Attachment 1 SAFETY REQUIREMENTS

SECTION 01010

SCOPE OF WORK

1. SCOPE: The work under this contract consists of furnishing all plant, labor, materials, and equipment and performing all operations in connection with the IDIQ Building Demolition Contract.

Demolition work includes removal, transportation and disposal of all items to be demolished.

2. DESCRIPTION OF WORK: In general, the work shall consist of the following:

a. Removal of existing asbestos-containing materials and lead base paint from buildings and or facilities.

b. Demolition of buildings, complete, including all foundations, appurtenances, equipment and utilities above and below ground.

c. Demolition of miscellaneous facilities such as walls, pavements (concrete or asphalt), foundations, fencing, drainage structures, and similar construction.

d. Demolition of existing HVAC, fire detection and plumbing equipment, piping, ducts, controls, underground fuel storage tanks (UST), and demolition of existing gas piping.

e. Demolition of existing electrical service lines, equipment, fixtures and wiring, and demolition of existing telephone and television equipment and wiring.

f. Demolition by excavation of debris piles (trees, limbs, bushes, and structural material – building/fencing related) due to storm damages.

g. Filling all holes and other depressions resulting from demolition of the buildings and facilities.

h. Root raking demolished or other identified sites.

i. Sift sand on beach sites and other areas affected by storms, storm surges and hurricanes.

j. Seeding or sodding of certain filled and damaged ground areas

NOTE: The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment required by the plans and specifications. In addition, the contractor shall receive an asbestos survey on all buildings to be demolished from 96 CES/CEOOM, POC: Mr. Dwight Berrong at 882-6969 or 978-2086.

3. LOCATION: The work site is Eglin Air Force Base, Florida. Locations of work may be on the

Main Base or on the surrounding Eglin AFB Reservation.

4. APPLICABLE PUBLICATION/REGULATIONS: Publications referred to in the specifications may include reference dates that do not reflect the current status of the publication. Unless otherwise stated in the specifications (this will be accomplished by stating "Compliance is required with this publication

01010-1 versus any future versions") the current publication is the applicable publication. Where the specification further refers to deviations from these publications, these deviations will be applied to the current publication.

5. SITE INSPECTION: Contractors are expected to visit the areas of work and verify all conditions and dimensions.

6. STORM PROTECTION: Should warnings of winds of gale force or stronger be issued, the contractor shall take every practical precaution to minimize danger to persons, to the work, and to adjacent property. These precautions shall include closing all openings, removing all loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work.

7. INTERFERENCE WITH STATION OPERATIONS: Permission to interrupt any utility, communication, operational or traffic service or pattern shall be requested in writing at least 3 working days prior to the date of the desired interruption. The Contractor shall receive approval in writing from the Contracting Officer before the requested interruption may be put into effect. Any power outage shall be approved by the Contracting Officer in writing.

8. CHEMICAL LATRINE: The Contractor shall provide, at no additional cost to the government, a minimum of one chemical latrine, and additional latrines at one per 12 workmen. The latrine(s) will be at the job site for the duration of the contract performance period. The latrine(s) shall be serviced as often as required for sanitary conditions, but in no case shall servicing be less than once per week.

Servicing shall comply with all applicable federal, state, and local laws, ordinances, and regulations.

The latrine waste shall be disposed of legally off government lands.

9. WORK CLEARANCE: The Contractor shall be responsible for obtaining and having filled out form

AF Form 103, Base Civil Engineering Work Clearance Request. No site work shall be done until this form is completed.

10. SAFETY: The Contractor shall perform all excavation according to Occupational Safety and Health

Administration 1926 Subpart P.

11. SCHEDULING: The Contractor shall submit a schedule of proposed work to the Contracting

Officer. The schedule shall show the proposed activities, including locations where work is planned and planned shutdown of equipment. All work sequencing and phasing is subject to the approval of the

Contracting Officer.

12. COST ESTIMATING REQUIREMENTS: The Contractor shall purchase, maintain, and use the latest version of e4Clicks (e4Clicks) Basic or Professional Project Estimator. The Contractor shall use e4Clicks software to estimate and submit all of their estimates, both electronically and on paper. The

Contractor is responsible for deciding which software application to purchase and the number of copies of the software that they will need to support their contract requirements.

a) The software estimating and project management package shall be Windows ™ based software.

