The 16th Electronic Warfare Squadron requires a stand-alone ACS supporting controlled areas and a Sensitive Compartmented Information Facility (SCIF) prior to facility accreditation and occupancy. The system must authenticate Common Access Card (CAC) and Personal Identity Verification (PIV) credentials in accordance with FIPS 201-3, comply with ICD 705 SCIF requirements, DoDM 5200.01, UL 294, NFPA 70/72, and NDAA Section 889. The contractor shall furnish credential readers compatible with CAC/PIV credentials, door position switches, request-to-exit devices, electric locking hardware, controllers, power supplies with battery backup, associated cabling, enclosures, and exterior security cameras at designated building entrances.

The period of performance is ninety (90) calendar days from issuance of the Notice to Proceed (NTP), with all design, procurement, installation, configuration, testing, commissioning, training, and final documentation to be completed within this timeframe. Key deliverables include a complete design and submittal package due within fifteen (15) calendar days of NTP submission for Government review and approval before installation begins, a functional test plan prior to system commissioning, complete as-built drawings within ten (10) calendar days following installation completion, and warranty documentation and training confirmation at project closeout. Award will be based on total project cost for all required products and services. The contractor must provide a Contract Manager and Project Manager experienced in electronic security system installations, maintain customer service during normal duty hours (0730-1630, Monday-Friday), and secure written approval for any work outside normal hours. The primary place of performance is Building 1448, Eglin Air Force Base, Florida, with all installation, testing, and commissioning activities occurring on-site. The Government will designate a Contracting Officer's Representative to coordinate scheduling, access, and acceptance activities, and a minimum one-year warranty covering parts, labor, and installation shall begin upon Government acceptance.
