Question 103: Section L - Instructions, Conditions and Notices to Bidders, Section C Specific
Instructions, Volume III Past Performance References, Teaming Arrangement or Joint Venture, states “If this is a first time joint effort, each party to the arrangement must provide a list of past and present contracts.” Would the contracts provided for both companies in the Volume II Past
Performance Proposal and Volume III Past Performance References (Appendix A and Appendix
B) meet this requirement, or does the government wish to offeror to provide an additional list of contracts? If an additional list of contracts is required, would the list need to consist of only recent (contracts completed in the last 3 years) and relevant contracts?
Answer 103: The past and present contracts would be represented in Volume III’s Appendix A and Appendix B forms.
Question 104: Will the Government please clarify if the “TBD – Name of Contractor” statement should be filled in by Offerors and submitted with the proposal or will this clause be filled in after award?
Answer 104: It will be filled in at time of award; offerors are only responsible for filling in information under Section K of the solicitation.
Question 105: Should unit prices from the RFP line item bid schedule be used to quantify the pricing / cost estimate for the IDIQ Seed Project? If so, can the unit prices for the Seed Project differ from the line item unit prices for the IDIQ bid?
Answer 105: Section L, Volume IV, paragraph a clearly states that an offeror is to provide a price proposal based on the prices proposed for the Indefinite Delivery Indefinite Quantity Base
Year pricing. No, they cannot differ.
Question 106: Will it possible for a Contractor to be awarded the Seed Project and not be awarded the IDIQ Contract?
Answer 106: No.
Question 107: Is the allotted work time stated in section 02050, (7, b.2) applicable to the submittal, work and testing requirements under Section 02080 and the same submittal work and testing under Section 02050 for the TCLP? Or is the allotted time only applicable to demolition work once the submittals, plans, and test results have been verified?
Answer 107: Yes, it is applicable to all.
Question 108: Section 01500, GENERAL ENVIRONMENTAL PROTECTION, 2. GENERAL,
c. (5) Hazardous waste transportation and disposal shall be coordinated through CEVC. The transporters and disposal facilities shall be approved by CEVC prior to their use. Manifests shall be signed only by CEVC. Please provide a list of the CEVC-approved transporters and disposal facilities.
Answer 108: IDIQ contractor, upon award of contract, will meet with CEVC to acquire a listing.
Question 109: Section 01500 GENERAL ENVIRONMENTAL PROTECTION 2. GENERAL b: Is the contractor allowed to use the Eglin Landfill?
Is there an on-base facility to dispose of concrete rubble for recycling?
Answer 109: No Eglin Landfill and No, contractor must dispose of all waste at an off base facility. If needed, recycle staging areas will be discussed per Task Order.
Question 110: Section 01500 GENERAL ENVIRONMENTAL PROTECTION 2. GENERAL c: After removal, If the results of the TCLP testing exceed regulatory limits, the tested material shall be considered as hazardous waste and shall be turned over to the Government at a hazardous waste collection point adjacent to the project site for disposal by the Government.
Would the Government please confirm if the Government will take ownership of the blast media should test results confirm suspect hazardous material?
Answer 110: The Government will take ownership of media that has been determined hazardous through TCLP testing and placed in their 90 day holding facility. There are no disposal facilities on base, which means the media will eventually be taken to an approved off base facility by the
Government.
Question 111: Section 02050, Paragraph 7, (2) Allotted Work Time. SECTION 15050
MECHANICAL WORK 4. REMOVAL WORK: b. Gas Lines. Existing gas lines serving the buildings are owned by Okaloosa Gas Company. The contractor shall contact Okaloosa Gas
Company and make arrangements for gas company personnel to cut and securely cap their gas service lines. After cutting and capping are completed, the contractor shall remove all existing gas lines and equipment in the buildings to the cut-off point.
What is the required response time for this type of work?
Answer 111: This is a part of the Civil Engineering Work Clearance Request (AF IMT form 103
Dig Permit) and is dependent on Okaloosa Gas Company availability. Work delays will be accounted for and addressed per Task Order accordingly.
Question 112: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK: Who makes the determination of what shall be salvaged from the buildings and how is this to quantified at time of this proposal? What is required response time for these services?
Answer 112: Before IDIQ contractor bids on a Task Order, they will be supplied with a SOW that will outline the work to be conducted on the Demo Project. It is at this time and during the official site visit that a determination will be made regarding telephone and television equipment.
Response time is dependent on each individual Task Order.
Question 113: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK c: Does the
96CS provide a list of typical equipment that a contractor should look for on the site visit?
What is the required response time for this shop to remove equipment?
Answer 113: Comm Squadron is notified well in advance, by Demo IDIQ Manager, of pending
Demo project award. They are given lead time to removed needed items. Most communication equipment will be identified by Demo IDIQ Manager and during official site visit. Contractor will contact Comm Squadron as part of dig permit, at which time comm. will identify all comm.
lines and equipment. Response time is dependent on each individual Task Order.
Question 114: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK e: What is the
796 CES / CEOFA required response time and is this event part of the allotted time as stated in
Section 02050, Paragraph 7 (2) Allotted Work Time?
Answer 114: All CE shops are notified well in advance, by Demo IDIQ Manager, of pending
Demo project award; their opportunity to removed needed items. Does not affect “Allotted
Work Time”.
Question 115: The ROM given is $10-25M. The current response to questions regarding the bid schedule for removal of Underground Storage Tanks indicates that the number of units (e.g. 400) is intended to represent the number of tanks to be removed. However, when you add 400 tanks for each size = 1,600 tanks per year; and price 1,600 tanks per year for the next 5 years, the TEP is significantly above the $25M upper ROM limit. Is this the government's intention? Does the government intend to remove 8,000 tanks during the course of the contract? Five years ago in
Amendment 3, the answers to the issue of the number of tanks was answered as the number of units represented the size of the tank to be removed not the number of tanks (see italicized text below), which resulted in a significantly lower TEP. Would the government consider changing the quantity of tanks for all line items in 1018 and 1019 from 400 to 1?
Answer 115: Correction: Item 1019 and 1018, Underground Storage Tank Removal (Does not include fuel which is included in Item 1019E)
The figure in the "Number of Units" column depicts a set size (400 gallons) for each of 1019A, B, C and D. For the purpose of establishing a unit (per gal) price, this figure will remain at 400 for each size category. Each category is based on actual tank size in gallons, i.e., a 1500 gallon tank would fall under 1019B and be calculated as unit price per gal times 1500 gallons.
When bidding on these items, input the price per unit of measure (gallon) for the different sizes
(1019A, B, C and D); Your per gallon price should be different for each of the different sizes categories'. Next, multiply your unit price per Gal times 400 gallons to get your total.
(Demo Contractor pricing EXAMPLE ONLY) Size of tank is 2500 gallons, this will fall under
Unit 1019B, 1,001 – 5,000: unit price per Gal is $1.50 (example only), this will be multiplied times 2500 gallons to achieve a total cost of $3750.00. (Example only)
Example only: Your unit price per gallon for unit 1019C may be $1.10; thus your total would calculated against the total gallon size of the actual tank (Example only)