It shall be able to import and export estimates and projects electronically in a secured estimate file format. It shall be able to track projects by contract, contract year, estimator, customer and/or project location. It shall support project management tracking of project milestones, project costs, locations, contacts, and project notes. It shall provide a means for document management, whereas the user can setup template documents, point and click and create new, project specific documents using the current project details. The software shall be able to import the contractors estimate, complete an electronic comparison and technical evaluation showing the government’s pre negotiation strategy, as well as producing the contractors revised estimate report to show the post negotiation changes made from the initial estimate to the final accepted estimate. The database shall contain all of the line items found in the Unit Price Book. The database must be protected from being changed by any user. The software shall be able to export to Microsoft

Excel™ and Adobe PDF™ file types as well as create a Form 3052 as a completed export file format. The Contractor shall purchase all annual maintenance plans and upgrades and use the most current version of e4Clicks as it becomes available from 4Clicks, for the life of the contract.

SECTION 01340

SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

1. GENERAL: The contractor shall submit certain items, information and tests to the Contracting

Officer for approval. Shop drawings and certificates shall be submitted prior to fabrication and commencement of work insofar as possible. All items requiring approval shall be submitted timely to conform to the work schedule. Submit all related items of a section or items that are dependent on each other at the same time for coordination. Unless otherwise specified, costs of all items requiring approval shall be at the contractor's expense. Where tests by an independent testing laboratory are required, the original copies of the test reports shall be sent by the testing laboratory directly to the Contracting

Officer. The items to be submitted shall be as specified in the following paragraphs:

a. Section 01500 - General Environmental Protection.

(1) Submit inventory of all paints, solvents and other painting related materials to be brought onto Eglin AFB by the contractor as specified in Paragraph 2d. Additional requirements for these materials identified after the original submittal shall be identified to the Government prior to bringing the material onto Eglin AFB.

b. Section 02050 - Demolition and Removal of Buildings and Facilities.

(1) (1) Submit laboratory TCLP test reports on all removed paint and/or painted materials to 96

CEG/CEVC. TCLP Test must be a composite sample of all the materials in the building.

c. Section 02080 - Removal and Disposal of Asbestos Materials.

(1) Submit certifications, plans, tests and other information on asbestos removal as specified in

Paragraph 9.

SECTION 01500

GENERAL ENVIRONMENTAL PROTECTION

1. SCOPE: This section covers environmental protection in general.

Specific environmental requirements are included in other appropriate sections of the specifications. Additional general environmental requirements are included in the General Provisions of the contract. The provisions of this section are in addition to the aforementioned requirements. Where the general provisions of this section conflict with specific requirements elsewhere, the specific requirements shall control.

2. GENERAL: The contractor shall comply with all applicable local, state, federal, and Air Force environmental regulations. These items include, but are not limited to the following:

a. Vehicles and other powered equipment shall meet all applicable air quality regulations for emissions. Equipment shall be mechanically sound and have all seals, grease rings, and other containment systems in place to prevent leakage. Drip pans shall be maintained such that overflow and spills do not occur. Associated waste shall be handled in accordance with all applicable regulations. There shall be no activities for equipment maintenance including oil changes, filter replacements, or hydraulic equipment repair performed on base without prior approval by the contracting officer.

b. b. All solid waste shall be collected and disposed of on a daily basis or staged for reuse/recycling. The contractor will pursue a goal to divert at least 50% of the solid waste from landfill disposal such as concrete. The contractor will track and report to the QAE how much was generated and how much was diverted monthly. There shall be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material from being blown about by the wind. No liquids shall be put into base dumpsters. This includes paints, oils, chemicals, compressed gas, pesticides, and other similar materials. Dried paint cans will be allowed in dumpsters only if such cans contain no lead, chromium, cadmium, or other hazardous materials.

c. All Hazardous wastes such as sandblast media, chlorinated solvents, paint, paint thinners, cleaners, and fuels shall be labeled and an inventory management system will be initiated to ensure timely removal and proper disposal. No on-base disposal will be allowed.

(1) All drums shall be labeled with a hazardous waste label. The label shall include the proper DOT shipping name, UN or NA, EPA waste number, generator information, and accumulation start date. The label shall be placed on the side of the drum.

