Q&A 30 July 2014

Question: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?

If not, is this a new requirement?

Answer: This is a new requirement/contract.

Question: Pages 3, 4 and 5 of the Solicitation have the Bid Quantity as 50 Lump Sum. Is this correct?

Answer: This is an estimated number of task orders we may offer per year?

Question: Pages 5 and 6 of the Solicitation have no Minimum or Maximum Quantity or Value Amounts shown for the CLIN Delivery/Task Order. Are there Minimum and Maximum Quantities and Values for CLIN Delivery/Task Orders?

Answer: Usually we will have a $5,000 minimum per task order, however; we have on occasion requested smaller task orders which did not require mobilization on a large scale.

Example: We may request some bumper blocks for a parking lot or stripe some handicap spots at a facility that was noncompliant.

Question: Page 7 of the Solicitation has the following statement: “THE FOLLOWING CONTRACT LINE ITEMS ARE FIRM FIXED PRICE: 0001 THOUGH 4058. Since the quantities of various items from this list will be most likely be different for each Delivery/Task Order, will the Delivery/Task Orders be paid for by the actual quantities of the line items installed at the unit prices bid or will the Delivery/Task Order be paid Lump Sum?

Answer: Each Task Order will be distinct and different from other Task Orders, but the CLIN will be the same for each Task Orders – Just the quantities will differ.

Question: The Solicitation Bid Schedules have a title IDIQ Paving, EGL 13-1129 followed by Basic Year Quantities, Option Year 1 etc. Is this correct? Also, the formatting of some of the option year Bid Schedules is such that all the columns do not fit on one page.

Answer: The excel spread sheet and formatting is the same for each year.

Question: Some of the Solicitation Bid Schedule Line Items have quantity ranges such as 2,501- 10,000, however the Line Item Quantities are outside the ranges. For instance 0001AB has line item description of 2,501-10,000 and the bid quantity is only 1,500 SY. Will the Contractor be paid the Unit Bid Price of the Bid Item that the actual quantity installed falls within the Description range? I.E if we install 6,789 SY will we be paid 6,789 SY of item at the unit bid price of the line item having the range 2,501-10,000 even though the Bid Item Quantity is only

1,500 SY?

Answer: The bids should reflect the quantities in the description. Therefore, the Unit Price should be predicated on the quantities stated in the Description.

Question: Some of the Solicitation Bid Schedule Line Items are for similar types of the items but there is no quantity range for each of the Line Items. I.E. the Line Items for Pipe are by size of pipe, for instance 18” 24” 36” and 48” but there is no quantity range. Is it intentional to not have a range of quantities for some items and not for others?

Answer: Some Solicitation Bid Schedules are for services and material installed in place like Pipe. Therefore; the bid should be per unit identified. In this case, price installed per linear feet.

Question: On Line Items 0056AB and 0056AD, did you mean for the ranges to be >301 rather than <301?

Answer: In this example, we are requesting pricing on sheet piles on quantities up to 300 linear feet and then pricing for 301 linear feet or more.

Question: There is an Item “JUNCTION BLOCKS” on the Line just below Line Item 0054. It does not have a Line Item or a Quantity. Should we ignore this Line?

Answer: Junction Blocks is a continuation of “Field Adjust Runway Light & Concrete Junction Blocks.”

Question: For Items 0057AA and 0057AB Highway Traffic Control Barriers (Jersey Barriers), Do you have a Standard Drawing for the Barriers? Many Contractors have Barrier Rail (Jersey Barrier) that is no longer accepted on road and highway projects. The new Standard is for “K Rail” and it has a different profile than the older Jersey barriers. Will the older profile barriers be acceptable for use or will the contractor be required to use the newer “K Rail”?

Answer: Use the newer “K Rail”. That is what we call colloquial a Jersey Barrier (Slang).

Question: Regarding Line Items 0020AA, 0020AB, and 0020AC “Haul Removed Materials Off Base”: Will these Line Items be used to pay for any and all material that is hauled off base? For Instance, will these line items be used to pay for any excess excavation, existing base, demo concrete items, milled material, etc., that is generated in the construction process even though there is a Milling Item and an Excavation Item and a Removal of Concrete Item, etc.?

Answer: Milling, Excavation, and Concrete Removal are separate line items specifically for its intended purpose. Hauling the material generated or temporary stockpiles will be billed separately for hauling material legally disposed of Off Base.
