About this file

This file is a Questions and Answers document addressing clarifications regarding a Sports Officials procurement for Los Angeles Air Force Base (LAAFB). The solicitation (FA281626Q0005) seeks a Firm-Fixed Price contract for sports officiating services supporting intramural, varsity, and sports day athletic programs. The requirement encompasses approximately 116 estimated intramural games (including championships), 25 varsity games, and 40 sports day games across basketball, soccer, flag football, and volleyball. Officials must possess current certification, registration, or membership with a recognized sports officiating organization. The contract is a 100% small business set-aside under NAICS code 711219 (small business size standard of $16,000,000), and pricing should be submitted solely on the SF 1449 form, not Appendix B.

Key clarifications from the Q&A include: all games serve adults only with no youth participation; staffing should follow the detailed breakdown provided in Appendix B (e.g., basketball requires 2 officials and 1 scorer per game); PEM meetings may be conducted in-person or virtually; the incumbent contract number is FA281624C0029 with a previous 5-year award amount of $42,850; and the government will update Appendix B and SF 1449 to ensure consistency across all solicitation documents. Personnel performing under this contract must complete Level I Antiterrorism Awareness training within 30 days and attend a local security briefing prior to first day access. Quotes are limited to 10 pages and must include company profile, contact information, small business type, NAICS code, CAGE code, UEI code, and completed pricing spreadsheet in both unredacted and redacted formats.