(2) All drums used to store hazardous waste shall be nonleaking and safe to handle. Drums that are rusted, dented, or leaking shall be overpacked. Drums and/or overpacks shall be provided by the contractor.

All drums shall be DOT approved containers.

(3) Storage of drums shall be approved by the 96 CEG

Environmental Management Directorate, Environmental Compliance

Hazardous Waste (96 CEG/CEVC) prior to the generation of hazardous waste. The contractor shall document inspection of drums for leaks on a daily basis or if not working in the area daily, then a weekly inspection will suffice. A drum shall be disposed within 90 days of the first drop in the container. A copy of the inspection checklist shall be forwarded to

CEVC every Friday.

(4) Hazardous waste drums shall be stored at an approved accumulation site. A sign identifying the site as an accumulation site with two points of contact shall be placed in a highly visible location.

(5) Hazardous waste transportation and disposal shall be coordinated through CEVC. The transporters and disposal facilities shall be approved by CEVC prior to their use. Manifests shall be signed only by CEVC.

d. Hazardous Materials: The contractor shall submit to the Contracting

Officer a list of all hazardous materials to be brought onto Eglin AFB property prior to the onset of any work. The list shall include all paints, solvents, POL products, pesticides, etc. to be used during the duration of the contract. All newly identified requirements for hazardous materials shall be coordinated with and approved by the Compliance Division of the

Environmental Management Directorate (CEVC) prior to bringing the material on Eglin property.

e. Fuel storage shall be limited to 500 gallons and shall be contained in a government approved portable tank. Siting of the tanks shall be approved by the Base Fire Department and 96 CEG/CEVC.

f. Storage of oils, greases, chemicals, or other liquids shall require a fully contained facility for spill prevention and security. A minimum of 40 pounds of absorbent material per 44 gallons of chemical/oil/grease shall be on hand for spill control.

g. All spills shall immediately be reported to the Eglin Consolidated

Command Post (884-4020) or the Base Fire Department dispatch desk

(911). Information as to spill location, type of material, and estimated time when the spill occurred shall be provided. The contractor shall ensure appropriate personnel protective equipment (PPE) is available to take care of spill cleanup and handling of residues of materials under their control.

h. Spray painting shall be conducted by using low-volatile organic chemical (VOC) paint technology or water base paints.

i. Contractor sites (i.e. trailer and storage sites) shall be properly maintained at all times. Repair of all damage due to improper erosion control shall be the responsibility of the contractor. Release of the site by the contractor will be accomplished by a final contractor site review, at which time site deficiencies will be noted. The contractor shall have 14 calendar days (beyond the contract completion date if necessary) to correct all deficiencies. The contract completion date will not be changed due to any of the required site review actions.

j. Asbestos: If the contractor encounters unforeseen site conditions including, but not limited to, suspected asbestos containing materials during the performance of this contract, the contractor shall cease operations in the suspect area, immediately evacuate all personnel, and notify the Contracting Officer, the construction inspector, and CEV.

Samples will be taken and analyzed by the Government.

k. Banned Ozone Depleting Chemicals: All equipment using any Class 1 ozone depleting chemicals (ODCs) for a fire suppressant, refrigerant or solvent is banned from acquisition or use unless it has an Air Force waiver. This includes, but is not limited to, systems using Class 1 ODCs such as halon 1211, halon 1301, R-11 (trichlorofluoromethane), R-12

(dichlorodifluoromethane), R-113 (trichlorotrifluoroethane), R-114

(dichlorotetrafluoroethane), R-115 (chloropentafluoroethane), and all azeotropic mixtures containing controlled chemicals such as CFC 500, 501, 502, and 504.

l. Ground Contamination: If suspected contamination is encountered during excavation activities (often indicated by unusual colors or odors), the contractor shall contact the Contracting Officer immediately.

m. Environmental Training: Specific contractor personnel may be required to attend Hazard Communications (HazCom) Training and

Hazardous Waste Seminars held bi-annually at Eglin AFB at no expense to the contractor. If the contractor has a HazCom Program in place and can provide proof of such program, then the HazCom Training can be waived. Proof of an existing HazCom Program shall be provided to the environmental management representative at the pre-construction meeting and updated annually.

