SECTION 1:

GENERAL INFORMATION

1.0 Scope of Work: The contractor shall provide all personnel, equipment, tools, materials, supervision, incidentals, and services as required to perform and provide INTERIOR AND EXTERIOR PAINTING in strict accordance with the contract specifications and requirements subject to the terms and conditions of the contract. The site of work is at Eglin AFB, Florida and surrounding ranges. Work shall include, but not be limited to, the following:

1.0.1 Maintenance Management. See Section 5.

1.0.2 Exterior Paint Requirements.

1.0.2.1 Surface preparation, taping (if applicable), caulking, and glazing putty. Work includes minor repairs and replacement of deteriorated surfaces.

1.0.2.2 Cleaning exterior surfaces of base facilities to remove dirt, mildew fungus and other foreign matter.

1.0.2.3 Application of protective coatings (full or partial) to exterior of base facilities and trim, including attachments, i.e.

fences, piping, etc., and detached storage buildings.

1.0.2.4 Wood stripping, staining and/or varnishing.

1.0.2.5 Application of protective coating to existing Exterior Insulation Finish System (EIFS).

1.0.3 Interior Facilities Maintenance & Painting.

1.0.3.1 Surface preparation, drywall replacement and surface repair.

1.0.3.2 Painting (full or partial areas)

1.0.3.3 Tape/bed, texture of gypsum board/drywall cracks, joints and surface repair.

1.0.3.4 Wood stripping, staining and/or varnishing.

1.0.4 Pavements Marking

1.0.4.1 Sandblasting

1.0.4.2 Expedient method of covering existing markings (if required).

1.0.4.3 Layout and striping required for traffic control on streets (includes crosswalks), parking lots and aircraft runways, taxiways, and parking areas.

1.1 Contractor Personnel and Requirements:

1.1.1 Project Manager. The contractor shall provide a contract project manager who shall be responsible for the performance of the work. The contractor shall notify the Contracting Officer (CO) in writing prior to contract start date of the names of the contract manager and his designated representatives.

1.1.2 The manager or alternates shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract and shall be the point of contact with the Government representatives.

1.1.3 The project manager or alternate shall be available during normal duty hours (0600-1530) within 30 minutes to meet on the installation with Government personnel (designated by the CO) to discuss problem areas. After normal duty hours, the manager or alternate shall be available within 2 hours.

1.1.4 The project manager & alternate(s) must be able to read, write, speak and understand English fluently.

1.1.5 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Contractor shall present a neat appearance and be easily recognized as contractor employees.

This may be accomplished by wearing appropriate contractor supplied badges which are obtained through 96th SFS that contain the company name, the employee name, a photograph of the employee.

1.2 Security Requirements:

1.2.1 General: The contractor shall submit to CO, immediately after award date, a list of all personnel requiring access to the work areas. First name, middle initial and last name shall be included along with the social security number of each person.

Each contractor employee working on base must have a contractor provided company identification card. Periodic Air Force exercises may or may not make daily entry procedures to work areas time consuming, requiring as much as an hour to gain access to a work area. In addition, all contractor personnel may be required to leave an area and re-accomplish entry procedures. Contractor vehicles are subject to search prior to entering and exiting the base. Further, the vehicles may be escorted during operation and may be rendered immobile when not in operation by the removal of ignition keys or by other readily reversible means.

1.2.2 Controlled Areas: Each time contractor personnel need to work in controlled areas, the contractor must contact the owner agency to arrange for an escort and to coordinate the work time. A list of points of contact and phone numbers for controlled area access will be provided by the CO. Attempts to enter controlled areas unannounced will cause security violations.

1.2.3 Restricted Areas: In order to gain entry into restricted areas, the Contractor shall provide 96 SFS, through 96 Contracting Squadron, an entry authority letter containing the following information:

1.2.3.1 Contractor's letterhead, contract purpose, and inclusive dates of the contract. This letter must also include the full name and social security number of all personnel requiring entry into the restricted area. The contractor will update the personnel list as required by 96th SFS.

