Q&A 11 August 2014

Question 1: The solicitation requires the submission of pricing for the seed project . Where is that to be entered? There is a reference to Attachment 12, but that is just the description of work for the seed project. Should the contractor write the lump sum price on the Attachment 12 SOW for the seed project? Is this all that is required for Volume IV. We understand that the price for the seed project will not be part of the determination of the overall TEP.

Answer : Volume IV addresses seed project. It is a separate proposal, using pricing from your basic year proposal for the IDIQ. The format of the seed project proposal is up to the contractor, but it should list all priced CLINs being used for the project and a total price for the seed project.

Question 2: The bid schedule is has a quantity of 57 inserted under Max Quantity, but should this be “1” (one)….? So the contractor can enter the lump sum amount as the total of the bid schedule per year and write in the max amount below on the designated line? We are not sure how the multiplication of 50 will work on a spreadsheet to accurately reflect the bid price… Can you clarify, please. Should the offeror scratch through 50 and insert the number one (1)?

Answer: As stated in Paving IDIQ Q&A 30 July 14, the 50 entered on the CLINs is an estimated number of task orders per year. The IDIQ itself does not contain pricing information, therefore the CLINs on the solicitation should be left blank. Contractors should use the revised bid schedule for proposed pricing of the IDIQ.

Question 3: Line Items 0056AA and 0056AB are for Steel Sheet Pile. Line items 0056AC and 0056AD are for Fiberglass Sheet Pile. All are shown to be 10 Ft. Length. The Unit of Measure is in Linear Feet (LF). Did you mean for this Unit of Measure to be in Square Feet? If it is to be bid in LF, what width of pile are you requiring? In either case, LF or SF, would you clarify the required thicknesses and the type/style of both the Steel and the Fiberglass Sheet Pile?

Answer: Sheet Piles are for 10' lengths (depth) and are typically used to stabilize roadway edges.

Therefore, we are requesting the price per linear foot for embedded 10' depth sheet piles. Steel sheet piles are 1/2" width while fiberglass are 5/8" width.

Question 4: Line Item 0055AD description is "Rubberized Topping" and is in the Runway Rubber Removal Section. I can't find Rubberized Topping in the specifications.

Can you clarify/define what this item is?

Answer: Remove "Rubberized Topping" from bid schedule.

Question 5: Line Items 0008AA and 0008AB are for "Compaction of Fill, Subgrade, and Base".

Would you please clarify the Scope of these Line Items? We have Line Items 0007AA and 0007AB "Compaction of Existing Subgrade". We also have Line Items for Fill Common Earth 0011AA, 0011AB, and Fill, Select 0012AA, 0012AB and Graded Aggregate Base 0006AA, 0006AB, 0006AC. Normally we would include compaction in the Line Items for the Fill and Base as being part of the Fill and Base items.

Answer: We have compaction for existing subgrade where we add fill (base material for new roads/parking lots) once we clear an area. Where we have to re-grade an area for new construction, we have sub-base compaction requirements as well as base compaction requirements.

Question 6: Line Items 000AA, 0001AB and 0001AC are for "Mill Asphalt". No depth is specified for these Line Items. Would you clarify the depth of the Milling? Would you entertain specifying a milling depth such as 1" and adding Line Items for Each Additional Depth of Milling for the three ranges?

Answer: Milling existing roads and airfield pavements usually requires milling up to 3" per pass.

Therefore, milling is 3" per pass. On airfield milling, we usually mill anywhere 3" minimum with 8" - 9" being the maximum. So we will pay for 0" - 3" depth which is a single pass.

Anymore material which has to be milled will be cost up to 3" per next pass. Basically, we are paying for up to 3" maximum per pass.

Question 7: I was looking on the FedBizOps for the interested vendors list so I might identify some of the suppliers/subcontractors. I could not find the list. Do you have the interested vendors list with the contact information?

Answer: When we view the Solicitation there is an Interested Vendors tab. If this information is not viewable we will furnish the Interested Vendor list to the successful offeror.

Question 8: In Section 02577 of the specifications, Airfield and Roadway Traffic Marking, 4.

Equipment, paragraph “c”. It states “Paint shall be preheated to 140 degrees Fahrenheit before application”. This is a very old specification that has not been used in 20 years or so. We did heat our paint way back when, but it created all kinds of problems and clogged up our system. I don’t know of any striping contractors in the south that still heat their paint. With the 3 minute fast dry waterborne traffic marking paints that have been developed it does not make much sense to include the requirement to heat your paint anymore.

Answer: Pre-Heat Paint as Specified.

Question 9: Will the Paint Contractor be held to the part of the spec regarding the heating of the paint?

Answer: Yes, the Contractor will be held to the specification regarding heating the paint.

Question 10: Can you please provide a material specification for the type of asphalt needed for the Airfield Paving Pay item?

Answer: Airfield Paving Specification is in Section 02513 - BITUMINOUS PAVEMENT FOR

AIRFIELDS

Question 11: Is there any consideration being given to postpone the bid date due to the changes in bid schedule?

Answer: Proposal due date was extended from 18 August 2014 (2:00 p.m.) to 21 August 2014 (2:00 p.m.). The last day to submit questions was 7 August 2014.
