Question for Government Reponse to Question From Governemnt

Our team was reviewing the Construct Concrete Targets solicitation (Notice ID FA282320R0025). Within the description, following the NAICS code requirement, stated is “the size standard of $15m”. Does this mean business that are certified as a small business earning more than $15m are ineligible for this project?

Offerors can still bid if they don’t have this NAICS in their

“profile” but something similar that has the same size standard or lower

Is there an approximate “Notice to Proceed” date, or, time frame

(Ex., Spring 2021)?

Generally speaking, there is no requirement for a minimum like this in a requirements contract, as the promise to fill all orders with the contractor provides the requisite consideration for the contract to be binding. but the Government does anticipate but can not guarantee issuing an orders within 60-90 days after award.
