Question 1: If we are a sub to the prime do we also need to have a Bona Fide Office in SBA
Region IV?
Answer 1: No, the prime is the only one under contract with the government so they are the only entity required to have a bona fide office in the region.
Question 2: Could you please clarify the bid bond requirement? I understand the Bid Bond is
20% of the offered amount. I assume that is the amount of the First Task Order?
Answer 2: No, the bid bond should be 20% of your proposed TEP for the basic 5 year contract, with a magnitude between $10-25M.
Question 3: What are the overall bonding requirements for this project? Since the magnitude is between 10-25 Million total, I assume that means 2-5 Million per year. Therefore, if a company has an aggregate bonding capacity of at least 5 Million with an individual capacity of at least 2.5
Million, would that be sufficient bonding capacity?
Answer 3: The overall bonding i.e. payment and performance bonds will be based on the total ceiling price by year which is anticipated to be between $2-5M a year. Bonding will need to renew upon exercising of an option for that particular year.
Question 4: One more item - there is an error on Appendix A: Past Performance Project
Information - In the main paragraph, an HVAC & Lighting RFP is referenced instead of this
Demo IDIQ.
Answer 4: Corrected.
Question 5: I have been unable to locate any drawings which indicate the first task order. Can you advise if there are any?
Answer 5: There are no drawings for the first task order.
Question 6: Is there an Asbestos survey report for this? All we need is a ruff sq ft and type of asbestos.
Answer 6: Based on the Government asbestos survey there is no asbestos in the building.
Question 7: Can this be awarded sole source to an 8(a) company?
Answer 7: No, per FAR part 19.805-1(a) acquisition that exceed $4M will be awarded on the basis of competition limited to eligible 8(a) firms.
Question 8: The solicitation states that Past Performance from major subcontractors will be considered but not rated as high as self-performance. Our question is how will the past performance of Joint Venture partners be evaluated?
Answer 8: If this is a joint venture with the same teaming or joint venture partner and the past performance is being submitted under the current teaming or joint venture partner then that information will be rated just as highly as a principal offeror. If this is a first time teaming or joint effort, then the past performance for each partner will be regarded as a predecessor companies and will NOT be rated as highly as past performance information for the principal offeror in this case would be a joint ventures or teaming arrangement.
Question 9: Does the bona fide office have to be certified before the proposal submittal or before award?
Answer 9: The bona fide office has to be certified prior to award.
Question 10: Specification Section 01010 states the following in paragraph 12:
12. COST ESTIMATING REQUIREMENTS: The Contractor shall purchase, maintain, and use the latest version of e4Clicks (e4Clicks) Basic or Professional Project Estimator. The Contractor shall use e4Clicks software to estimate and submit all of their estimates, both electronically and on paper. The Contractor is responsible for deciding which software application to purchase and the number of copies of the software that they will need to support their contract requirements.
a) The software estimating and project management package shall be Windows ™ based software. It shall be able to import and export estimates and projects electronically in a secured estimate file format. It shall be able to track projects by contract, contract year, estimator, customer and/or project location. It shall support project management tracking of project milestones, project costs, locations, contacts, and project notes. It shall provide a means for document management, whereas the user can setup template documents, point and click and create new, project specific documents using the current project details. The software shall be able to import the contractors estimate, complete an electronic comparison and technical evaluation showing the government’s pre negotiation strategy, as well as producing the contractors revised estimate report to show the post negotiation changes made from the initial estimate to the final accepted estimate. The database shall contain all of the line items found in the Unit Price Book. The database must be protected from being changed by any user. The software shall be able to export to Microsoft Excel™ and Adobe PDF™ file types as well as create a Form 3052 as a completed export file format. The Contractor shall purchase all annual maintenance plans and upgrades and use the most current version of e4Clicks as it becomes available from 4Clicks, for the life of the contract.

Is this requirement correct? Do we reference the Eglin Air Force Exterior and Interior Paining contract when we are doing a demolition IDIQ? Please clarify.
Answer 10: This is an error should read:

Question 11: Do the Past Performance Project Information forms have to be submitted ahead of the proposal and if so, what is the deadline for those forms to be submitted? Is it required to come directly from the reference or can it be forwarded from the contractor submitting the bid?
Answer 11: All Past Performance information shall be submitted with the proposal. No there is no requirement for the information to come directly from the reference.
Question 12: Can CPARS/CCASS reports be submitted instead of Past Performance
References?