1.2.3.2 These personnel must have two (2) forms of identification in their possession at all times, at least one form must contain a photograph of the individual. i.e. Government contactors badge

1.2.3.3 All vehicles required in the restricted area for the project must be listed on the letter with the vehicle color, make, year, and license plate number and state of issue.

1.2.3.4 Each vehicle must have the company logo attached to each side of the vehicle.

1.2.3.5 All contractors will be escorted into the restricted area by the DoD organization or unit directly associated with the project.

1.2.3.6 While in the restricted area, contractor and his personnel shall remain with the escort at all times.

1.2.3.6.1 All vehicles entering the restricted area, are subject to search by Security Forces personnel. The escort official is responsible for processing the Contractor through the entry control points, escorting personnel to and from the work area and assisting in personnel and vehicle searches as required.

1.2.3.6.2 In the event of an emergency that requires evacuation from the area, contractor shall comply with the instructions of the security police and the escort official.

1.2.4 To preclude security violations, contractor personnel shall stay away from restricted and controlled areas unless work is to be accomplished and all necessary coordination and preannouncements have been made. The Contractor is further cautioned, while on the flight line, to stay away from the aircraft parking area that is marked on the flight line by a red line, red ropes, and/or fences.

1.3 Quality Control: The contractor shall provide a Quality Control Plan to the CO for acceptance not later than the pre-performance conference. The CO will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make all appropriate modifications and obtain acceptance of the plan by the CO before the contract start date. The plan shall include, as a minimum.

1.3.1 An Inspection System specifying the areas to be inspected on both a scheduled or unscheduled basis, how often inspections will be accomplished, and the title of the individual(s) who will perform the inspections.

1.3.2 The methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable.

1.3.3 On-site records of all inspections conducted by the contractor and necessary corrective action taken. This documentation shall be made available to the CO Representative (COR) and CO upon request.

1.4 Quality Assurance: The Government will evaluate the contractor's performance under this contract. Any action taken by the CO as a result of surveillance will be according to the terms of this contract.

1.4.1 Performance Evaluation Meetings. The CO may require the contract manager to meet with the CO, Contract Administrator (CA), COR and other Government personnel as deemed necessary. The contractor may request a meeting with the COR when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the contract manager and the CO or CA. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the CO within 10 calendar days following receipt of the minutes.

1.5 Physical Security and Key Control: The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government.

1.5.1 The contractor shall immediately report to the COR or CO any occurrences of lost or duplicated keys.

1.5.2 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon direction of the CO, to rekey or replace the affected lock or locks; without cost to the Government. The Government may, however at its option replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

1.5.3 The contractor shall prohibit the use of keys issued by the Government by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

1.6 Hours of Operations: The contractor shall perform the services required under this contract from 0600 to 1530, Monday through Friday of each week, except federal holidays, and as approved by the CO.

1.6.1 Approximately five percent of the workload requires accomplishment outside of these hours, due to special events or particular requirements of the facility user. This workload will be identified to the contractor at least 48 hours in advance. If contractor needs to work outside of these specified hours he must request in writing to the CO specific times within 48 hours.

1.7 Conservation of Utilities: The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which preclude the waste of utilities, which shall include: (1) lights shall be used only in areas where and when work is actually being performed, (2) employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems, (3) water faucets or valves shall be turned off after the required usage has been accomplished

1.8 Records: The Contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this Statement of Work (SOW) or required by the provisions of a mandatory directive listed in SECTION C-6: APPLICABLE PUBLICATION AND FORMS. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within 5 working days of receipt of the request.

1.8.1 All documents, records, schedules, etc. described in this SOW are the responsibility of the Contractor. The contractor shall be responsible for keeping these items current at all times.

1.9 Coordination with other Contractors and Government Employees: The Government may undertake or award other contracts for additional work. The contractor shall fully cooperate with other contractors and Government employees and carefully fit their own work to such other work as may be directed by the CO. The contractor shall not commit or permit any act, which will interfere with the performance of work by any other contractor or by any Government employee.

1.10 Flight line (Airfield Operations): All contractor operations, personnel, vehicles, equipment, etc. on the flight line shall be under control of Base Operations. Any work on the flight line shall be coordinated with Base Operations prior to its commencement. Base Operations will provide detailed instructions and designated routes for movement of vehicles and equipment. These shall be strictly followed.

