Our team was reviewing the Construct Concrete Targets solicitation (Notice ID FA282320R0025). Within the description, following the NAICS code requirement, stated is “the size standard of $15m”. Does this mean business that are certified as a small business earning more than $15m are ineligible for this project?Offerors can still bid if they don’t have this NAICS in their “profile” but something similar that has the same size standard or lower
Is there an approximate “Notice to Proceed” date, or, time frame (Ex., Spring 2021)?Generally speaking, there is no requirement for a minimum like this in a requirements contract, as the promise to fill all orders with the contractor provides the requisite consideration for the contract to be binding. but the Government does anticipate but can not guarantee issueing an orders within 60-90 days after award.
If I interpret Section 2.2 correctly, the only Items that would be in the binder for Volume I and electronic copy would be the Bid Bond, Bond Checklist, and Financial Reference Worksheet. However, under “Section 2.1.1 Pricing” it is referring to attachment 5 (Pricing Schedule) Section B of the Solicitation. Do these also go into Volume I and on electronic copy?Volume I Pricing will include the Attachment 5 completed and all supporting documentation to support your price. The only pricing information that will be in Volume III is Section B CLINs total value filled in.
Will it be acceptable to convert the PDF version so that each Year of Bidding Schedule “A” starts and ends with the same designated Year? Currently the Solicitation pages have the Years overlapping. This would allow indexing clarity with each Year having its own section. Example: Base Year – CLINs 0001 thru 0009Attachment 5 has been provided as an excel worksheet.
Option Year One (1) – CLINs 1001 - 1009
Option Year Two (2) – CLINs 2001 - 2009
Option Year Three (3) – CLINs 3001 - 3009
Option Year Four (4) – CLINs 4001 - 4009