Answer 12: It is your company decision to submit past performance in accordance with Section
L and Section M of the solicitation. Please see Section L that states “Limit to five (5) references.
If the offeror is utilizing significant subcontractors or submitting an offer under a teaming arrangement or joint venture an additional five (5) references are authorized for the subcontractor’s past performance references, In addition, you have up to ten pages in the past performance proposal. It is your companies decision on how best to submit the information. In
Section M B 4 states “In the case that information submitted for a project on Appendix B is contradictory with information pulled out of the Construction Contractor Appraisal Support
System (CCASS) the information from CCASS will take precedence.”
Question 13: Should the Past Performance Reference form (completed by the reference) be submitted in the proposal Volume III or should the reference send it directly to the Air Force? If they should submit the form directly to you, please provide a point of contact and address.
Answer 13: All Past Performance information shall be submitted with the proposal. No there is no requirement for the information to come directly from the reference.
Question 14: Please confirm the NAICS Code is 238910 and the size standard is $14 M.
Answer 14: Confirmed.
Question 15: Is there a chance that this might be re-scheduled due to the current conditions and furloughs?
Answer 15: The site visit will not be reschedule and will still occur at the time and date specified in the solicitation.
Question 16: On page 48 of 57 of the above referenced solicitation, it states a 10 page limit for
Volume II-Past Performance Proposal. Furthermore, on Page 50 of 57, it states that this volume is where we out information on i.e. descriptive language, letters, metrics, customer surveys, independent surveys, etc. The problem is that all of the evaluations McClain Contracting has from customers are at LEAST 2 pages and usually 3-4 pages for ONE project. If we use 5 references—that leaves only 2 pages per reference which is not enough. Can the page limitation be increased to make this requirement more reasonable?
Answers 16: The page limitation will remain.
Question 17: Also, some of my potential references are out of the office due to the
Government Shutdown. Will we be penalized by not being able to get a completed Past
Performance Questionnaire from these references if the Shutdown is not resolved by the time of
Proposal Submission?
Answer 17: The Government will slip the proposal due date by two weeks to allow for impacts due to the Government shutdown.
Question 18: Are all costs (i.e. overhead, profit), with the exception of the PERFORMANCE
BOND, to be included in the PER UNIT COST listed on Attachment 3?
Answer 18: Yes.
Question 19: On page 52 of 57 Section L, 4 (e) tit states that It is preferred that volumes are not submitted in hard cover binders or spiral bound. Question: How should they be bound?
We usually use ½” Clear View Binders with Avery Index Tabs. Is this acceptable?
Answer 19: As stated in the solicitation the Government does not prefer binders or spiral bounding, it’s your company decision on how to submit the proposals.
Question 20: (a) Bldg.1219 is not listed in the asbestos survey for Eglin AFB; does this survey include lead paint hazards as well? (b) What type construction does Building 1219 consist of?
(c) Are any dimensions for Building 1219 and associated concrete pad available?
Answer 20: (a) See Specifications Page 02050-2: (6). Removal of Existing Paint and/or Painted items And Page 02050-5: (3). Demolition of Hazardous Materials. Unable to confirm at this time, if the asbestos survey includes lead paint assessments, however, an additional asbestos and lead paint survey is requested by the IDIQ manager before project is advertised. This test is performed by the Unit Environmental Coordinator program manager, Dr. Dwight Berrong.
(b) Type is block construction (c) Dimensions of Bldg 1219: 9’5” x 7’5”; H approximately 8’ –
Concrete Pad is 15’ x 24’.
Question 21: In the Clauses , Section H- 817 conflicts with H-819; does the later take precedence ?
Answer 21: Both clauses are in the contract because each individual delivery could vary on whether utilities will or will not be available.
Questions 22: Attachment 3 is titled “IDIQ Demolition Cost Estimate (Option Year 3)”. Is there a bid schedule for the Base Year and Option Years 1, 2 & 4? Are the same bid items and quantities to be used for the Base Year and ALL Option Years?
Answer 22: Please note that there are tabs at the bottom of the excel spreadsheet Attachment 3 for each year.
Question 23: Will we be allowed to adjust the unit pricing for each year to allow for Cost of
Living and Inflation adjustments?
Answer 23: No, the pricing submitted in your proposal will be broken out by each year and you can have different prices per year, but the prices will be fixed upon award and no future adjustment will be made for cost of living and inflation adjustment.
Question 24: Are these unit prices to include all cost such as; supervision, field office, administrative cost, mobilization, home office overhead, insurance, taxes, profit, etc.?
