Question for Government Reponse to Question From Governemnt Estimated started date is 1-Nov-2020, is there any anticipated transition in period? No there is no transition period.

Per the evaluation faction step 3 states - Step 3 - Then, the lowest TEP proposal with reasonable and balanced pricing for Factor 1 will be evaluated for past performance confidence under Factor 2. If the lowest TEP proposal with reasonableness and balanced pricing for Factor 1 is found to have a Substantial Confidence performance assessment under Factor 2, this proposal is deemed to represent the best value for the Government, and the evaluation process stops at this point. Award shall be made to that Offeror without further consideration of any other Offerors.

Can bidders assume at this point, the Contract Officer will make an integrated best value assessmetn and award decison without consideration as to lowest price and with an assessmetn of teh relative degree of past performance confidence between the final bidders?

IAW Section L, yes, if the lowest TEP has Substantial Past Performance Assessment this proposal is deemed to represent the best value for the Government.

"In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated.”

Does this mean that consideration will be given to the portion of the effort a contractor performed on the past performance contract being referenced, or the portion of the effort a contractor will perform on the instant contract? In other words, if a Prime offeror includes a past performance information sheet from a teammate they consider “significant,” and that subcontractor only has a small percentage of workshare on the current contract, is there potential that past performance will be considered less

IAW Section L, yes, in determining relevancy for individual contractor consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated.

Is it acceptable to provide an additional one-page introduction in the Past Performance volume that would be excludes from the page count? IAW Section L, Offeor have 10 pages and 4 pages per inforamtion sheet.

Can a site visit be scheduled at any time through the CO or CS?

There will be no site visit provided, but site visit will be scheudle if applicalbe on each task order.

FAR 52.219.14 incorporated by the Solicitation Document, FA282320R0025, states the following on behalf of subcontractors, "(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.

(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.

(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees."

Is the Prime contractor required to self-perform 15% of the work or 50% of the work?

Yes, General construction. The concern will perform at least 15 percent of the cost of the contract, not including

CONSTRUCT CONCRETE TARGETS REQUIREMENTS CONTRACT In Accordance With (IAW): SPECIFICATION C-VE-20-01 DATED 14 APR 2020 and DRAWINGS 20-TA-C74-01 DATED 03 AUGUST 2020” project (solicitation no. FA282320R0025). First, is this project an IDIQ/MATOC? If so, how many awardees will be selected and what will the value for each awardee be? Additionally, what is the size/range of each task order? Thank you.

No this is a requirements IDIQ and the Government reserves the right to award one or no contract. Section M, Table M2 provides a magnitude for Task Orders.

Past Performance Questionnaire – there are two (2) ITO ATTACHMENT 1.2’s, but no Past/Present Performance questionnaire (L5) to send to Government Points of Contact Attachment L5 has been added.

On the Curved Targets Item No.s 0020CM -0020CP will the forming need to be a smooth face surface or may it be corded? Needs to be a smooth face surface.

Spec Section 3.1.1 calls for a minimum of ¾” plywood for the base. In the past these targets have been placed on concrete mud slabs to provide anchorage as well as structural support. Will this be addresses in increase of concrete volume or added in target item price? No, should not be a separate bid item and should be included in your target item price.

Decrease/Increase of Concrete Volume (15,000 psi – 20,000 psi) – The 20,000 psi has a very different Curing Requirement (Minimum 20 R factor) Shouldn’t this be a separate bid item since it includes forming and curing and differs greatly than the lower psi requirements. No, should not be a separate bid item and should be included in your target item price.

Regarding the verbiage of “Government vs. Producer provided concrete mix designs”- what mix designs are expected to be provided by the Producer?

The contractor shall be responsible for providing all mix designs with the exception of Concrete Classes IX and XXIV which shall be provided by the government. A submittal shall be provided to the government for approval for all mix designs

Will contractors have the option of drilling wells on site to provide construction water? No, but water will be provided if avaiable.

We do not understand what is meant by “reserved” as it is applied to Site Visit within the solicitation. Will there be an actual site visit, and if so, approximately when (lead time is appreciated for planning/scheduling purposes)?

There will be no site visit provided, but site visit will be scheudle if applicalbe on each task order.

Can you provide actual target ordering numbers from the previous few years? Understand that these numbers will fluctuate and be driving by operational requirements, but we would like to get a sense of operational tempo to support this requirement. The pricing schedule provides the best estimate for requirements.

Are you able to provide any soil or GEO-Technical surveys?

Soil or GEO-Technical surveys can be provided if required however they are rarely required.

Understanding we may have to clean and prepare the site prior to assuming responsibility of the contract and fabricating new targets- what is the condition of the pads today? The condiition of the target yards and any target location will be in good shape.
