CPARS. The Government will accept other PPQ formats provided the PPQ contain all the pertinent information found in Section L, Attachment 2.
12. Weight of Evaluation Criteria – Section M RFP Evaluation Criteria – What is the relative weighting (importance) between Factors 1-3?
- In accordance with paragraph 2.0 of Section M, Factors 1, 2, and 3 are of equal importance.
13. Definition of Project – Can an IDIQ Task Order contract for relevant and recent work be submitted for evaluation of past performance as a single “project” as identified in Solicitation Section L, Subsection 2.3.1 and 2.3.2 as well as the PPQ (Attachment 2)?
- The Government considers a project to be a single award. This can include an IDIQ Task Order. However, combining different contract awards into a single project will not be accepted.