1.10.1 Contractor personnel who violate operating procedures may be prohibited from entering the flight line area.

1.10.2 Contractor vehicles to be used on the flight line must display an Eglin AFB Flight line Driving Pass. This form must be obtained from Base Operations. The contractor must supply the make, model, and year of the vehicle(s) manufacture, and the drivers' names. Vehicles operated on the flight line shall also be marked as required in SECTION:C-4 CONTRACTOR- FURNISHED ITEMS and SERVICES, Paragraph 4.1.2. VEHICLES.

1.11 Protection of Real Property: The contractor shall take all necessary precautions to prevent damage to Government real property. All Government property affected, damaged or destroyed directly or indirectly by construction operations in connection with the performance of this contract shall be restored to its original condition as determined and approved by the CO. All replacements of such surface structures or parts shall be made with new materials conforming to the requirements of these specifications or, if not specified, as approved by the CO at no additional cost to the Government.

1.12 Storage of Materials: All materials must be protected from the elements or other hazards. No allowance will be made for material or equipment that becomes unacceptable due to damage

1.13 Communication Systems: Contractor shall have each project manager and superintendent on separate cellular phone numbers during normal duty hours and when required to work other than normal duty hours.

1.14 Job Orders: AF Form(s) 332 shall be issued to the contractor to perform/identify task(s) as required by the SOW. Task orders will be issued and logged in numerical order. The contractor shall notify the COR following completion of the task order. More than one (1) requirement may be on a single task order. The contract manager/alternate shall inspect each task order prior to closeout to ensure all task order/SOW requirements were met. The COR will inspect the work within five (5) calendar days of contractor closeout to ensure all task order/SOW requirements were met.

1.15 Fire Prevention Standards:

1.15.1 Standards. The following standards do not relieve contractors or their employees of performance in accordance with safe work practices. Responsibilities of the contractor shall include assuring proper availability, operation and location of fire protection equipment, general supervision of safeguards and location of salamanders or portable heating equipment.

1.15.2 Flammable liquids and other hazardous materials such as paint, flammable thinners, gasoline, shall be stored in small detached structures. Low flash point liquids used within buildings will be handled only in approved safety cans. Interior painting will be accomplished with water base paint only and shall meet NFPA 101, chapter 10 standards for interior finishes.

1.15.3 Adequate ventilation shall be provided for paint spraying operations and operations involving the application of materials using adhesives containing flammable solvents. Such operations shall be conducted remote from any potential source of ignition.

1.15.4 Contractor shall notify the COR and 96th CEG/CEF (Eglin AFB, Fire Department) 1-850-882-3641 whenever an existing fire detection, alarm or extinguishing system must be disconnected, relocated and/or extended.

1.15.5 All work performed at explosives facilities will comply with requirements in AFMAN 91-201 and be coordinated with the installation Weapons Safety Office. For interior surfaces of explosives locations classified as hazardous in accordance with NFPA 70: interior surfaces shall be smooth, free from cracks and crevices, and have joints taped or sealed; if painted, interior surfaces shall be covered with a hard gloss paint that is easily cleaned.

1.16 Environmental: The contractor shall perform all work in such a manner as to minimize the polluting of air, water, or land, and shall within reasonable limits, control noise and the disposal of solid waste materials, as well as other pollutants. The contractor shall ensure that all construction, repair, maintenance operations and practices, and waste disposal performed under this contract shall be in strict compliance with all applicable federal, state, county, and local environmental laws and regulations. See SECTION C-7: LEAD-BASED PAINT REMOVAL for the specific correct disposal of lead paint not specified herein. The DOD Green Procurement Strategy requires Procurement Request Originator and Acquisition Program Managers are responsible for Identifying opportunities for specifying environmentally preferable products and services, including:

Materials used in construction and renovations. No outside sand blasting is permitted without curtains or other protection to the environment. Contact the Air Program Manager (882-7677).1.18.1. Implementation: The contractor shall submit, for approval, a detailed written proposal for implementing the requirements for environmental pollution control and waste disposal prior to starting any work. The Contractor shall submit to the CO, for approval, plans for the storage of paints, thinners, stains required for work at Eglin AFB, Florida. The contractor must also meet with representatives of the CO and the Base

Environmental Engineer to review the proposal and to make changes as required by them to ensure it is in compliance with the pollution control and waste disposal program. Consideration be given for recycling into the pollution control and waste disposal plan. A complete listing of all paints, thinners, stains and other hazardous materials must be submitted to the HazMat Cell (882-4677/5929).