Answer 24: Yes.
Question 25: Please clarify the Bid Bond requirement. Per 52.228-1.c “The amount of the bid guarantee shall be 20 percent of the bid price.” Per Answer 2 “…the bid bond should be 20% of your proposed TEP…”.
Answer 25: The two scenarios you proposed are the same your bid price is based on your TEP total.
Question 26: Is the TEP the total obtained from the unit pricing on Attachment 3 – IDIQ
Demolition Cost Estimate or the Task Order amount?
Answer 26: Yes. The Basic year and each option year will be totaled to calculate the TEP. Be sure to note that there are tabs at the bottom of the excel spreadsheet Attachment 3 for each year.
Question 27: Please clarify the Payment and Performance bonds requirements. Per Answer 3 the overall bonding will be based on the total ceiling price by year. Are P & P Bonds to be issued on a task order bases or on the entire TEP per year?
Answer 27: Bonds will be issued on the entire TEP per year.
Question 28: Would the Government release the previous bid results including the Total
Evaluated Price of the awardee?
Answer 28: This information can be requested under the rules of the Freedom of Information
Act.
Question 29: Request the Government provide information on the number, dollar amount and type of task orders issued under the previous contract.
Answer 29: This information can be requested under the rules of the Freedom of Information
Act. FOIA requests do not go to the Contracting Office. http://www.foia.gov/
Question 30: The Government requires the offeror to provide a bid guarantee of 20% and provided guidance in the Q&A of 30 Sep. However, it is still unclear if the Government wants a bond for the base year (approximately $2-5M) or for the total price for the five years. That would seem an unusually large bond guarantee for an 8(a).
Answer 30: Bid Bond shall base on your TEP total, as previously stated in answers 2 and 3 of week 1 and answer 25 of week 2.
Question 31: Does the government require or need a copy of any teaming agreements? If so, can they be placed as an attachment to either Vol I or II?
Answer 31: Teaming Arrangement or Joint Venture is covered in Section L paragraph 3
Volume III, therefore information should be submitted in Volume III.
Question 32: Does the Government consider a teaming member who does more than 50% as a significant subcontractor?
Answer 32: No.
Question 33: Are the Vol III Past Performance references only for those contracts submitted in
Vol II?
Answer 33: No.
Question 34: Is it the intent of the Government for the offeror to collect the PP Questionnaires
(Appendix B) and submit them along with Appendix A in Vol III?
Answer 34: Yes. Submit with proposal.
Question 35: Does the Government intend to make a single award on this contract?
Answer 35: Yes.
Question 36: In Vol IV, the Government requires a price proposal for the initial task order.
Will the Government please elaborate on the contents required in this price proposal? Does the
Government want a spreadsheet such as Attachment 3, a ROM, pricing and a schedule?
Answer 36: A tab has been added to the bottom of Attachment 3 for submitted of the price proposal. Offeror is to provide a price proposal based on the prices proposed for the Indefinite
Delivery Indefinite Quantity Base Year pricing. Your price proposal should be firm pricing and not ROM pricing. Only the awardee for the basic 5 year IDIQ contract will have Task Order
0001 evaluated for purposes of meeting the minimum requirement.
Question 37: The RFP provides this guidance to offerors: It is preferred that the volumes are not submitted in hard cover binders or spiral bound. Does the Government allow three ring binders?
Answer 37: As stated in the solicitation the Government does not prefer binders or spiral bounding, it’s your company decision on how to submit the proposals. This was also answered in answer #19 of week 1.
Question 38: Item 4001 Building Demolition; 4001AA through 4001AD: Do these line items include footer removal and/or floor slabs?
Answer 38: No.
Question 39: Item 4002 Demolition of masonry walls; Does this section line items include requirements to reengineer any existing attached structures that may be left in place?
Answer 39: No.
Question 40: Item 4003AG; remove curbing: What type?
Answer 40: Concrete & Asphalt, street.
Question 41: Item 4004 Demolition of drainage structures; What is the average depth of the structures to be removed for these line items?
Answer 41: The average depth on Eglin AFB is approximately 18 inches.
Question 42: Item 4005; Footings and foundations: What is the average depth of the slab?
Answer 42: Footing and foundation demolition/removal is on a case-by-case basis; the IDIQ manager will provide info to contractor, contractor will confirm by conducting a site visit when a project comes available. Dependent on the type of facility and location.
Question 43: Item 4006; Concrete footings; What is the average dimensions of the footings?
