Instructions, Conditions, & Notices to Offerors or Quoters

Header Miscellaneous Text (Modified):

RFO provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in RFO 12.205(a)(1), the following addendum is provided for this solicitation and hereby amends any language therein.

1. Quotes submitted in response to this solicitation must be admitted via email no later than Wednesday, 19 August 2026, no later than 12:00 PM Mountain Daylight Time (MDT). In order to be considered for award, quotes must be submitted to the Contracting Officer (TSgt Joshua Stone, joshua.stone.23@spaceforce.mil) the both and Contract Specialist (SrA Marion Shinholster, marion.shinholster@spaceforce.mil).

2. This is a Firm-Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment based on the contractor's cost experience in performing the contract.

3. To be eligible for award, the vendor must have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award.

4. Vendors must provide the following at the time of submitting a quote:

a. Commercial and Government Entity (CAGE) number

b. Unique Entity Identifier

c. Point of contact information, including name, phone number, email, and company/vendor address

d. Full product list which reflects in content the attached product list for this requirement

e. Unit Price, Quantity, and Total Price for each item in the quote

f. Estimated delivery date/lead time

g. Warranty Information

h. Ensure that prices in the offer are held firm for 60 calendar days from the date specified for receipt of offers

5. Late submissions, modifications, revisions, and withdrawal of offers.

a. Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

FA255026Q00400004

b. Any offer, modification, or revision received after the time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

c. If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified on the receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

d. Offerors may withdraw their offers by written notice to the Government received at any time before award.

6. In order to receive the award, the vendor's company must be found to have both "adequate financial resources" and "necessary productions, constructions, and technical equipment and facilities" to perform the contract (and/or the ability to obtain them).

a. Based on an assessment of this requirement, the Government has assigned this solicitation a general level of risk indicated below, which lists examples of documents/information that the vendor may provide to support a positive determination of responsibility.

(X) Level One: Self-Attestation. The vendor must provide a form of self-attestation (e.g. a statement on the quote or a statement on a separate document) asserting that their company has the financial and technical resources necessary to fulfill the requirement.

b. If any is necessary, a separate statement must be provided with the vendor's quote detailing their access to any technical equipment/facilities needed to perform on the contract.

7. Responses to this Request for Quotes must include the original quote and a redacted copy with all pricing and company information redacted.

8. Responses to this Request for Quotes must include a product book and any pertinent warranty information.

9. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror's initial offer should contain the Offeror's best terms. However, the Government reserves the right to conduct discussions all, some, or none of the Offerors, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

10. IAW RFO 12.203(c)(2), the Government reserves the right to conduct comparative evaluations of offers.

11. Questions/Requests for Information (RFIs) regarding the requirement must be submitted in writing to the Contracting Officer (TSgt Joshua Stone, both joshua.stone.23@spaceforce.mil) and the Contract Specialist (SrA Marion Shinholster, marion.shinholster@spaceforce.mil) no later than 14 September 2026 at 12:00 PM MDT. Questions/RFIs submitted after this deadline may be considered by the Contracting Officer if deemed to be in the best interest of the Government to do so.