1.16.1 Protection of Water Resources: The contractor shall control the disposal of fuels, oils, calcium chloride, acids, or other harmful materials, both on and off the Government premises, and shall comply with applicable federal, state, county and municipal laws concerning pollution of rivers and streams while performing work under this contract. Special measures shall be taken to prevent chemicals, fuels, oils, greases, bituminous materials, herbicides, and insecticides from entering public waters. Water used in on-site material processing, painting, and other waste waters, shall be contained and not be allowed to enter a storm water inlets, soils or surface waters.

1.16.2 Waste Disposal: As part of the proposed implementation above and prior to on-site construction, the contractor shall submit for approval, a plan for disposing of hazardous and non-hazardous waste materials resulting from the work under this contract, including but not limited to, paint waste, paint equipment cleaners, and used paint containers. If any waste material is dumped in unauthorized areas, the contractor shall remove the material and restore the area to the condition of the adjacent undisturbed areas. Where directed and approved by the CO, contaminated ground shall be excavated, disposed of, and replaced with suitable fill material at the expense of the contractor. All waste disposal shall be in strict accordance with local, state and Federal requirements and regulations. Waste paint, paint equipment cleaners, and used paint containers shall be disposed of off-base by the contractor, at the contractor's cost. Any soil contaminated through spillage shall be removed and disposed of in accordance with the requirements specified herein. Soil required to be removed shall be replaced by similar soil approved by the CO.

1.17 Safety Requirements:

1.17.1 The below information is derived from OSHA DIRECTIVE NUMBER: CPL 02-01-056

[Note: Accessing towers without a hoist. Regardless of height or activity, it is acceptable for employees to climb or descend the tower using a fall arrest system meeting the criteria of 29 CFR 1926.502(d) or a ladder assist safety device meeting the requirements of 29 CFR 1926.1053(a)(22) and (23). All employees exposed to fall hazards in construction work need training in the recognition and avoidance of fall hazards and in the use of any fall protection systems to be used, pursuant to, as applicable, 29 CFR 1926.21(b)(2), 29 CFR 1926.503, or 29 CFR 1926.1060.

[Note: For new tower erection, employers who fail to provide fall protection for employees at workplaces that are more than 25 feet above the ground shall be cited under 29 CFR 1926.105(a). For construction work activities on existing towers, employers who fail to provide fall protection (guardrails, safety nets, or personal fall arrest systems) for employees at workstations with unprotected sides or edges that are six feet or more above a lower level shall be cited under 29 CFR 1926.501(b)(1). The fall protection training requirements in 29 CFR 1926.503 also apply to construction work activities on existing towers.]

Construction Activities. OSHA inspectors use these guidelines in tower inspections. Employers should ensure that workers follow these guidelines.

Ensure that hoisting equipment used to lift workers is designed to prevent uncontrolled descent and is properly rated for the intended use.

Ensure that hoist operators are properly trained.

Ensure that workers use 100% fall protection when working on towers at heights above 25 feet.

Provide workers with a 100% fall-protection system compatible with tower components and the tasks to be performed.

Ensure that gin poles are installed and used according to the specifications of the manufacturer or a registered professional engineer.

Ensure that tower erectors are adequately trained in proper climbing techniques, including sustaining three-point contact.

Provide workers with OSHA-required personal protective equipment and training in its proper use.

Ensure that workers inspect their equipment daily to identify any damage or deficiencies.

Provide workers with an adequate work-positioning device system. Connectors on positioning systems must be compatible with the tower components to which they are attached. (Note that a work-positioning device system does not constitute 100% fall protection.)

Supplement worker training on safe work practices with discussions of FACE case reports to help assure that workers fully appreciate the serious hazards involved with their tasks and the need for strict safe work practices.