Answer 43: Footing and foundation demolition/removal is on a case-by-case basis; the IDIQ manager will provide info to contractor, contractor will confirm by conducting a site visit when a project comes available. Dependent on type of facility and location.
Question 44: Item 4010AC; HVAC - Remove Boiler; What size is the boiler and what is the material makeup of the unit.
Answer 44: Size and material makeup of boilers are dependent on the demolition project.
Boiler removal is on a case-by-case basis; there is no way of knowing without first conducting a site visit when a project comes available.
Question 45: Item 4017 Site Restoration; How long must the contractor maintain the grass/sod/seeding?
Answer 45: Requirements for maintaining grass/sod/seed are listed in Demo Spec, section
02485-2 and 22485-3 number 8. Maintenance.
Question 46: Item 4018 through 4019D; U/g Storage Tank Removal: are there any day tanks associated with these tanks that will need to be removed?
Answer 46: Storage tank removal is on a case-by-case basis where a project includes a storage tank; there is no way of knowing without first conducting a site visit when a project comes available.
Question 47: Item 4023; Remove PVC Service: Are isolation valves or bypasses present for pressurized lines?
Answer 47: Work conducted on pressurized service lines will be coordinated with Base Civil
Engineering. Subject is on a case-by-case basis where a project includes a pressurized line; there is no way of knowing without first conducting a site visit when a project comes available.
Question 48: Item 4024; Remove Concrete, etc..: Are isolation valves or bypasses present for pressurized lines?
Answer 48: Work conducted on pressurized service lines will be coordinated with
Base Civil Engineering.
Question 49: Item 4022 Remove trees including stumps, does this include clean fill and sod/seed for the area?
Answer 49: Yes.
Question 50: Will the required bid bond of 20% of the TEP be released upon contract award? Or will the portion released equal to the completed tasks within that year?
Answer 50: According to 52.228-1 bid guarantee, located in Section I of the solicitation all bid guarantees will be returned to unsuccessful offerors when so deemed. The bid guarantee will be returned to the successful offeror after award is executed and bonds have been received.
Question 51: Page 50 of 57 of the solicitation document, Paragraph 3. Subsection 2.
RELEVANT. Teaming Arrangement or Joint Venture: “If this is a first time joint effort, each party to the arrangement must provide a list of past and present contracts.” Where in the
Proposal document should this information be provided? At the end of Vol III after Appendices
A and B. If so, will the government exclude this information from the page count?
Answer 51: These contracts would be submitted in both Volume II and Volume III. These will be included in the page count. Please also note Section L paragraph A note 3 that an additional 5 references are allowed in Volume III.
Question 52: Our team consists of an 8(a) JV with a significant teaming partner. We would like to submit 5 references for the two JV entities and 5 for our significant subcontractor. Will the government allow an additional 10 pages in Volume III for this situation?
Answer 52: Yes, you will be allowed 5 additional references for significant subcontractors and
5 additional references for joint ventures or teaming arrangements. Section L paragraph A note 3 has been re-worded to clarify better.
Question 53: Attachment 12. Is a schedule a requirement of the proposal? The Task Order proposal?
Answer 53: No, only a cost proposal. The schedule, if needed, will need to be provided to the
Government after award of the first task order. Schedules are not required if period of performance is 30 days or less.
Question 54: Are we required to use Sales@4-clicks.com software in pricing Task Order 1?
Answer 54: No, not in the first task order because we do not expect offerors to purchase the software prior to award. Please use the last tab in the new updated Attachment 3. Any task orders awarded thereafter will be required to use 4clicks software.
Question 55: The RFP states, on page 48, that “if the offeror is utilizing significant subcontractors, a total of ten (10) additional pages are authorized for all subcontractors past performance information.” A significant subcontractor is defined as “a subcontractor performing at least 50% of the work.” If an offeror is proposing a subcontractor who is not considered significant by the above definition, but is performing a major or critical aspect of the work, is subcontractor allotted the ten additional pages for past performance information in Volume II?
Answer 55: No, in order to provide the additional information a subcontractor must be significant, as defined in section L.
Question 56: The RFP states, on page 48, that “if the offeror is utilizing significant subcontractors or submitting an offer under a teaming arrangement or joint venture an additional five references are authorized for the subcontractor’s past performance references.” A significant subcontractor is defined as “a subcontractor performing at least 50% of the work.” If an offeror is proposing a subcontractor who is not considered significant by the above definition, but is performing a major or critical aspect of the work, is the subcontractor allotted the five additional references for Volume III?