SECTION 02050

DEMOLITION AND REMOVAL OF BUILDINGS AND FACILITIES

1. SCOPE: This section covers the demolition and removal from the project site of all existing materials, except asbestos containing materials. Demolition and removal of asbestos containing materials shall be as specified in Section 02080, Removal and Disposal of Asbestos Materials.

2. APPLICABLE PUBLICATIONS. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

3. UTILITY SERVICES: Contractor shall notify Contracting Officer prior to removal or disconnecting of Government-owned utilities.

4. SAFETY REQUIREMENTS: All work under this contract shall be performed in accordance with the applicable safety requirements of Corps of Engineers Manual EM 385-1-1.

5. PROTECTION OF EXISTING WORK: a. Utilities. Preserve in operating condition, unless otherwise noted, and protect active utilities traversing project site. Existing utilities locations shall be determined by contractor before commencement of work.

b. Structures. All existing building surfaces, equipment, fixtures, pavements, and adjacent construction not to be removed shall be protected by the contractor from damage during work under this contract. Damage to such items due to work under this contract shall be promptly repaired or replaced by the contractor at his own expense, as directed by the Contracting Officer.

c. Grounds. All trees shrubs, sea oats, grass, and other vegetation in areas where work is to be performed shall be protected by the contractor from damage due to work under this contract. Any trees or shrubs damaged or destroyed by the contractor shall be replaced with new trees or shrubs, respectively, of a similar kind. All depressions, ruts, and other holes caused by contractor's vehicular traffic and demolition operations shall be filled with approved fill dirt or sand, as required to match adjacent earth, and graded to original elevations and contours. All areas where grass, sea oats, or other vegetation is removed, damaged or destroyed by work under this contract shall have vegetation replaced to match existing. Pavements and grounds around the buildings shall be cleaned daily of all nails and other debris resulting from the demolition operations. All nails shall be picked up by a magnetic device designed for the purpose and by other suitable methods as applicable. Any damage to vehicular tires or other damage to government or private property resulting from contractor operations shall be promptly repaired or replaced by the contractor at no cost to the government.

6. REMOVAL OF EXISTING PAINT AND/OR PAINTED ITEMS.

a. General. Existing paint on certain exterior and interior surfaces has been determined to be lead base paint. The contractor shall be responsible for knowing all applicable Federal, State, and Local

Laws and Regulations pertaining to lead base paint abatement and hazardous waste disposal, including but not limited to 29 CFR 1910.1025, 29 CFR 1926.62, 40 CFR 260 thru 40 CFR 268, 40

CFR 270, 40 CFR 272 and FAC Rule 17-30, and performing all work under this contract in compliance with these laws and regulations.

b. Work Area Preparation. Existing floors or ground surfaces in the work areas shall be covered with a 4-mil thick plastic sheeting. Surfaces with lead base paint which are affected by work under this contract shall be lightly wet with water immediately prior to being worked on to reduce the level of airborne dust.

c. Removal Procedures. After the work areas have been properly prepared, the existing items specified to be removed may be removed by the contractor, taking care to minimize the generation of dust. After the removal work is complete, the plastic sheeting shall be carefully picked up and containerized or wiped clean of all paint chips, dust and other debris which shall be containerized.

d. Testing and Disposal. After removal, the existing materials and all containerized paint and other debris shall be tested by the Toxic Characteristic Leaching Procedure (TCLP) for all toxic materials by a qualified commercial testing laboratory selected by the contractor and approved in writing by the

Contracting Officer. The tests shall be made at the contractor's expense. If the results of the TCLP testing exceed regulatory limits, the tested material shall be considered as hazardous waste and shall be turned over to the Government at a hazardous waste collection point adjacent to the project site for disposal by the Government. The exact location of the collection point will be determined by the

Contracting Officer. If the results of the TCLP testing do not exceed regulatory limits, this material shall be considered non-hazardous waste and shall be disposed of by the contractor as specified hereinafter in Paragraph 7a.