Know and comply with child labor laws that prohibit hazardous work by workers under age 18. An example of hazardous work is any task involving power-driven hoisting apparatus.

Install fall-protection fixtures for workers to use as anchor points on tower components during fabrication or erection.

Workers should take the following steps to protect themselves during tower construction and maintenance:

Use 100% fall protection when working on towers at heights above 25 feet.

Participate in all training programs offered by your employer.

Follow safe work practices identified by worker training programs.

Use OSHA-required personal protective equipment and make sure you are trained in its proper use.

Inspect equipment daily and report any damage or deficiencies to your supervisor immediately.

SECTION 2: DEFINITIONS AND ABBREVIATIONS

2.0 General

2.0.1 Facility. A facility is an integral structure such as a building and all of its attachments. Included with the building are all of its components that belong to the structure unless otherwise specified hereinafter. The facility does not include (unless attached and previously painted) sidewalks, driveways, yard sprinkler systems, fencing, and landscaping. Areas where fencing is used as a wall, fencing will be considered part of the facility.

2.0.2 Quality Assurance. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved.

2.0.3 Quality Control. Those actions taken by a contractor to control the production of outputs to ensure that they conform to the contract requirements.

2.1 Technical Definitions:

2.1.1 Airfield. The FLIGHTLINE, including all areas within the outer perimeter of airfield aprons and taxiways where the primary activity is aircraft operation. Privately owned vehicles are not permitted in this area.

2.1.2 Base Paint Plan. Exterior Paint Plan as developed for use at Eglin AFB, Florida.

2.1.3 Contingency Operations. Events causing unanticipated increases or decreases in the level of service required.

2.1.4 Exterior Insulation Finish System (EIFS). Synthetic plaster material in a variety of textures, similar in appearance to stucco.

2.1.5 Exterior Surfaces. Those surfaces to include wood, all metal surfaces, block, stucco, exterior insulation finish system (EIFS, i.e. Drivit, Finestone, Pleco, etc.), special siding, masonry, concrete, asphalt, and glass exposed to the elements of nature.

2.1.6 Fencing. Fencing not used as a wall requiring paint shall be painted as directed and paid as exterior paint.

2.1.7 Interior Surfaces. Those surfaces to include plaster, gypsum wallboard, wood, metal, block and glass not exposed to the elements of nature.

2.1.8 Work Order. Air Force Form 332, Document issued to contractor authorizing accomplishment of specified work.

2.1.9 Linear Measurement. Any system of measurement for measuring length. Involving measurement in one dimension only;

pertaining to length

2.1.10 Medical Facilities. Facilities and structures identified as medical facilities include Eglin Medical Clinic, etc. must be accounted for separately. These areas will be identified to the contractor.

2.1.11 Munitions Storage Area. The controlled area where ammunition and weapons are stored.

2.1.12 Normal Duty Hours. A period of nine consecutive hours between 0630 and 1530, established by the Base Civil Engineer, during which normal workday operations are conducted.

2.1.13 Paint. Includes enamels, paints, varnishes, sealers, stains, and other coatings, whether used as prime, intermediate, or finish coats.

2.1.14 Pavement Marking. Those surfaces to include airfield and base street center line marking, street arrows, crosswalk identification, handicap parking spaces and curb painting including parking lots and striping of parking lots.

2.1.15 Restricted Area. Those areas designated by the Commander that require control of personnel for security reasons and/ or equipment for protection of personnel and property. See SECTION C-1; paragraph RESTRICTED AREAS for regulatory guidance.

2.1.16 Self Help. Painting done by the using organization. CO can at any time change a job order to self-help without any cost to the Government prior to formal issuance of the job order to the contractor.

2.1.17 Special Events. Base activities requiring additional attention to painted areas

2.1.18 Square Foot. A unit of area measurement equal to a square measuring one foot on each side.

2.1.19 Structural Maintenance and Repair Zones. A Civil Engineer team that provides routine repair service to high-use facilities. Minor painting work is often necessary and must be provided on short notice to maintain service to the facility users.

