Ordering Procedures For
Multiple Award Contract for Small Purchase Orders
(MACSPO)

1. Overview:
The IDIQ is for a broad range of commercial services and maintenance, repair, alteration, and minor construction projects on real property at the following locations: Hanscom Air Force Base (HAFB), MA; Sagamore Hill Electronics Research Annex – Hamilton, MA; Fourth Cliff Recreation Annex – Humarock, MA; and Cape Cod Air Force Station – Sagamore, MA. The Contractor is required to furnish all requirements including but not limited to materials, labor, plans, tools, equipment, transportation, supervision, management, and quality assurance in accordance with the basic contract specifications and individual task order requirements.
The ceiling of this IDIQ is $3,000,000.00.
The minimum order guarantee will be $1,000.00. The maximum task order value will be $250,000.00.
2. Request for Proposal (RFP) Process:
The AFLCMC/PZI Contracting Officer (CO) will issue a RFP to all MACSPO contractors. All MACSPO contractors will be given a fair opportunity to be considered for each Task Order unless one of the statutory exceptions in FAR 16.505(b)(2) applies.
RFPs will include, at a minimum, the following:
a. Date Issued
b. Site Visit Date
c. Response Due Date
d. Task Order Statement of Work
e. Period of Performance
f. Evaluation Criteria
g. Wage Determination(s) (as applicable)
h. Clause To Be Incorporate at the Task Order level (if necessary)
MACSPO Contractors are expected to participate in the competition for each RFP. Failure to participate in 75% of the RFP may result in removal from the MACSPO Contractor pool.
Site visits dates and times will be provided with each RFP. MACSPO Contractors are expected to attend all scheduled site visits. Failure to attend a minimum of 75% of the scheduled site visits may result in removal from the MACSPO Contractor pool.
Any questions the Contractors have pertaining to the RFP package (i.e. SOW) shall be submitted to the CO within 24 hours of the site visit. The CO reserves the right to revise or cancel the RFP package at no cost to the Government. If the CO revises the RFP package, the CO reserves the use discretion as whether to extend the RFP proposal due date, as determined by the CO.
3. Proposal Submission
The MACSPO contractors are responsible for submitting a proposal in response to a RFP issued under the MACSPO contract no later than the due date stated in the RFP.
The Contractor’s task order proposal shall include all items identified for submission by the CO and the RFP.
MACSPO contractors who are unable or do not submit a proposal to a RFP shall be required to provide acknowledgement to the CO by the RFP due date.
4. Task Order Competition
Overview: All Task Orders under the MACSPO contract will be placed using the procedures under FAR 16.505(b)(2). Specific requirements will be initiated by a Request for Proposal (RFP) for each task order. Each Contractor under the multiple award contract will be given a fair opportunity to be considered for each task order award, unless an exception outlined in FAR
16.505 (b)(2) applies.
Proposal Evaluation: The CO may evaluate Contractor proposal using only price as a factor, a lowest priced technical acceptable approach, or use a combination of price and non-priced factors such as past performance.

The CO is responsible for ensuring that proprietary information contained in a contractor’s proposal, that is properly marked, is protected from unauthorized disclosure.
Task Order Pricing: Task Orders under the MACSPO contract shall be between $2,000.00 and $250,000.00. Pricing shall be established at the task order level.
4.1. Basis of Award: All awards will be based on the evaluation approach identified in the task order.
Within 14 days of award, the Government will provide the MACSPO Contractors with the name of the awardee and the total dollar amount of the award.
4.2. Post-Award Debriefings: Although the CO is not required to provide debriefings for TOs under $5 million, it is encouraged and recommended that unsuccessful contractors be provided feedback regarding the contractor’s proposal. The feedback shall not include point-by-point comparisons of the contractor’s proposal with other contractors; rather, the feedback is provided to assist the contractor in preparing future proposals. The feedback may be provided orally, in writing or by any other method deemed appropriate by the CO.