7. DEMOLITION OF WORK:

a. General. Demolition work includes the removal, transportation and disposal of complete buildings, portions of buildings or other facilities and all debris from existing damaged or demolished buildings located at various locations on the Eglin Air Force Base Reservation. The buildings involved are of differing floor plans. In general, the buildings are about 1,000 to 10,000 square feet in size, of either masonry, concrete, metal or wood construction, however, the buildings are not limited to these conditions. Demolition of the buildings and facilities shall be by normal mechanical methods. The use of explosives or demolition by burning will not be permitted. Clearance shall be obtained by the contractor from the Contracting Officer prior to use of any tools utilizing open flames and all base fire regulations pertaining thereto shall be complied with. Buildings shall be demolished one building at a time as directed by the Contracting Officer. All debris resulting from these operations shall be removed and disposed of on a daily basis. Accumulation of debris at the job site will not be permitted. Contractor shall not begin demolition operations at the next building until the previous site has been fully restored. All materials, equipment, and debris to be demolished or removed by the contractor shall become the property of the contractor and shall be promptly removed from the Eglin

Air Force Base Reservation and legally disposed of at the contractor's expense.

b. Delivery Orders. (1) General. All work under this contract will be initiated by the issuance of

Delivery Orders signed by the Contracting Officer. Prior to issuance of a delivery order, the

Government will furnish the Contractor a written Scope of Work, consisting of a list of specific buildings or facilities to be demolished in accordance with the terms and conditions of the contract.

Area maps, location maps, and detailed drawings, where required, will be furnished with each delivery order issued. The Delivery Order will be based on the prices set forth in the contract, as will the rate of liquidated damages.

(2) Allotted Work Time. The allotted work days for each delivery order will be calculated in the following manner: Ten (10) consecutive working days will be allowed for the first $5,000 of each delivery order; one (1) additional work day will be allowed for each additional $1,000.00 up to and including a total of $20,000.00; one (1) additional work day will be allowed for each additional

$2,000.00 up to and including a total of $40,000.00; one (1) additional work day will be allowed for each additional $4,000.00 up to and including a total of $60,000.00; one (1) additional work day will be allowed for each additional $6,000.00 up to and including a total of $90,000.00; and one (1) additional work day will be allowed for each additional $8,000.00 (or any part thereof) thereafter.

Working time on delivery orders are independent of each other and may run concurrently.

(b) When a delivery order is issued it will specify a required start date and a required completion date computed in accordance with paragraph 7b (2) above. The contractor may start work at an earlier date and complete at an earlier date than specified provided he gives the Contracting

Officer seven (7) days advance notice in writing and this earlier start date is approved by the

Contracting Officer. If earlier start date is approved, the Contracting Officer will recompute required completion date to comply with the allotted work time.

8. PATCHING AND REPAIRING: Where existing remaining work is damaged during the removal and demolition operations, the areas shall be patched and finished to match the adjacent surfaces unless otherwise specified herein, at no additional cost to the Government.

9. MEASUREMENT:

a. General. Measurement for work to be performed under this contract shall be as set forth below.

(1) Complete Building Demolition. Measurements for determining the cubic feet of a building to be completely demolished will be made from outside face of exterior wall to outside face of exterior wall and from bottom of ground floor slab to top of roof and will include all enclosed portions of the building. No allowance will be made for open lean-tos; adjacent equipment and equipment supports serving the building; porch or entrance roofs and slabs; building footings and foundations;

mechanical, electrical, fire protection, lightning protection or similar equipment, piping and controls within or adjacent to the building; or utility service lines or similar items associated with the particular building to be demolished. Dimensions for measurements will be taken to the nearest inch.

Determination of the applicable unit price line item for complete building demolition will, in general, be determined by the type of wall construction. Some examples of different types of wall construction and their classification for this contract are as follows:

4. CONTRACTOR QUALIFICATIONS: Contractor shall hold the State of Florida asbestos contractor license. Removal work shall be conducted by persons educated and knowledgeable in handling and disposal of asbestos containing materials. The contractor shall comply, and shall be capable of performing the work described in this specification. The contractor shall supply required labor, materials, and expertise to perform the work in accordance with applicable governmental regulations and this specification.

5. CONTRACTOR RESPONSIBILITY: The contractor shall assume full responsibility and liability for compliance with all applicable federal, state, and local regulations pertaining to the protection of workers, visitors to the site and persons occupying areas adjacent to the site. The contractor is responsible for providing medical examinations and maintaining medical records of personnel as required by the applicable federal, state, and local regulations and shall hold the government harmless for failure to comply with all applicable safety or health regulations on the part of himself, his employees, and his subcontractors. The contractor shall establish and maintain emergency and fire exits from the work area.