2.1.20 Surface Preparation. The technique(s) and materials required preparing a given surface, whether interior or exteriors, to receive paint. Techniques include but are not limited to cleaning, sanding, brushing, nail pops, sealing, caulking, glazing, sandblasting, scraping; also repair tape, bed and texture of gypsum board surfaces. Surface preparation is an included part of all bid items except sandblasting. Sandblasting is a separate bid item.

2.1.21 Textured Ceiling. A ceiling where textured material has been applied using compressed air and associated equipment.

2.1.22 Trim. Including, but not limited to, baseboard, doors and windows, casings, cap mold, chair rail, and cove mold.

2.1.23 Wall Covering. Decorative paper or other material such as vinyl, cork, fabric, etc. used to cover a given interior surface.

2.1.24 Sisal. A fibrous wall covering

2.2 Abbreviations:

SECTION 3: GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.0 General

3.1 Government Furnished Services:

3.1.1 Government-Furnished Utilities. The Government will provide water, electricity, natural gas, and compressed air if available within the area where the contractor is working. If not available, the contractor shall furnish all necessary utilities and equipment as required to complete the work.

3.2.2 Security Forces and Fire Protection. Security, safety, and fire protection of contractor personnel and property on base will be provided by notification of 96th SFS (Security Forces) (882-2310) and 96th CEG/CEF (Fire Department) (882-5856). In case of emergency call 911.

3.2.3 Escorts. When there is a requirement to perform painting maintenance work requiring an escort, they will be provided by the Government.

3.2.4 Environmental Spills. Upon occurrence of any spill, the contractor or his/her authorized representative shall immediately call the CO and 96 CEG/CEIEC (882-7659) and report the incident. The type of material and quantity of the spill shall be reported. The contractor shall be liable for the clean-up cost of any spill that occurs.

SECTION 4: CONTRACTOR FURNISHED ITEMS AND SERVICES

4.0 General: Except for those items or services specifically stated in SECTION: GOVERNMENT FURNISHED PROPERTY AND SERVICES, the contractor shall furnish everything needed to perform this contract according to all its terms.

4.1 Specific Items: Specific items furnished by the contractor is not all inclusive of the contractor-furnished items and services required performing this contract.

4.1.1 Materials and Supplies Acquisition. The contractor shall acquire all materials and supplies required for the performance of this contract. The contractor shall bear the cost of all materials and supplies except for any stencils that may be required.

These items (stencils) shall be procured by the contractor, paid for by the Government, and remain property of the Government. The items supplied shall be standard products of manufacturers regularly engaged in the production of such supplies or materials for a minimum of 5 continuous years.

4.1.2 Vehicles. Each contractor vehicle (cars and trucks) shall have the name of the contractor and the words "Exterior and Interior Painting" neatly exhibited on each side. This identification, which must be displayed at all times, permits the contractor's vehicles to operate on base. The vehicle shall be in safe and satisfactory mechanical condition and shall present a neat and clean appearance. Vehicles shall be operated in compliance with base traffic regulations.

4.1.3 Safety Equipment and Clothing. The contractor shall provide their personnel with necessary PPE and clothing that shall be worn as applicable while performing work under this contract. Necessary safety equipment includes items such as steel-toed safety shoes, protective eyewear, ear protection, etc. Contractor shall be in accordance with OSHA, Base and other applicable regulations and laws.

4.1.4 Telephone Service. The contractor is responsible for securing commercial telephone service for making calls and receiving service calls, and for being able to respond to such calls within 30 minutes, during duty hours.

4.1.5 Facilities. If further inside/outside storage area is required, the Government will designate an area. It will be the Contractor's responsibility to secure, properly store and dispose of materials.

4.1.6 Contractor Cleanup. All plumbing fixtures shall be cleaned immediately after they are used to clean paint equipment and shall be restored to their prior state of cleanliness. Mineral spirits and other flammable liquids shall not be poured into plumbing fixtures, on grass, on plants, or on asphalt. Flammable paints, liquids and materials will not be stored overnight at any facility other than the designated contractor storage area. Flammable lockers or storage containers will be used for that storage.

4.2 Sampling and Testing: The Government reserves the right to sample and test paint stored and being used on site for certification/verification purposes, for other reasons deemed necessary to assure quality control, and for as many samples and tests as the Government deem necessary to correct problems and obtain proper certification/verification. All sampling and testing shall be performed at the contractor's expense by an independent, qualified, commercial testing laboratory approved by the CO.

