DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 96TH TEST WING (AFMC)

EGLIN AIR FORCE BASE FLORIDA

29 June 2016

STATEMENT OF WORK

Project FTFA 16-1072

REPAIR BUILT-UP ROOF AT MUNITION STORAGE MAGAZINE

BUILDING 984, HERD AREA, EGLIN AFB

Indefinite Delivery/Indefinite Quantity (IDIQ) Contract No. TBD Roofing Repair and Roofing Maintenance

GENERAL

The contractor shall furnish all plant, labor, vehicles, equipment, tools and materials for performing all operations to replace the roof at the Munition Storage Magazine Bldg 984, HERD area, Eglin AFB. Construction work shall be performed as an Indefinite Delivery/Indefinite Quantity (IDIQ) roofing contract; therefore, all roof work shall conform to specifications given by the IDIQ Project Specifications № 16 AD, 15 June 2016, or latest version. Roof work shall also comply with the specifications of this SOW.

This task order includes replacing the roof at Building 984, Munition Storage Magazine, HERD area, with a new 72 mil PVC single-ply membrane over new tapered insulation. The munition storage magazine is a poured-in-place concrete building with two bays, separated by a concrete wall, with a total building footprint of approx. 475 sq. ft. There is a separate 112 sq. ft. shed-like structure, which is included in the scope of this project. The existing roof system for both structures is a gravel-surfaced asphalt built-up roof. The roof deck for the 2-bay magazine storage is a tectum slab supported on steel angle ledgers. For the shed structure, the roof deck is assumed to be poured-in-place concrete slab, though could be tectum slab. The coating on the interior ledger angles in the 2-bay magazine storage structure is damaged and peeling, resulting in areas of minor steel corrosion. The existing roof system can be classified as a flat roof-low slope (less than 1/4” per foot). Refer to attached drawing R-1 for a roof plan with approximate building dimensions.

There are no as-built drawings available. It is the contractor’s responsibility to verify all dimensions and existing conditions.

Due to security requirements, the contractor and his/her personnel must obey and comply with the document package Contractor Procedures. The Contractor Procedures applicable to this project will be delivered to the contractor during the pre-construction meeting or upon request.

It may become necessary from time to time for the Government officials to stop the Contractor from working due to mission priority, Base security, or other events. The Contractor will be required to cease work as directed by the Facility Manager/POC or other Government officials. Any scheduled or unscheduled delays encountered should be reported to the Government Construction/Contracting Representative/Officer assigned to the project. For each calendar day and/or portion of a calendar day the Contractor is removed from the job site, the contract schedule will be adjusted accordingly.

Existing facilities are unoccupied and no munitions are stored in the magazine at this time. Roofing operations might be interrupted to perform building operations, as directed by users. Workers may be asked to leave the roof and stay inside a designated facility until directed to resume operations. At least one (1) week ahead of roofing operations, Contractor shall coordinate with the testing schedule provided by the HERD facility manager.

Neither the contractor nor the members of his/her team are authorized to enter the building without coordination with the Facility Manager.

Provide a new Single-Ply Membrane Roof on Building 984. Construction includes, but is not limited to, the following general work:

Demolition Work (applies to both 2-bay munition storage magazine and adjacent shed structure, unless otherwise noted)

1. Remove and dispose of the existing ply built-up roof system down to the tectum or concrete roof deck.

2. Remove and dispose of roof accessories: wall flashing, edge flashing, counter flashing, fascia metal, etc.

3. Remove and dispose of the paint coatings on the interior steel ledger angles in the 2-bay magazine storage structure. Total length of L3”x4”x1/2” angle included as part of this coating removal is approximately 133 ft.

New Work (applies to both 2-bay munition storage magazine and adjacent shed structure, unless otherwise noted)

1. Install new tapered insulation and cover board to achieve 1/4” per foot slope, minimum. Fully adhere insulation and cover board to roof deck (tectum and/or concrete, as applicable). Attachment to tectum deck will require additional reinforcement (peel stops mechanically anchored to roof deck in addition to adhesive) to comply with required design wind loads. Coordinate with manufacturer for design of additional anchorage. Testing may be required.

2. Install fully-adhered single-ply 72 mil PVC roofing membrane to concrete and/or tectum roof decks. Design the new system and adhesive to comply with the 2012 International Building Code, ASCE 7-10, The Florida Building Code, and Eglin Base Criteria. Basic wind speed shall be the greater value from ASCE-7-10, or 150 mph. Design calculations and roof drawings shall be sealed and signed by a Registered Professional Engineer. Reinforce anchorage at Tectum deck as required. See item 1 (above).

3. Single-ply membrane shall be continuous at the transition from the roof to the interior parapet walls and continue of the top of the wall. Provide a PVC-coated aluminum wall coping cap at parapet.

4. Install aluminum edge flashings and metal fascia, as required.

5. Install continuous aluminum gutters and downspouts above the door side of each structure. Avoid the grounding cable, as required. Provide concrete splash block at each downspout.

6. Provide a 20 year NDL manufacturer’s warranty covering total system, with a wind rider of 120 mph wind speed, or maximum available.

7. Provide one (1) permanent fall protection anchor at each structure, mounted to the roof deck or parapet walls. Permanent roof anchor is required for fall protection per OSHA standards 29 CFR 1926.500. Include design, engineering, onsite inspection/testing, and certification for the new fall protection anchorage system. Provide appropriate flashing at each anchor using metal roof type flashing.

8. Factory paint metal roof components in accordance with Federal Standard 595B to closely match Eglin Air Force Base standards. PVC membrane shall be white. Coping cap, gutters, downspouts, and edge flashing/metal fascia shall match as closely as possible to Fed. Std. Color #37769 (off-white), or similar to Englert’s Sandstone. Provide the Government options from standard factory finish colors.

9. Touch up any newly exposed or damaged wall paint with matching color, as required.

10. Prepare the steel surface of the interior steel angle ledgers in the 2-bay magazine storage structure as required by the coating manufacturer. Paint surface of steel.