6. SAFETY COMPLIANCE: In addition to detailed requirements of this specification, the contractor shall comply with the applicable requirements of 29 CFR 1910.1001 and 40 CFR 61, Subparts A and M and with laws, ordinances, rules and regulations of federal, state, and local authorities regarding handling, transporting, and disposing of asbestos waste materials. Where the requirements of this specification and referenced documents vary, the most stringent requirements shall apply. Prior to commencement of work, the contractor shall comply with the requirements listed below:

a. All respiratory protection shall be provided to workers in conjunction with a respiratory protection program which shall meet the requirements of 29 CFR 1910.134(b)(1-11). This program shall be posted at the work site.

b. All workers shall be provided with personally issued and marked respiratory equipment approved by the National Institute for Occupational Safety and Health.

c. All employees shall be instructed that respiratory protection must be worn by all persons potentially exposed to asbestos from the initiation of the asbestos removal project until instructed otherwise by the contractor.

d. Workers shall be provided with sufficient sets of protective full body clothing. Such clothing shall consist of body coveralls, foot gear, and headgear. Eye protection and hard hats shall be provided as required by applicable safety regulations. Disposable type protective clothing, headgear, and footwear shall be provided for all asbestos workers.

e. At minimum two PAPR clean respirators and protective clothing shall be available for all authorized visitors that may be required to enter the work area.

f. The decontamination and work procedures to be followed by workers shall be provided and posted at the jobsite.

7. GENERAL: Work under this section consists of the proper removal, handling and disposal of asbestos containing materials from the buildings and facilities included in the contract and the incidental procedures and equipment required to protect workers and base personnel from contact with airborne asbestos fibers. Approximate locations of asbestos containing materials to be removed and disposed of will be provided by the government. It will be the contractor's responsibility to visit the buildings and determine the exact amount of asbestos bearing materials, prior to bidding, and to prepare his bid accordingly.

8. EXECUTION:

a. Respirator Protection:

(1) See Paragraph 6.

(2) An organic filter also must be worn to protect against solvent fumes, when applicable.

b. Work Area Preparation (where applicable) - General:

(1) Completely isolate the work area from other parts of the building so as to prevent asbestos-containing dust or debris from passing beyond the isolated area. The work area shall be separated by polyethylene plastic sheet barriers at least 6 mil in thickness and perimeters sealed with duct tape or spray cement. Should the area(s) beyond the work area(s) become contaminated with asbestos-containing dust or debris as a consequence of the initial work performed, immediately stop all abatement work and clean those areas in accordance with the procedures indicated in FINAL INSPECTION AND TESTING, paragraph 8.e. All required cleaning or decontamination shall be performed at no additional cost to the government.

(2) For isolated contaminated area(s), seal all ventilation openings (supply and exhaust), lighting fixtures, clocks, doorways, windows, convectors, speakers, and other potential pathways/openings into the work area with 6 mil thickness polyethyulene sheeting taped securely in place with duct tape. Maintain seal until all work including project decontamination is completed.

(3) For areas considered contaminated and whereby surface cleaning alone will not ensure decontamination, remove and clean accessible fixtures such as clocks, lights, ventilation and exhaust grilles, movable cabinets, etc.

(4) Two layers of 4 mil polyethylene shall be placed on wall surfaces.

(5) Shut down, disconnect, lock off and tag all electric power to the work area so that there is no possibility of its reactivation until after clearance testing of the work area. Provide temporary power and lighting and ensure safe installation of temporary power sources and equipment per applicable electrical code requirements and OSHA requirements for temporary lighting in the asbestos abatement work area.

(6) Shut down, isolate and tag heating, cooling, and ventilating air systems to prevent contamination and fiber dispersal to other areas of the structure. During the work, vents within the

02080-4 work area shall be sealed with tape and plastic sheeting. Where possible, air supply shall be maintained to government occupied areas at all times.

(7) Clean all surfaces in work area with a HEPA filtered vacuum and by wet wiping prior to the installation of any sheet plastic.

(8) Cover floor of work area where applicable with at least two individual layers of clear polyethylene sheeting, at least 6 mil in thickness turned up walls at least 18 inches. Both spray-glue and duct tape all seams in floor covering. Locate seams in top layer 6 feet from, or at right angles to, seams in bottom layer.

Install sheeting so that top layer can be removed independently of bottom layer. Where carpet is present, three layers of six mil polyethylene will be required.

