The solicitation (FA255026R00260001) was issued on August 10, 2026, with quotes due by August 28, 2026, at 9:00 AM Mountain Time. The contract includes four one-year option periods (September 2027 through August 2031) and an optional six-month extension (September 2031 through March 2032), for a maximum contract duration of 66 months. Quotes must be submitted via email to Kaitlyn Guldan at kaitlyn.guldan@spaceforce.mil and must include a cover sheet with CAGE number, UEI, and contact information; an in-depth technical narrative aligned with the Performance Work Statement; two past performance examples from similar projects completed within the last five years; completed pricing in the CLIN structure provided; and a cost breakdown of labor, materials, and other costs. A mandatory site visit is scheduled for August 13, 2026, at 9:00 AM at Building 210, Schriever Space Force Base, Colorado, with questions due by August 17, 2026. Contract administration and payment will be handled through Wide Area WorkFlow (WAWF) with specific DoDAAC codes provided, and the contractor must maintain active System for Award Management (SAM) registration. Evaluation Factors for Award FAR Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
A. Basis for Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.
1. The Government intends to award a single firm fixed price purchase order to the responsible vendor whose quotation represents the best value, price, and other factors considered, using comparative evaluation in accordance with RFO 12.203(a). The Government may compare quotes to one another to determine which provides the best value. The Government may accept other than the lowest priced quote if it provides greater overall value and may make award on initial quotes without discussions.
2. Non price factors, when combined, are approximately equal to price. The Government reserves the right to consider a quotation with a higher price if it provides greater overall value.
3. The Government reserves the right to consider information readily available (e.g., recent similar orders or CPARS) to assess responsibility (RFO 9.104) or performance risk if necessary.
4. The Government intends to make an award without conducting exchanges with vendors after the close of solicitation. Therefore, vendors should provide their best available pricing to the Government in their initial quote.
However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
B. Evaluation Factors: The following factors shall be used to evaluate quotes:
1. Technical Acceptability: The Government will review each quote to determine technical acceptability. Technical acceptability will be based on the understanding and capability to execute the requirement within the PWS. The offeror's ability to meet or exceed the requirements within the PWS.
2. Past Performance: The Government will evaluate past performance to determine the capability of the offeror to complete projects that are of similar scope in terms of complexity and price to Solicitation FA255026Q0039
. FA255026R0026
3. Price: Will be evaluated for the reasonableness and overall value to the Government.
Relative Importance: Non-priced factors, when combined, are approximately equal to price. The Government reserves the right to consider a quotation with a higher price for contract award if it provides greater overall value to the Government.
Procedures: The Government may evaluate quotations without conducting discussions and may accept other than the lowest-priced quotations if it is determined to be the best value. The Government may make award based on initial quotes, so vendors are encouraged to submit their best terms with the initial quotation. A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in RFO 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.