Answer 56: No, in order to provide the additional references a subcontractor must be significant, as defined in section L.
Question 57: Volume II Past Performance states "If the offeror is utilizing significant subcontractors, a total of ten (10) additional pages are authorized for all subcontractors past performance". Will 10 additional pages be authorized if the offeror is utilizing an 8(a) Joint
Venture so that each member of the JV can submit their applicable past performance?
Answer 57: Yes, Section L amended to read as such.
Question 58: Do subcontractor letters of consent count toward the page limits for Volumes II and II?
Answer 58: No.
Question 59: Does a delivery person from FedEx need anything completed prior to delivering a sealed proposal?
Answer 59: The only requirements we have are located in Section L paragraph G under “HAND
CARRIED” which states “ It is imperative that a contractor intending to deliver their proposal by commercial carrier, e.g. Federal Express, DHL, UPS, etc., insure that the outer envelope of the commercial carrier’s package identifies the contents as a proposal. This outer package must clearly show the solicitation number.” FedEx has base access to our installation.
Question 60: Could you give me the contract number of the current demolition services contract?
Answer 60: FA2823-08-D-0007
Question 61: Clause 52.228.1 (b) The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. Please confirm, the successful offerors’ bid bond on 20% of the TEP will be released when the Payment
Bond has been secured for the contract?
Answer 61: All bid guarantees will be returned to unsuccessful offerors when so deemed. The bid guarantee will be returned to the successful offeror after award is executed and bonds have been received, as previously mentioned in Week 3 Question 50. The responsibility to have the bid guarantee released from the institution is in the hands of the offeror.
Question 62: Clause 52. (b) The amount of the payment protection shall be 100 percent of the contract price. Answer to Question 27 states Bonds will be issued on the entire TEP per year.
Please clarify if the payment protection (payment and performance bond required by the successful offeror) is 100 percent of the TEP for the five years or bid value of each year.
Answer 62: The bonds will be issued annually and will be 100% of the bid value of each year.
Question 63: If the payment and performance bond is required for the five year TEP, as a year is completed, will the bond be released for that year?
Answer 63: The bond will only be good for one year. If the option is exercised we will request new bonds. It will be up to the offeror to make sure the bonds are “released” from the granting institution.
Question 64: On page 50 of 57, Paragraph 3.2 it states “If this is a first time joint effort, each party to the arrangement must provide a list of past and present contracts.” Does this apply to both JV arrangements and teaming arrangements?
Answer 64: Yes.
Question 65: For USACOE and NAVFAC past experience is a fully executed Past Performance
Questionnaire Form (PPQ-0) acceptable instead of forms Appendix A (Past Performance Project
Information) and Appendix B (Past Performance Questionnaire)?
Answer 65: No, Appendix A and Appendix B’s must be submitted.
Question 66: Item 1002 – for bidding purposes are these interior or exterior walls?
Answer 66: Exterior walls (stand alone), all interior walls are included in line item 1001; unless item 1002 is an interior wall demo inside a facility that will not be demolished.
Question 67: Item 1007 – does this include removal of fence post foundations/concrete?
Answer 67: All inclusive, yes.
Question 68: Item 1010 – are these HVAC units on the ground or on roofs of buildings?
Answer 68: Both; dependent on the Demo project.
Question 69: Items 1001 through 1010 – Are these items to include disposal? Or will disposal be covered under item 1011 only?
Answer 69: line item 1011 will be used for all instances of disposal.
Question 70: Item 1011 – is this item for C&D debris only?
Answer 70: No, includes recycle materials, i.e., metals, crushed concrete.
Question 71: Item 1012AA – is this item for asbestos disposal only?
Answer 71: No, includes contaminated soils and other materials.
Question 72: Item 1014 – are these items intended for removal or installation of insulation; and are these items ACM or non-ACM?
Answer 72: Removal only. This line item is included under asbestos abatement; any insulation containing ACM will be identified on each Task order (Project).
Question 73: Item 1015 – is this item ACM containing?
Answer 73: Yes, this line item is included under Asbestos Abatement; otherwise, it will fall under building demo (Line Item 1001).
Question 74: Several of the ‘item descriptions’ (and there written quantities) do not match the
‘no units’ column (for example lines beginning with 1017). Please confirm that the ‘no units’ column is correct.
Answer 74: Yes, it is correct.
Question 75: Items 1018 & 1019 – does this item include removal of UST associated piping? If so what quantity (length/depth of piping) should be used for bidding purposes?
