About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to IT equipment for the Department of the Air Force Materiel Command Test Center. The Q&A addresses technical details for an audiovisual (AV) system installation, including key specifications such as a video wall with at least two display images, an operator's desk, video conferencing capabilities, and a touch panel. Notably, the government seeks an 8-year warranty for the video wall, prefers avoiding Chinese-manufactured components like the NovaStar H2 Videowall Splicer, and has a 120-day completion timeline from order receipt. The solicitation is set aside for small businesses, and TAA compliance is not required. Additional details include a small 9.3 ft control room, ceiling speakers, and flexible hardware requirements as long as minimal specifications are met.

The Q&A covers specific technical inquiries about the AV system, such as video sources, computer connectivity, and equipment placement. The government clarified that the customer will provide the computer, mouse, keyboard, and desk, while the contractor will focus on the AV infrastructure. Cameo keypads were removed from the requirement, allowing bidders to amend their proposals. The system is intended for official presentations using platforms like PowerPoint, Teams, and Zoom, with provisions for cable connections and a mobile touch panel. The response emphasizes flexibility in meeting technical requirements while maintaining the core objectives of the IT equipment procurement.

Is TAA compliant products required? TAA compliance is not a requirement for acquisitions set aside for small businesses

Is there an existing AV set up that will need to be removed for new set-up? No.

Is there small space for storage inside(9ft 3in room) if needed? Can you clarify the reason for asking if a storage space is needed?

What is the expected timeline for completion.? The SOO stated 120 days from receipt of order on the AV IT requirement.

Looking over the solicitation…. I see a call out that system will include H2 Videowall Splicer…. The H2 Splicer is sold by a number of dvLED manufacturers as there video wall processing component. But is the government aware that this is made by NovaStar and NovaStar ( Xi'an NovaStar Tech Co., Ltd ) is Chinese company and H2 units are made in China? No, we did not realize that the manufacturer is from China. We would prefer one not made by Chinese company if possible.

Does the display need to show more than one image if so how many? (Yes, at least 2) What are the video sources required in the space and where will they be located? ie. Wall plate next to display, PC where will this be installed. Laptop Video wall plate will be mounted per diagram on page 4 of the SOO.

Will there need to be an operator’s desk with mouse, keyboard, and display? Yes, there will be an operator desk next to the A/V control rack for the operator (Customer will provide computer, mouse, keyboard and desk).

Wil this PC be for hosting video conferencing? The system will be used for official presentation using PowerPoint Teams, Zoom etc. We will also like to have the ability to have cable connection.

where will the touch panel be located? The touch panel will be located at the control desk and mobile version.

where does the Cameo keypad need to be installed what will in need to control? These keypads are no longer required, please allow the bidders to be able to amend their proposal and remove all materials associated with these features.

what is the 3.5watt audio power and headphone amplifier input interface for? This is to control the ceiling speaker in the control room.

While reviewing the SOW, I noticed that the video wall is specified to have an 8-year warranty.

Based on our research and industry standards, a 5-year warranty is typical, and we have not been able to identify any vendors that offer an 8-year warranty. Also, I wanted to confirm that equal to hardware is acceptable. 8-year warranty was standard by a company that we were quoted during market research. We prefer the 8-year warranty, if possible, without incurring additional cost.

Equal to hardware is okay as long as they met the minimal required specifications.