(9) Remove and reinstall all electrical and mechanical items, such as lighting fixtures, clocks, diffusers, registers, escutcheon plates, etc., which cover any part of the surface to be worked on.

(10) Preclean fixed objects with filtered HEPA vacuum and/or wet cleaning methods as appropriate. Seal joints of covers or casing(s) with duct tape and enclose fixed objects with minimum of 6 mil plastic sheeting sealed airtight with duct tape. Disassembly of these fixed objects is not required.

c. Asbestos Removal:

(1) General: Asbestos Abatement Work will not commence until:

(a) Arrangements have been made for disposal of waste at an acceptable site.

(b) Work areas and parts of the building required to remain in use are effectively segregated.

(c) Tools, equipment and material waste receptors are on hand.

(d) Arrangements have been made for building security.

(e) All other preparatory steps have been taken and applicable notices posted and permits obtained.

(f) All worker training has been completed.

(g) Pre-job submittals are approved.

(h) The Contracting Officer authorized work to commence.

(2) Work Areas:

(a) Remove and properly dispose of all asbestos-containing materials indicated to be removed as described herein in accordance with the methods and procedures outlined in the

U.S. Department of Labor OSHA Asbestos Regulations (Code of Federal Regulations Title 29, Parts 1910 and 1926, or as more stringently specified herein).

(b) Prepare work area(s) as previously specified.

(c) Spray large areas of asbestos material with amended water, using spray equipment recommended by surfactant manufacturer capable of providing a "mist" application, to reduce the release of fibers. Wet the material sufficiently to saturate it to the substrate without causing excessive dripping. Spray the asbestos material repeatedly during removal to maintain wet conditions. Do not use excessive amounts of water.

(d) Use extreme care when using water in connection with asbestos removal.

Contractor shall be solely and completely, financially and otherwise, responsible for all water damage in adjacent work areas and throughout the remainder of the building which occurs as a result of executing the work of this section.

(e) Clean surfaces with a stiff nylon brush. Remove overspray from walls, slab, etc. Contractor is responsible for complete cleaning of the surfaces in the Work Area.

(f) Remove the saturated asbestos material in small sections. Do not allow material to dry out. As it is removed, place the material in sealable plastic bags of 6 mil minimum thickness and place in labeled containers for transport.

(g) After removal of asbestos-containing material, all surfaces shall be wet-cleaned to remove residual accumulated material. Continue to wet-clean until surface is free of visible material.

d. Monitoring (Where Applicable):

(1) The contractor will conduct all air monitoring as required by OSHA. Daily air sampling results must be recorded and posted on a daily basis. All air sampling results shall be submitted to the Contracting Officer at the conclusion of this project.

(2) The air sample collection method must be consistent with criteria set forth in the

OSHA CIH technical manual (OSHA Instruction CPL 2-2.43, 20 Oct 87) on gravimetric air sampling. Air samples must be analyzed by AIHA accredited laboratory or one that has successfully participated in NIOSH PAT program. The analyst must have successfully completed a "Sampling and Evaluating Airborne Asbestos Dust" NIOSH 582 course or equivalent.

e. Final Inspection and Testing:

(1) Final Inspection and Testing: Cleaning of the work areas and other contaminated areas shall be conducted in accordance with the three-step procedure described below unless noted:

Step 1: Preliminary cleanup Visual inspection

Step 2: Lockdown ---

Step 3: Final Re-Occupancy Visual inspection and fiber count

Clearance less than 0.01f/cc using PCM for the average of three samples

(a) Step 1. Preliminary Cleanup:

1. Remove visible accumulation of asbestos material and debris.

2. Wet clean all surfaces and objects in the work area and any other contaminated area.

3. After cleaning the work area, remove first layer of polyethylene from walls and perform a complete visual inspection of the work area to assure that the area is free of contamination.

4. Sealed bags and all equipment used in the work areas shall be included in the cleanup and shall be removed from work area.

(b) Step 2. Lockdown:

1. After visual inspection, all surfaces and building components from which asbestos-containing material was removed shall receive lockdown sealant to seal existing surfaces according to the following criteria:

a. Mixing, spraying, and pumping equipment, as recommended by the sealant material's manufacturer, shall be used to insure a minimum dry film thickness obtainable by spraying one gallon of sealant over 300 square feet.

b. Sealant specified in other divisions shall be installed using procedures as recommended by the manufacturer's written instructions.