Answer 75: For associated piping, see line item 1004AE and AF (Steel Pipe).
Question 76: Item 1033 – what is meant by ‘protection of earth surfaces’?
Answer 76: Any area that may require protection from heavy vehicle use by laying down protective matting.
Question 77: Spec section 02050-1 paragraph 4 states that EM385 shall be followed. Will
‘environmental monitoring’ be required during asbestos abatement as per EM 385-1-1 Section
06.B.05 (Page 92)? Note: this monitoring is in addition to required OSHA personnel air sampling and clearance air sampling.
Answer 77: The IDIQ Master Demo Spec will be followed (EM 385-1-1), along with OSHA.
Question 78: Will an engineering survey, by a registered PE, be required for this project as per
EM 385-1-1 Section 23.A.01.a(1)? Note: this plan is in addition to the SSHP & ACM Plan.
Answer 78: Each project will be addressed on an individual basis and will be outlined in the
SOW for that particular job.
Question 79: Can the SSHO as required by EM-385 be dual-hatted with the superintendent/QC roles for this project?
Answer 79: Yes.
Question 80: Can the SSHO/Superintendent/QC individual(s) for these task orders be a
‘working superintendent/SSHO/QC’ (i.e., can the SSHO also serve as an equipment operator)?
Or must the SSHO have no other duties on site other than safety oversight?
Answer 80: Yes.
Question 81: Items 1013, 1014, 1015, 1015AA, 1015AB, 1016, 1026, 1027, 1028, 1029, 1030 – are these items to include disposal as well as removal? Or is disposal covered under 1012AA only?
Answer 81: The items listed above are abatement only, disposal is covered under 1012AA.
Question 82: Please clarify the discrepancies between the quantity given in Column B and the quantity given in Column C on the pricing schedule for line items: 0026C, 0027C, 0028C, and
0030C.
Answer 82: The quantities in column C have been corrected. Please use new attached IDIQ
Demo Bid Schedule for proposal.
Question 83: Item 1019 – Is this item for non-hazardous petroleum impacted disposal only?
Answer 83: No, it is for both.
- Gasoline, because of the low flash point is considered a Haz substance. For disposal of used gasoline, users have to drum it up, and it is disposed of thru Eglin's Haz-waste contract
- Diesel, because of the high flash point is considered and Non-Haz substance.

Answer 88: There are quantities for 1015AB. Line items 1031A, 1031B and 1031C are header items for different size pipes, and the quantities are listed in the subsequent line items.
Question 89: Are there any limitations in the contract value for the projects used in the PPQ's?
Answer 89: There are no limitations, but please refer to the definition of relevant in Section L and Section M: “Performance of demolition work which is the same or similar in scope as described in the solicitation, including the specifications, safety requirements, contract type, contract environment, subcontractor interaction, and price.” Projects or contracts that are a similar magnitude as described in this solicitation will be deemed more relevant than those not.

Question 90: Items 1018 and 1019. Are you asking the offerors to price the removal tanks from the ground or leave them in place and remove the contents inside the tank?
Answer 90: Remove contents and remove tank.
Question 91: Items 1018 and 1019. Is the number of units, one tank that is 400 gallons in size or
400 tanks? If it represents 400 tanks, how big are the tanks?
Revised Answer 91: You are to price one gallon of the tank removal and then the total price for
400 gallons of that size tank. 1019A is a tank up to 1,000 gals, 1019B is a tank ranging from
1,001 to 5,000. Your pricing for 1019A will be to remove one 1,000 gal tank or smaller per gallon and then the total of 400 gallons; B, C and D are calculated the same.
Question 92: Items 1018 and 1019. The quantity given in all sub line items is 400 Column C, and quantity in gal Column D. Does the government want to know our unit price for removing one tank? 400 tanks? 1 tank with 400 Gallon of content? If 400 tanks, we don't understand how that is a unit price, and if so why is the quantity given in gallons?
Revised Answer 92: See answers above. Your pricing for 1019E is to remove "residual fuel" only, not a full tank. Your pricing will reflect the cost of removing "residual fuel" from one tank and then the total of removing 200 gallons of "residual fuel".
Question 93: Regarding Line Items 1018 A, B, C and D. The quantities given in Column B range from 0-1000 (1018A) to >10000 (1018 D) but the quantity in Column C stays at 400.

Answer 95: This line item (1001) is all encompassing, meaning it includes everything inside the building. Footings and Foundations are included under 1005 and 1006. Walls are included exclusively under Item 1002.
