About this file

This is a Questions and Answers document for RFQ FA282326Q0045, addressing a Lenel-brand Access Control System (ACS) acquisition for the 16th Electronic Warfare Squadron at an Air Force facility.

The requirement encompasses design, furnishing, installation, configuration, testing, commissioning, documentation, and training for a stand-alone ACS meeting DoD and Intelligence Community security standards including ICD 705, DoDM 5200.01, UL 294, FIPS 201-3, NFPA 70/72, and NDAA Section 889. The system must provide credential-based access control with CAC/PIV authentication at controlled entry points, support two-factor authentication at SCIF boundaries, maintain auditable access logs, and include exterior security cameras at designated building entrances. Equipment required includes credential readers, door position switches, request-to-exit devices, electric locking hardware, controllers, power supplies with battery backup, cabling, enclosures, and exterior cameras. The contractor is responsible for site verification, design documentation submission for Government approval, and providing complete system layouts, wiring diagrams, riser diagrams, device locations, and product data sheets demonstrating compliance with applicable standards. A minimum one-year warranty covering parts, labor, and installation is required, beginning upon Government acceptance.

Government responses clarify that this is a 100% small business set-aside with a corrected 90-calendar-day period of performance from Notice to Proceed (not the 60-day delivery schedule initially listed). The system is specified as Lenel brand only with no equal products permitted. The Government confirmed the ACS is a stand-alone system not connected to existing OnGuard Enterprise infrastructure and not monitored by Base Defense Operations Center (BDOC). Design details are to be based on provided diagrams showing 25 reader locations (22 card-reader/keypad, 3 card-reader-only), 17 kill switches for emergency door release, and exterior camera locations requiring confirmation. The Civil Engineer Squadron will coordinate electrical tie-ins and building infrastructure work. No site visit was deemed necessary as provided diagrams were considered sufficient.

Design services shall include site verification of controlled doors and SCIF entry points, confirmation of door hardware types, verification of available power and infrastructure pathways, and development of complete system layouts.

The contractor shall prepare and submit design documentation for Government review and approval prior to installation. Documentation shall include device locations, wiring diagrams, riser diagrams, controller and power supply locations, door hardware schedules, and sequence of operations. Product data sheets demonstrating compliance with UL 294, FIPS 201-3, and ICD 705 requirements shall be included. All documentation shall be submitted electronically unless otherwise specified.

Para 3.2.

All equipment provided under this contract shall be new, commercially available electronic security equipment meeting applicable industry and federal standards.

Equipment shall comply with ICD 705, DoDM 5200.01, UL 294, FIPS 201-3, NFPA 70, NFPA 72, and NDAA Section 889 requirements.

Para 4.0.

The Access Control System shall authenticate CAC/PIV credentials in accordance with FIPS 201-3 and shall support PIN authentication where required. The system shall maintain auditable access logs and support credential activation and deactivation through a local administrative workstation. SCIF entry and exit points shall comply with ICD 705 ingress and egress requirements, including two-factor authentication where applicable and forced-door monitoring.

Exterior cameras installed under this effort shall provide monitoring capability at designated building entrances and shall be installed in accordance with manufacturer requirements and applicable codes. The contractor shall provide a minimum one-year warranty covering parts, labor, and installation. Warranty coverage shall begin upon Government acceptance.

1. Controlled-door / reader schedule:

The ACS diagram appears to show 25 reader locations consisting of 22 card-reader/keypad locations and 3 card-reader-only locations. However, the ACS requirements list appears to contain 24 reader entries, and Door 108B is listed twice with different destination rooms.

Please confirm the final controlled-door schedule, including each physical door, required reader type/configuration, and whether any doors require readers on both sides. Please follow the diagram.

2. Kill switches / emergency door-release stations:

The ACS diagram appears to show 17 kill-switch symbols, while the written ACS requirements list 13 kill switches.

Please confirm the final required quantity and exact door/location associated with each kill switch. Also, please confirm whether each kill switch is required to provide both local lock-power release and monitoring/reporting through the access-control system. Please follow the diagram.

3. Exterior security cameras:

The SOW states that exterior security cameras are required at designated building entrances; however, we did not find camera locations, quantities, mounting details, video-management system requirements, recording retention requirements, or network/storage responsibility in the provided documents.

Please provide the required camera locations and quantity, along with any required camera manufacturer/model, VMS integration requirements, recording retention period, network connection requirements, and whether existing VMS/NVR/storage infrastructure will be provided by the Government.

A corrected door/device schedule, camera schedule, or marked-up drawing would be greatly appreciated. We will base our proposal on the clarified scope.

Please follow the diagram.

From ACS SOW Para 1.0. The system shall use commercially available equipment configured to meet applicable security and safety requirements, including ICD 705, DoDM 5200.01, UL 294, FIPS 201-3, NFPA 70/72, and NDAA Section 889.