2. When the sealant is dry, wait minimum 12 hours to allow for settlement of dust.

(c) Step 3. Final Re-occupancy Clearance. Re-occupancy will be approved if the fiber found in the work area is 0.01f/cc or less using aggressive sampling techniques.

Failure to achieve this level will necessitate further cleaning by and at the expense of the

Contractor. When the work area passes the re-occupancy test, the second layer of polyethylene and all controls and seals established will be removed, placed in double bags, and disposed of as asbestos contaminated waste.

(2) Other Information.

(a) Extra time required to clean work areas to obtain proper working and clearance tests shall not be considered grounds for an extension of time for contract completion.

(b) Extra time and costs to collect and analyze clearance samples because the first results were not acceptable will be at the expense of the Contractor and will be deducted from the contract sum.

(3) After achieving the level of cleanliness and decontamination as specified herein and confirmed by the final testing and checking, the Contracting Officer will thoroughly inspect the space jointly with Contractor to determine whether any damage has been done on the finishes, equipment or any other part of the work space. A final inspection report will be prepared by the

Contracting Officer detailing the items to be fixed by the Contractor.

f. Disposal of Asbestos Containing Waste Material.

(1) Decontaminated and sealed single-bagged waste will be double-bagged and sealed prior to being removed from the Work Area.

(2) All asbestos-containing material shall be double-bagged, labeled and placed into sealed metal or fiber drums for transportation to the disposal site.

(3) Both the disposal bags and drums shall be labeled as required by 40 CFR Section

61.152(b)(1)(iv).

(4) Carefully load containerized waste on enclosed trucks or other appropriate vehicles for transport. Exercise care before and during transport, to ensure that no unauthorized persons have access to the material.

(5) Do not store containerized material outside of the Work Area. Take containers from the work area directly to a sealed truck.

(6) Do not transport containerized waste materials on open trucks. Label drums with same warning labels as bags. Treat drums that have been contaminated as asbestos containing waste and dispose of in accordance with this specification.

(7) Advise the sanitary landfill operator at least twenty-four hours in advance of transport of the quantity of material to be delivered.

(8) At the landfill site, sealed containers shall be carefully removed from the truck and placed on the ground. Containers shall not be dumped or thrown from the truck.

(9) There will be no visible emissions to the outside air from an active waste disposal site where asbestos containing waste is deposited.

(10) Only sealed bags or impermeable containers are permitted to be deposited in landfill. Damaged, broken, or leaking plastic bags must remain in the impermeable container and the container must be deposited in the landfill.

(11) Retain and submit receipts from landfill for materials disposed of.

9. SUBMITTALS:

a. General. The required submittals are identified in this section and/or elsewhere in the

Specification. Submittals shall be submitted at the pre-construction conference to allow for sufficient and prompt review by the Contracting Officer. Revise and resubmit as necessary.

(1) Submit complete, bound sets of the submittals as required in the Contract

Documents. Submit separate sets, in the required number of copies, entitled "Pre-Job Submittals" and "Post-Job Submittals".

(2) Submit complete sets to the Contracting Officer for his review, in the required number of copies, of "Pre-Job Submittals" on or before the date of the first preconstruction meeting. The work may not proceed until the complete pre-job submittals package has been reviewed and approved by the Contracting Officer.

(3) Submit complete sets to the Contracting Officer for his review, in the required number of copies, of "Post-Job Submittals" following the final completion of the work. Requests for final payment will not be approved until the post-job submittal package has been reviewed by the Contracting Officer.

(4) Identify individual submittals by name and include a table of contents in each submittal package.

(5) Provide five complete, bound sets of each submittal package to the Contracting

Officer for his review.

b. Pre-Job Submittals. Submit complete information relative to the following:

(1) Asbestos Plan. Submit a detailed plan of the work procedures to be used in the removal and demolition of materials containing asbestos. This plan must include disposal plan, type of wetting agent and asbestos sealant to be used, air monitoring, and a detailed description of the method to be employed in order to control pollution. An asbestos plan must be approved for each delivery order prior to the start of any asbestos work.

(2) Notification. Contractor must notify the Contracting Officer three working days prior to the start of asbestos abatement work.