Question 96: Follow-up to answer 71 (RE: item 1012) – Asbestos disposal, contaminated soil disposal, and ‘other materials’ can have significantly different hazardous material disposal costs.
Please confirm what ‘other materials’ are to be included in this line item.
Answer 96: This line item is for all hazardous materials, i. e. asbestos, lead base paint, and the like. See General Environmental Protection (Section 01500) of the Demo Spec. Contaminated soil disposal is covered under line item # 1019F.
Question 97: Follow-up to answer 83 (RE: item 1019) – Please confirm that there is no fee for disposal of gas and/or diesel fuel through Eglin’s Haz-waste contract and recycle center, respectively.
Answer 97: There is no fee. Demo contractor will only be required to remove residual fuel from tank; otherwise, tank will be emptied before contractor gets project.
Question 98: Item 1003 – Do these item descriptions (i.e., asphalt 7” to 10” thick) include asphalt/concrete thickness only? Or is base material figured into the thicknesses?
Answer 98: Only includes pavement thickness, does not include sub base.
Question 99: Item 1003 – If base material is not figured into the item description quantities, is base material to be removed as well? If so, what thickness of base material should be added for bidding purposes?
Answer 99: If base material is to be included on project, line item 1008 and 1011 are to be used.
Question 100: Item 1019 – Are these items to include soil sampling for closure and closure report preparation and submittal?
Answer 100: Yes
Question 101: Can we submit completed PPQs prepared by contracting officers on previous solicitations since we are having trouble locating the evaluators for some of our past projects due to deployments, etc?
Answer 101: An offeror’s previous past performance questionnaires can be submitted in Volume
II, but our Appendix A and Appendix B must be used for Volume III.
Question 102: Will the Government please clarify the requirement in Section K of the RFP for
FAR 52.204-8 and DFARS 252.204-7007, which both refer to the ORCA database that has been replaced by the System for Award Management (SAM)? Current versions of FAR 52.204-8 and
DFARS 252.204-7007 have updated language to include SAM. Will the Government please update the Section K language to incorporate the SAM requirement?
Answer 102: It has been updated in the solicitation.
Question 103: Section L - Instructions, Conditions and Notices to Bidders, Section C Specific
Instructions, Volume III Past Performance References, Teaming Arrangement or Joint Venture, states “If this is a first time joint effort, each party to the arrangement must provide a list of past and present contracts.” Would the contracts provided for both companies in the Volume II Past
Performance Proposal and Volume III Past Performance References (Appendix A and Appendix
B) meet this requirement, or does the government wish to offeror to provide an additional list of contracts? If an additional list of contracts is required, would the list need to consist of only recent (contracts completed in the last 3 years) and relevant contracts?
Answer 103: The past and present contracts would be represented in Volume III’s Appendix A and Appendix B forms.
Question 104: Will the Government please clarify if the “TBD – Name of Contractor” statement should be filled in by Offerors and submitted with the proposal or will this clause be filled in after award?
Answer 104: It will be filled in at time of award; offerors are only responsible for filling in information under Section K of the solicitation.
Question 105: Should unit prices from the RFP line item bid schedule be used to quantify the pricing / cost estimate for the IDIQ Seed Project? If so, can the unit prices for the Seed Project differ from the line item unit prices for the IDIQ bid?
Answer 105: Section L, Volume IV, paragraph a clearly states that an offeror is to provide a price proposal based on the prices proposed for the Indefinite Delivery Indefinite Quantity Base

Question 106: Will it possible for a Contractor to be awarded the Seed Project and not be awarded the IDIQ Contract?
Answer 106: No.
Question 107: Is the allotted work time stated in section 02050, (7, b.2) applicable to the submittal, work and testing requirements under Section 02080 and the same submittal work and testing under Section 02050 for the TCLP? Or is the allotted time only applicable to demolition work once the submittals, plans, and test results have been verified?
Answer 107: Yes, it is applicable to all.
Question 108: Section 01500, GENERAL ENVIRONMENTAL PROTECTION, 2. GENERAL,
c. (5) Hazardous waste transportation and disposal shall be coordinated through CEVC. The transporters and disposal facilities shall be approved by CEVC prior to their use. Manifests shall be signed only by CEVC. Please provide a list of the CEVC-approved transporters and disposal facilities.
Answer 108: IDIQ contractor, upon award of contract, will meet with CEVC to acquire a listing.