4.2.1 Prior to Beginning Work. Paint proposed for use shall be stored at the project in sealed and labeled containers, sufficiently in advance of need to allow time testing. Upon notification by the contractor that the material is at the site, quart sample of each batch, except for small quantities for which the use of proprietary brands has been approved, shall be taken by random selection from the sealed containers by the contractor in the presence of the COR. Any paint deemed of questionable nature shall not be applied until results of all tests have been submitted and approved in writing by the CO.

4.2.2 Sampling during Work. Sampling and testing of paint may be taken from any job site during the course of the contract while work is actually being performed. Again, samples will be taken by the contractor in the presence of the COR. The batch to be sampled will be selected by the COR at the time sampling is requested. The contractor may continue to work pending the outcome of testing.

4.2.3 Procedures for Sampling and Testing. The contents of the sampled containers shall be so thoroughly mixed as to render the sample truly representative. Samples shall be clearly identified by designated name, specification number, batch number, project contract number, intended use, and quantity involved. Samples shall be packaged and mailed by the contractor, in the presence of the CO's representative, to the testing laboratory. Samples will be tested to determine compliance with the specification requirements. Sampling and testing shall be based on Federal Test Method Standard No. 141C Tests.

Results of all tests shall be recorded on certified test reports by the testing laboratory and all reports shall be submitted by the laboratory directly to the CO for approval. If any paint sample fails to meet specification requirements, the material represented by the sample shall be replaced and the work re-accomplished (if work is in progress). The cost of retesting and re- accomplishing the work shall be borne by the contractor.

4.2.4 The contractor is responsible for providing sufficient one-quart (32 ounce) containers on the job site at all times for sampling (minimum of 3 after initial testing is completed).

4.3 Submittals: The contractor shall submit the following items for approval by the CO

4.3.1 Certificates: The contractor shall furnish certificates from the paint manufacturer for each paint proposed for use attesting that the paint contains not more than 0.06 percent lead.

4.3.2 Paint manufacturer's batch test reports in accordance with Paragraph 4.2.3.

4.3.3 Independent testing laboratory test reports on paint in accordance with Paragraph 4.2.3.

4.3.4 Certificates on lead content and fungicide content of paint.

4.3.5 Manufacturer's data on material proposed for use in finishing and refinishing wood floors.

4.3.6 Certificates of Conformance or Compliance. Submit certificates from the manufacturers attesting that materials meet the specification requirements.

4.3.7 Manufacturer's Descriptive Data. Submit complete descriptive data for each type of material. Clearly mark data to indicate the type the contractor intends to provide. Manufacturer's recommended paint application for each paint and manufacturer's recommended application instructions, methods, etc. Data shall state conformance to specified requirements.

Data for sealant and caulking shall include application instructions, shelf life, mixing instructions for multi-component sealants, and recommended cleaning solvents.

4.3.8 Samples. Submit one sample of each type of sealant and caulking proposed for use to the CO for approval.

4.3.9 Safety Data Sheets (SDS): The contractor shall submit Material Safety Data Sheets for all chemicals proposed for use under this contract. In addition to SDS, the contractor shall be required to submit AF Form 3952 for each paint, thinner, cleaner, fuel or any other hazardous waste in his/her inventory. These SDS will be submitted to the CO who will provide them to the HazMat Cell (882-4677/5929).

SECTION 5: SPECIFIC TASKS

5.0 General: Work under this contract shall include, but is not limited to, the following specific tasks.

5.1 Maintenance Management: The contractor shall provide management of contract requirements as described below:

5.1.1 Work Requirements. The contractor's project manager or designated alternate shall be the central point of contact for receiving all work requests and providing the status of any work requirements. All requests for work will be passed to the contractor by the COR as a written task order identified by the paint contract number.

5.1.2 Estimating Task Orders. The COR and contractor shall measure the square footage, linear footage, and/or quantity of work to be performed. The COR will annotate the Government estimate on the task order prior to passing to the contractor. If a disagreement exists, the matter will be referred to the CO for resolution.