Question 109: Section 01500 GENERAL ENVIRONMENTAL PROTECTION 2. GENERAL b: Is the contractor allowed to use the Eglin Landfill?
Is there an on-base facility to dispose of concrete rubble for recycling?
Answer 109: No Eglin Landfill and No, contractor must dispose of all waste at an off base facility. If needed, recycle staging areas will be discussed per Task Order.
Question 110: Section 01500 GENERAL ENVIRONMENTAL PROTECTION 2. GENERAL c: After removal, If the results of the TCLP testing exceed regulatory limits, the tested material shall be considered as hazardous waste and shall be turned over to the Government at a hazardous waste collection point adjacent to the project site for disposal by the Government.
Would the Government please confirm if the Government will take ownership of the blast media should test results confirm suspect hazardous material?
Answer 110: The Government will take ownership of media that has been determined hazardous through TCLP testing and placed in their 90 day holding facility. There are no disposal facilities on base, which means the media will eventually be taken to an approved off base facility by the
Government.
Question 111: Section 02050, Paragraph 7, (2) Allotted Work Time. SECTION 15050
MECHANICAL WORK 4. REMOVAL WORK: b. Gas Lines. Existing gas lines serving the buildings are owned by Okaloosa Gas Company. The contractor shall contact Okaloosa Gas
Company and make arrangements for gas company personnel to cut and securely cap their gas service lines. After cutting and capping are completed, the contractor shall remove all existing gas lines and equipment in the buildings to the cut-off point.
What is the required response time for this type of work?
Answer 111: This is a part of the Civil Engineering Work Clearance Request (AF IMT form 103
Dig Permit) and is dependent on Okaloosa Gas Company availability. Work delays will be accounted for and addressed per Task Order accordingly.
Question 112: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK: Who makes the determination of what shall be salvaged from the buildings and how is this to quantified at time of this proposal? What is required response time for these services?
Answer 112: Before IDIQ contractor bids on a Task Order, they will be supplied with a SOW that will outline the work to be conducted on the Demo Project. It is at this time and during the official site visit that a determination will be made regarding telephone and television equipment.
Response time is dependent on each individual Task Order.
Question 113: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK c: Does the
96CS provide a list of typical equipment that a contractor should look for on the site visit?
What is the required response time for this shop to remove equipment?
Answer 113: Comm Squadron is notified well in advance, by Demo IDIQ Manager, of pending
Demo project award. They are given lead time to removed needed items. Most communication equipment will be identified by Demo IDIQ Manager and during official site visit. Contractor will contact Comm Squadron as part of dig permit, at which time comm. will identify all comm.
lines and equipment. Response time is dependent on each individual Task Order.
Question 114: SECTION 16050 ELECTRICAL WORK 4. REMOVAL WORK e: What is the
796 CES / CEOFA required response time and is this event part of the allotted time as stated in
Section 02050, Paragraph 7 (2) Allotted Work Time?
Answer 114: All CE shops are notified well in advance, by Demo IDIQ Manager, of pending
Demo project award; their opportunity to removed needed items. Does not affect “Allotted
Work Time”.
Question 115: The ROM given is $10-25M. The current response to questions regarding the bid schedule for removal of Underground Storage Tanks indicates that the number of units (e.g. 400) is intended to represent the number of tanks to be removed. However, when you add 400 tanks for each size = 1,600 tanks per year; and price 1,600 tanks per year for the next 5 years, the TEP is significantly above the $25M upper ROM limit. Is this the government's intention? Does the government intend to remove 8,000 tanks during the course of the contract? Five years ago in
Amendment 3, the answers to the issue of the number of tanks was answered as the number of units represented the size of the tank to be removed not the number of tanks (see italicized text below), which resulted in a significantly lower TEP. Would the government consider changing the quantity of tanks for all line items in 1018 and 1019 from 400 to 1?
Answer 115: Correction: Item 1019 and 1018, Underground Storage Tank Removal (Does not include fuel which is included in Item 1019E)
The figure in the "Number of Units" column depicts a set size (400 gallons) for each of 1019A, B, C and D. For the purpose of establishing a unit (per gal) price, this figure will remain at 400 for each size category. Each category is based on actual tank size in gallons, i.e., a 1500 gallon tank would fall under 1019B and be calculated as unit price per gal times 1500 gallons.
When bidding on these items, input the price per unit of measure (gallon) for the different sizes
(1019A, B, C and D); Your per gallon price should be different for each of the different sizes categories'. Next, multiply your unit price per Gal times 400 gallons to get your total.