5.1.2.1 When estimating quantities of painting or interior/exterior finishing, the actual surface to be painted should be measured as accurately as possible from the plans or from measurements taken at the building. Do not deduct for windows or doors when estimating walls SF. When estimating for total surface area interior or exterior the first 12' height will be at the base labor rate, anything above the initial 12' height will be calculated using the following multipliers with a maximum work height of 90'

5.1.2.1.1 For work from 12'1" to 30', add 15%

5.1.2.1.2 For work from 30'1" to 60', add 25%

5.1.2.1.3 For work from 60'1" to 90', add 35%

5.1.2.2 Eaves: plain eaves painted the same color as side walls, obtain the area and multiply by 1 1/2; if eaves are painted a different color than the side walls, obtain area and multiply by 2; eaves with rafters running through, obtain the area and multiply by 3; eaves over stucco or stone walls, obtain the area and multiply by 3; for eaves over 30' above the ground, add 1/2 of total area for each additional 10' in height.

5.1.2.3 Cornices, exterior, obtain the area and multiply by 2.

5.1.2.4 Downspouts and gutters, measure the linear footage and multiply by 2.

5.1.2.5 Blinds and shutters: plain blinds or shutters measure one side and multiply by 2 (only if both sides are to be painted, otherwise SF will be actual measurement); slatted blinds or shutters, measure one side and multiply by 4 (only if both sides are to be painted, otherwise multiply by 2).

5.1.2.6 Columns and Pilasters: plain, obtain area in SF; fluted, obtain area and multiply by 1 1/2; paneled, obtain area and multiply 2.

5.1.2.7 Lattice work: measure one side and multiply by 2 for one side paint, paint two sides multiply by 4.

5.1.2.8 Porch rail, balustrade, balusters: if solid balustrade, add one foot to height to cover bottom and top rail; multiply length by height; if painted two sides multiply the result by 2; if balustrade consists of individual balusters and handrail, multiply length by height, then multiply result by 4; handrail under 1' in girth, figure 1LF by length and multiply by 2.

5.1.2.9 Moldings: figure 1SF per 1LF

5.1.2.10 Doors and Frames: price based on a 3-0X7-0 door to include frame and painting both sides.

5.1.2.11 Windows: price based on 24 SF window. Windows over 24 SF will be considered as two each, or more depending on height and width measurements.

5.1.2.12 Roofs: flat or nearly flat roofs use actual measurement; 3/12 pitch = actual measurement plus 25%; 4/12 pitch = actual plus 33 1/3%; 6/12 pitch = actual plus 50%.

5.1.2.13 Fences: one side, measure area and multiply by 1 1/2; both sides, measure area and multiply by 3.

5.1.2.14 Picture mold and chair rail: less than 6" wide, 1LF =3/4SF.

5.1.2.1.3 Stairs: measure area of one tread and riser, multiply by number of each. Add 2LF to wood or metal stairs to account for stringers.

5.1.2.15 Painting pipe use the following table:

5.1.2.19 Corrugated metal surfaces up to 3/4" high corrugation: multiply by (1.1), 3/4" to 2" multiply by (1.5); over 2" multiply by (2.0).

5.1.2.20 Pavement stripping shall be measured by the linear foot. Stripes 1 LF long and 1" - 12" wide shall be considered 1 LF. Stripes 1 LF long and 13"- 24" wide shall be considered 2 LF, etc.

5.1.3 Work Accomplishment. Unless otherwise approved by the COR, the contractor shall notify the requester two working days prior to start of work. The contractor shall accomplish only the work listed on the work order. Any questions concerning additional work should be referred to the COR.

5.1.4 Completed Work. After completion, the contractor shall annotate each job order with the bid units (square feet, linear feet, ea. etc.) completed, date work was completed, and the specific color or material applied. Work orders and line items listing for completed work shall be turned over to the COR after completion of the job. The date of completion shall be indicated on the returned work order. Final payment will be made for work completed and accepted by the COR, not for work on the original estimate.

5.1.5 Warranty: The contractor shall guarantee work for 1 year after completion. If a completed task order is identified as unacceptable by the COR, and if concluded that work was…
